Award a contract to Kaiser Sales Corporation for the purchase of two
heating, ventilation, and air-conditioning units in an amount not to
exceed $54,844.75.
DISCUSSION
On November 5, 2007, the City Council accepted an $11.07 million Urban
Area Security Initiative grant from the federal Department of Homeland
Security, through the State of California, Office of Homeland Security.
This initiative was designed to enhance the domestic preparedness of urban
areas by ensuring that all emergency first responders have adequate
equipment and systems to prevent, respond to and recover from acts of
terrorism. The grant provides total reimbursement to local agencies for
equipment purchases approved and authorized by the Office of Disaster
Preparedness.
The Santa Ana Police Department would be front-line responders in any
terrorist-related incident within the Santa Ana urban area. On July 7,
2008, the City Council awarded contracts for the purchase of video
surveillance equipment to upgrade to a technologically advanced perimeter
security camera system. The existing computer and radio service room will
be expanded to house the security camera system upgrade and requires two
new heating, ventilation, and air-conditioning (HVAC) units to support the
expansion.

The HVAC units are engineered to support data communication operations and
have been specifically configured to support the Police Department's
security camera system upgrade. The units are cost effective, low
maintenance, and manufactured locally, facilitating access to factory
service if necessary. Kaiser Sales is the designated manufacturer's
representative for the Southern California area. In order to enhance
protection and mitigation capabilities of the Santa Ana Police Department
building in the event of an act of terrorism, staff recommends Council
approval of the recommended action.
The notice inviting bids was posted on August 22, 2008, and bids were
solicited. A summary of the bid invitations and bid received is as
follows:

Bid was received and opened on August 25, 2008. The bid received from
Kaiser Sales Corporation is responsive to the specifications and meets the
City's requirements.
FISCAL IMPACT
Funds are available in the Office of Emergency Services, Urban Areas
Security Initiative 2007 Police Grant account (no. 125-337-6641).
