1. Approve an appropriation adjustment accepting Federal Emergency
Management Agency Pre-Disaster Mitigation Program grant funds in the
amount of $6,000,000 in revenue account (no. 122-01-5362) and
appropriate the same to expenditure accounts (nos. 122-013-various)
for seismic mitigation projects at St. Joseph of Orange Hospital's
Main and East/West Buildings.
2. Adopt a resolution authorizing the City Manager and the Clerk of the
Council to execute an agreement with the Federal Emergency Management
Agency for the funding of the Main and EastlWest Building pre-disaster
seismic mitigation projects at St. Joseph Hospital of Orange.
3. Direct the City Attorney to prepare and authorize the City Manager and
Clerk of the Council to execute a subgrant agreement between the City
and St. Joseph Hospital of Orange in the amount of $6,000,000 to pass
through Federal Emergency Management Agency funding for seismic
mitigation projects at the St. Joseph facility.
DISCUSSION
On January 7, 2007 the City Council approved a resolution authorizing
sponsorship of a Federal Emergency Management Agency (FEMA) Pre-Disaster
Mitigation (PDM) program grant application on behalf of St. Joseph
Hospital of Orange to help fund seismic strengthening mitigation projects
planned for the Hospital's Main and East/West Buildings. Under the PDM
program, eligible non-profit organizations may be sponsored by an agency
that has an approved FEMA Local Hazard Mitigation Plan (LHMP) in place.
The City of Santa Ana's LHMP was approved on May 10, 2005 and includes
St. Joseph Hospital. The City was successful in obtaining the grant
funds under the PDM program in the amount of $3 million for each
building, for a total of $6 million. St. Joseph Hospital is assuming all
related costs and there is no matching fund requirement for the City of
Santa Ana.

Approval of the resolution would provide the necessary authorization to
pass through federal funding from FEMA to St. Joseph Hospital of Orange
for the seismic mitigation projects. St. Joseph will be completing the
projects but the City will continue to be the responsible Agency and will
administer the grant for St. Joseph. The subgrant agreement will set
forth the rules and procedures that the City and St. Joseph will follow.
FISCAL IMPACT
The appropriation adjustment will enhance the FEMA - St. Joseph Hospital
Pre-Disaster Mitigation revenue account (no. 122-01-5362) and expenditure
account (nos. 122-013-various) by $6,000,000.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA AUTHORIZING THE EXECUTION OF A
FEDERAL EMERGENCY MANAGEMENT AGENCY
(FEMA) PRE-DISASTER MITIGATION GRANT
AGREEMENT FOR SEISMIC MITIGATION PROJECTS
FOR ST. JOSEPH HOSPITAL OF ORANGE - MAIN
BUILDING AND EASTNVEST WING

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
Section 1. The City Council of the City of Santa Ana hereby finds, determines
and declares as follows:
A. The City of Santa Ana, on behalf of St. Joseph of Orange ,submitted a
Pre-Disaster Mitigation 2007 Grant Application to help fund seismic
strengthening mitigation projects planned for the Hospital's Main Building
(PDM 07, OES #PJ06, FEMA #0003) and the Hospital's East/West wing
(PDM 07, OES #PJ07, FEMA #0002).
B. The City of Santa Ana Subgrant applications have been approved by the
Federal Emergency Management Agency (FEMA) to provide long term,
cost-effective and environmentally sound reduction of hazard vulnerability.
Section 2. The City Council of the City of Santa Ana hereby authorizes and
directs the City Manager or his designated representative, to execute and submit all
documents and take any actions necessary, for and on behalf of the City of Santa Ana,
a public entity established under the laws of the State of California, for the purpose of
obtaining certain federal financial assistance under P.L. 93-288 as amended by the
Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, andlor state
financial assistance under the California Disaster Assistance Act.
Section 3. The City Council of the City of Santa Ana hereby authorizes the
City Manager or his designated representative, to provide to the State Office of
Emergency Services for all matters pertaining to such state disaster assistance, the
required assurances and agreements.
Section 4. This Resolution shall take effect immediately upon its adoption by
the City Council, and the Clerk of the Council shall attest to and certify the vote adopting
this Resolution.
