DISCUSSION The Public Works Agency regularly performs installation, maintenance, and replacement of residential and commercial water meters. The three types of meters used by the City are positive displacement, multi-jet and turbine meters. Positive displacement meters are used primarily for residential applications. Multi-jet meters are used for multi-family residential, irrigation and commercial applications. Turbine meters are used for high volume water users, including industrial, commercial, irrigation, and large multi-family residential applications. There are approximately 45,000 metered service locations in the City of Santa Ana. The meters are purchased through the Central Stores warehouse for distribution to the Public Works Agency as needed. Typically, a water meter is replaced every 15 years. The notice inviting bids was advertised on January 8, 2009 and bids were solicited. A summary of the bid invitations and bids received is as follows: 24 Invitations For Bid mailed 5 Invitations For Bid mailed to Santa Ana vendors 5 Bids received 1 Bid received from a Santa Ana vendor 22B-1 Contract Renewal for Water Meters March 2, 2009 Page 2 Bids were received, opened on January 28, 2009, and evaluated (Exhibit 1). The bids were evaluated by individual product categories. The bid received from Badger Meter, Inc., is responsive to the specifications and meets the City's requirements. The annual amount is based upon past usage and staff's projection for the next year. FISCAL IMPACT Funds are available in the Water Utility Water Quality & Measurement Operating account (no. 64-578-6391).
