PUBLIC COMMENTS Earl Schmidt noted that the Renaissance Specific Plan should feature the downtown as a destination place; Jackie Deter expressed concern about the location of the study session; and Albert Castillo expressed concern that the Renaissance Plan would displace businesses in the area. Overview and discussion of Santa Ana Renaissance Specific Plan A review of the proposed Santa Ana Renaissance Specific Plan was presented by Jay Trevino, Executive Director, Planning and Building Agency, and Karen Haluza, Planning Manager; Highlights of this presentation are as follows: . The Renaissance Specific Plan translates the community vision into goals, policy initiatives, regulations and standards; provides policy and regulatory framework . Planning tool to guide development . Staff has held interviews with neighborhoods and business leaders and property owners . Four discovery workshops have been held in the community . Six day long public charrettes . Over twenty outreach workshops . Approximately thirty project update meetings . Over ten study sessions . 45,000 utility bill inserts . 3,000 mailers to property owners, businesses and neighborhood representatives . Multiple press releases and interviews . Community Vision: o Make great public places o Make great streets o Get the parking right o Build a variety of buildings o Create a variety of housing choices o Get the retail right CITY COUNCIL MINUTES 371 NOVEMBER 19, 2007 WORK STUDY SESSION o Get the non-residential uses right . Specific Plan Goals o Make the City's core competitive in the region o Stabilize neighborhoods o Capitalize on transit opportunities o Transform the city's core into Orange County's downtown . Goal for Downtown District: Make downtown more competitive in the region to transform Santa Ana's core into Orange County's Downtown o Maximize public parking o Expand restaurant and retail activity o Create a variety of housing o Restore historic buildings o Maintain existing scale . Goal for First Street Corridor: Strengthen the community connector o Improve image and character o Maintain pedestrian friendly city-wide connector o Allow development compatible with adjacent neighborhoods . Goal for Lacy and Logan Neighborhoods: Stabilize the neighborhoods o Neighborhood scaled infill development . Goal for the SARTC district: Create a transit oriented village o Leverage transit through significant transit-oriented development o Create walkable blocks o Create variety of open spaces o Connect with regional bike trails/paths o Maximize public parking . Community outreach efforts including workshops, study sessions and community meetings will continue through Fall, 2007 . Environmental Impact Report - January, 2008 . Public hearings: Planning Commission in 1st quarter of 2008 and City Council in 2nd quarter of 2008 During the presentation Councilmembers asked staff several questions and noted that there was some concern in the community that the Renaissance Plan is a redevelopment plan and that the City would contemplate condemnations. Mr. Trevino confirmed that the plan does not contemplate any condemnations and it is not a redevelopment plan. Councilmember Benavides asked to see the questions asked at the meeting at S1. Joseph's Church along with feedback and comments. Mayor Pro Tem Alvarez asked staff to put the plan on the City's website and, if possible, allow residents to ask questions on line. Discussion continued and members commented that they would like to see more specifics in the plan so that they can more adequately address priorities. Members also wanted to look more closely at parking options in CITY COUNCIL MINUTES 372 NOVEMBER 19, 2007 COMMENTS the plan.
