HomeMy WebLinkAboutANAHEIM, CITY OF 6-2006~~ J C~- `'~~ AGREEMENT TO REIMBURSE FUNDS FOR FY06 URBAN AREAS SECURITY INITIATIVE (UASI) A-2006-326-02 THIS AGREEMENT is entered into this 18`s day of December 2006, which date is enumerated for purposes of reference only, by and between the CITY OF ANAHEIM, a municipality of the State of California, hereinafter referred to as "ANAHEIM", and the CITY OF SANTA ANA, hereinafer referred to as "SANTA ANA." RECITALS: A. Since 2004, the United States Department of Homeland Security (DHS), through the State of California Governor's Office of Homeland Security (OHS) as the State Administrative Agency (SAA), designated the cities of Anaheim and Santa Ana (hereinafer referred to as "the Cities") as core cities and awarded each jurisdiction grants under the Urban Area Security Initiative ("UASI"). B. The 2006 UASI Grant program consolidated the Anaheim Urban Area and the Santa Ana Urban Area into one combined entity, the Anaheim/Santa Ana Urban Area. C. The Cities wish to continue their collaborative effort with respect to terrorism preparedness and have jointly designated ANAHEIM to provide the financial oversight for the 2006 UASI Grant funds. The Cities have entered into a Memorandum of Understanding regarding the 2006 UASI program, attached hereto as Attachment 1. NOW THEREFORE, in consideration of the mutual and respective promises, and subject to the terms and conditions hereinafer set forth, the parties agree as follows: 1. ANAHEIM shall be designated the Single Point of Contact for purposes of administration and financial management of the FY06 UASI Grant funds. 2. ANAHEIM shall reimburse SANTA ANA for funds expended by those jurisdictions within the Santa Ana Urban Area, for purchases of equipment, services and training authorized under the FY 2006 UASI, in an amount not to exceed $5,990,000. 3. SANTA ANA agrees that expenditures beyond those authorized by the Anaheim/Santa Ana Urban Area will not be reimbursed through the FY 2006 UASI Grant. 4. Upon receipt of a reimbursement application, ANAHEIM, as soon as practical and not to exceed thirty (30) days, shall submit the request to the Office of Homeland Security for Reimbursement. Reimbursement shall be provided within seven (7) days after ANAHEIM receives funds from OHS. s " {Y . 5. For a period of three years SANTA ANA shall retain all documents, papers and records relevant to the expenditures of the Santa Ana Urban Area. For the same time period, SANTA ANA shall make said documents available to ANAHEIM and the DHS and OHS, for examination. 6. SANTA ANA shall provide to ANAHEIM all records and information requested by ANAHEIM for inclusion in quarterly reports and such other reports or records as ANAHEIM may be required to provide to DHS/OHS. 7. This Reimbursement Agreement shall remain in effect until mutually amended or terminated by the Cities.
