75.A. AUTHORIZATION TO DIRECTLY NEGOTIATE SALE OF CITY -OWNED
PROPERTY AT 1601 NORTH TUSTIN AVENUE
In accordance with Section 2-709 of the Santa Ana Municipal Code, the
City is considering the direct negotiated sale to an identified potential
purchaser, without the necessity of a public auction, of a vacant lot located
at 1601 North Tustin Avenue. Such decision would require the two-thirds
approval of the City Council following this public hearing.

WORK STUDY SESSION
WS.A. PROCESS FOR NEIGHBORHOOD TRAFFIC PLANNING AND
TRAFFIC SIGNAL PRIORITIZATION presented by George Alvarez, City
Engineer
Highlights of this presentation are as follows:
• Before the City decides where traffic signals are installed:
traffic counts are conducted for pedestrians and vehicles
accident data is reviewed to determine if the problem
can be corrected
signal warrant studies are conducted
• The following factors are included in calculating warrants for a
traffic signal:
- Approach speed of major street
- Minimum vehicle volume for 8 highest hours
- Traffic accidents within one year susceptible to
correction
- Minimum pedestrian volume
• If an intersection meets warrants, then it is prioritized for funding
• Priority points are calculated based on: peak hour traffic volume;
three year accident history; peak hour pedestrian traffic count;
proximity to schools

WORK STUDY SESSION
• Intersections are ranked based on total points
• Using the priority list, the City seeks funding for traffic signal
installation
• Funding methods include: federal funds, development impact fee
(TSIA) and developer installation as a condition of development
• A goal of the circulation element of the City's General Plan is to
protect local streets from through traffic to preserve neighborhood
character by developing and implementing neighborhood traffic
management plans
• Complaints are received by phone, letter, neighborhood meetings,
police department, or Council request
• Following a complaint, the Public Works Agency conducts a field
investigation, and conducts traffic counts or speed study to verify
the problem; the agency then determines the appropriate action
required
• The most common complaints include: cut through traffic;
speeding; parking intrusion; and, traffic congestion
• There is a 13-step process for developing neighborhood traffic
management plans developed and managed by the Environmental
and Transportation Advisory Committee(ETAC)
• A neighborhood initiates the process to install traffic calming
measures
• The process seeks to develop neighborhood driven solutions
through consensus building steps
• The neighborhood submits a petition to the City with signatures
from at least 35% of eligible dwellings
• Public Works staff submits petition and plan to ETAC for approval
• The neighborhood is balloted regarding the traffic plan; 50% plus1
is needed for approval of trial installation
• ETAC reviews ballot results, hears public comments, and makes
recommendation to the Council
• The Council approves or rejects the plan
• The traffic plan is implemented on a six month trial basis
• The neighborhood is re -balloted regarding permanent installation
of traffic plan; 66% approval is required
• ETAC reviews and approves the ballot results and follow-up action
• City does not prioritize neighborhood traffic plans
• Purpose of signal coordination is to set timing of signals to get
greatest number of vehicles to move along the corridor with the
fewest stops possible
• Signal coordination is based on time of day and directional traffic
flow

WORK STUDY SESSION
Following the staff presentation, Council discussion ensued relative to
ways to inform neighborhoods of the 13 step process for development
of neighborhood traffic plans. Staff was requested to look into the
development of an informational commercial that could be aired on
cable TV.
COMMENTS
90.A. PUBLIC COMMENTS
Sally Ramirez, representing the Service Employees International Union
(SEIU), addressed the Council to clarify the types and number of part time
employees represented by the SEIU
Glen Stroud raised concern relative to the proposed appointment process
for the oversight committee in the event the Rancho Santiago Community
college bond measure is passed by the voters on November 5, 2002

was three years old when his family moved to Santa Ana and started
the Excelsior Dairy on 17t' Street, at one time the largest dairy in
Orange County. The original dairy was in Prado, in Santa Ana
Canyon, and, during the 1939 flood, Mr. Ranney waded through the
water to save the lives of his livestock. Councilmember Franklin
asked that the obituary notice in the Orange County Register be sent
to the City Library History Room.

• Thanked and complimented the Orange County Transportation
Authority (OCTA) for implementing expanded night service within
Santa Ana, and noted that this service has been very well received

• Noted that the Council approved modifications to the Workforce
Investment Act Five -Year Plan and encouraged staff to get the word
out relative to the services the City provides at the Work Center

■ Announced that the County of Orange, Registrar of Voters office was
holding a series of meetings throughout the County, including one at
Southwest Senior Center on October 1, 2002 ,to "test' various

process
