DISCUSSION The City of Santa Ana maintains a 480-bed holding facility, which houses inmates during the arraignment and hearing process. The Board of Corrections guidelines mandate that all inmates must be supplied with clean garments and footwear. Inmates may use their own undergarments, or purchase them through the commissary. Colored undergarments are provided to inmates who do not have their own undergarments and are unable to purchase them through the commissary. The contract is designed to facilitate daily operations by providing undergarments and shoes on an as needed basis at a significant cost savings based on quantity pricing. On August 21, 2006, the City Council awarded a contract to Bob Barker, formerly Leslee Scott, Inc., for a two-year period, with provision for three one-year renewals. The vendor has performed satisfactorily during the past contract period and has agreed to renew the contract without an increase in pricing. Staff recommends the first renewal of the contract.
