Program to provide
The State of California Resource Agency has allocated grant funds to
local, state, and federal governmental agencies and nonprofit
organizations for projects to mitigate environmental impacts and improve
air quality through the planting of trees. An application requesting
$116,000 in grant funds was submitted to the State on December 22, 2008.
The resolution authorizes the City to utilize the grant funds, if
awarded, for new parkway tree plantings in the Washington Square, Santa
Ana Memorial Park and Delhi neighborhoods. The resolution supporting the
application is required for approval.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA APPROVING THE
APPLICATION FOR GRANT FUNDS UNDER THE
ENVIRONMENTAL ENHANCEMENT AND
MITIGATION PROGRAM FOR URBAN
NEIGHBORHOOD FOREST PLANTING

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
Section 1. The City Council of the City of Santa Ana hereby finds, determines
and declares as follows:
A. The Legislature of the State of California has enacted California Streets
and Highways Code §164.56, which is intended to provide $10 million
annually for grant funds to local, state and federal agencies and nonprofit
entities for projects to enhance and mitigate the environmental impacts of
modified or new public transportation facilities; and
B. The Resources Agency has established the procedures and criteria for
reviewing grant proposals and is required to submit to the California
Transportation Commission a list of recommended projects from which the
grant recipients will be selected; and
C. The procedures and criteria established by the Resources Agency require
a resolution certifying City Council approval of submission of the
application to the State; and
D. The City will comply with the assurances set forth in the application; and
E. If selected, the City of Santa Ana will enter into an agreement with the
State of California to carry out the environmental enhancement and
mitigation project. -Urban Neighborhood Forest Planting.
Section 2. The City Council hereby approves the filing of an application for the
Environmental Enhancement and Mitigation Program in the amount of $116,000 to fund
the urban neighborhood forest planting project.
Section 3. The City Council certifies that the City of Santa Ana will make
adequate provisions for the operation and maintenance of the project.
Section 4. The City Council appoints the City Manager or the Executive
Director of the Public Works Agency, or their designee(s), as agent of the City of Santa
Ana to conduct all negotiations, execute and submit all documents, including but not

limited to applications, agreements, amendments, payment requests and so on, which
may be necessary for the completion of the project.
Section 4. This Resolution shall take effect immediately upon its adoption by
the City Council, and the Clerk of the Council shall attest to and certify the vote adopting
this Resolution.
