Award a contract to Fisher Scientific, under the Cooperative Purchase
Provision of the City of Sacramento, for the purchase of Firefighter
turnout coats and pants and miscellaneous supplies, in the amount of
~26s,ooo.
DISCUSSION
The Fire Department provides protective clothing for approximately 225
firefighters and 80 reserve firefighters. The turnout set includes turnout
pants and turnout coats. The ensemble is worn during all structure fires,
vehicle accidents, hazardous material incidents and most training
sessions. The California Occupational Safety and Health Administration
(CalOSHA) mandates minimum requirements for firefighter protective turnout
clothing, and the National Fire Protection Agency (NFPA) requires
replacement after a five-year service life, or as necessary to replace
worn gear. The Fire Department has been awarded a grant from The Federal
Emergency Management Agency (FEMA) and the Department of Homeland Security
(DHS) to replace worn turnout sets with items that meet the new (NFPA)
recommendations.
Santa Ana City Ordinance No. NS-2312 authorizes the City to purchase
against contracts from any public agency utilizing a competitive bid
process. The City of Sacramento's contract with Fisher Scientific was
awarded as a result of open, competitive bidding, and meets the City's
requirements. Additionally, Fisher Scientific provides miscellaneous
equipment and supplies to various departments. Staff recommends the
approval of the contract for Firefighter turnout coats and pants, with an
additional $5,000 to continue miscellaneous equipment and supplies
purchases this fiscal year.

FISCAL IMPACT
Funds are available in the Assistance to Firefighters Grant Award account
(no. 146-340-6331), and various department Operating Materials and
Supplies accounts (object code 6391).
