DISCUSSION This contract provides for the rehabilitation of the 8-inch vitrified clay pipe sewer main in the section of the Riverview Golf Course just north of Marion Way (Exhibit 1). A recent video inspection has revealed that the existing pipe is in critical condition and has failed in several sections along the proposed project area. The pipe walls have experienced severe cracking and have soil exposure due to root intrusions that have damaged both the integrity of the pipe and the sanitary sewer system. The most expeditious and cost effective solution in this instance is to rehabilitate the system by installing a trenchless pipe. There are limited contractors who have the knowledge, experience, and equipment to do this type of work, as it is very specialized. Staff was able to locate six firms in the Southern California region who can meet the specifications and qualify to do this job. Invitations to bid were sent to these firms. Four firms submitted bids. Two bids were disqualified for failure to submit the required certifications. The remaining two bids are tabulated below.
