RECOMMENDED ACTION
Direct the City Attorney to prepare and authorize the City Manager and the
Clerk of the Council to execute an amendment to the agreement with All City
Management Services, Inc. for an additional one-year term in an annual
amount not to exceed $894,447.
DISCUSSION
On January 18, 2005, Council approved a one-year agreement with All City
Management Services, Inc. (ACMS) to staff the Adult Crossing Guard Program
per the requirements specified in a Request for Proposals. The original
agreement included provisions for two one-year renewal options and Council
approved the second renewal on March 5, 2007. The Adult Crossing Guard
program ensures safe pedestrian movement of children around elementary
schools within Santa Ana.
The Police Department's evaluation over the past two years has determined
that ACMS has met all the requirements of the agreement. Staff recommends
amending the agreement for an additional one-year term as the consultant
has continued to perform satisfactorily during the previous agreement
periods. The amendment also includes the staffing of an additional
crossing guard at MacArthur Blvd. and Raitt Street near Greenville
Fundamental School at no additional cost; a service which would normally
cost the City approximately $10,000 annually.
FISCAL IMPACT
Funds are available in the Police Department's Traffic Division fund
(account no. 11-333-6291).
