HomeMy WebLinkAbout11-25-08 SANTA ANA CITY COUNCIL COMMITTEE PUBLIC SAFETY Minutes of Meeting November 25, 2008 CALL TO ORDER The meeting was convened at 5:40 p.m. at Santa Ana Police Department, 60 Civic Center Plaza, 4th Floor, Santa Ana, California. ATTENDANCE Council members present: Claudia Alvarez, David Benavides, and Sal Tinajero. Staff present: Police Chief Paul Walters, Fire Chief Marc Martin, Deputy Chief Tony Harrelson, Police Commander Ruben Ibarra, Assistant City Attorney Paula Coleman, Sg!. John Folio, Forensic Services Supervisor Heather Heider, Janet Chop and Loretta Tafoya, Recording Secretaries. Public present: Pastor Kevin Brown SUMMARY OF DISCUSSIONS 1. APPROVAL OF MINUTES Approved Minutes of the September 23, 2008 meeting. 2. RELEASE OF PRISONERS FROM OTHER COUNTY FACILITIES Assistant City Attorney Paula Coleman researched to see if we had any policies or agreements with any cities on the releasing of prisoners. There are no policies. Committee Member Alvarez wants to meet with the O.C. Sheriff to develop a policy to stop releasing prisoners in our city. 3. STUDENTS LOITERING IN NEIGHBORHOODS AROUND FUNDAMENTAL SCHOOLS Deputy Chief Harrelson related there have been no complaints regarding loitering in school areas. Officers made several patrol checks and did not see any problems. Committee Member Sal Tinajero will contact schools and see if they are having their staff patrolling the area. 4. STRIKE FORCE ENFORCEMENT UPDATE Sg!. Folio stated since Strike Force was formed in November, 2005, they've had 2805 arrests, 1749 felonies, 1056 misdemeanors, 154 weapons seized, 98.75 Ibs of narcotics seized, 22 murder suspects arrested, 29 armed robbery suspects arrested, 536 parolees sent back to prison and 184 rolling stolen vehicle arrests. Committee members commended their success. 5. CHANGES IN DNA COLLECTION LAWS Commander Ibarra stated since CA Proposition 69 passed, any adult arrested or charged with any felony offense are subjected to DNA collection. DNA is now routinely collected from items simply touched by suspects. With the DNA database (C.O.D.I.S.), SAPD makes approximately 6,000 felony arrests per year. CA Dept of Justice anticipates the addition of 390,000 new offender samples annually. 2 6. FAITH-BASED COMMUNITY GANG PREVENTION/INTERVENTION EFFORTS Pastor Kevin Brown developed a 32 hour course designed to equip the Faith Community to impact gangs. They have been very successful with 129 parents attending the parent workshop. They had in-home contact with the parent and child to assess level of gang, tagging crew and/or drug involvement. Every Saturday they canvass Willard School area. Their goal is to have more Gang Intervention workers, better collaboration between churches. They would also like to get more resources for high-density, low-income complexes, and to continue working with law enforcement, schools and others in the faith community. 7. UPDATE ON BISHOP MANOR TASK FORCE ENFORCEMENT Deputy Chief Harrelson reviewed Phase 1 of the Bishop Manor Project which culminated in October with multiple arrests. With the removal of the main criminal element from the complex, the strategy for Phase II is a combination of continuous visible policing, while developing relationships between the residents, Bishop Manor HOA, TEAM Property Management, faith based and non-profit entities. 8. PUBLIC COMMENTS No public comments 9. COMMITTEE MEMBER COMMENTS Committee members commended all the hard work from Police and Fire Department. Committee Member Alvarez commented on the Governor wanting to release 40,000 prisoners and wants to get a petition started. She also wants to see how many will be sex offenders. Due to budget constraints, the Council Public Safety Committee will meet every other month, beginning January 2009. 10. ITEMS FOR NEXT MEETING A. Release of Prisoners from Other County Facilities B.
