DISCUSSION The OCTA Go Local Step 1 Program solicited city-initiated local transit concepts to extend Metrolink's reach into communities and improve access to employment and activity centers. OCTA has found the modern streetcar transit concept identified in the Santa Ana and Garden Grove Go Local Step 1 Program to be a promising concept for providing connections from the Santa Ana Regional Transportation Center (SARTC) to central Santa Ana and Garden Grove. On May 12, 2008, as a demonstration of this support, the OCTA Board allocated $5.9 million in Step 2 funding to Santa Ana for additional planning and development of this modern streetcar concept. while this concept-level study identified a modern streetcar as a feasible and viable project to meet regional and local goals, the next phase of project development needs to include a comprehensive, sound, and defensible planning process, including an Alternatives Analysis (AA) to advance the project toward implementation. The AA, supported by engineering and environmental technical analysis, financing strategies, and public involvement, will determine the best alignment and streetcar technology to meet the regional and local goals, objectives, and criteria. The results of the Step 2 effort will be selection of a 23A-1 Go Local Program Step 2 Analysis April 20, 2009 Page 2 of 3 Locally Preferred Alternative (LPA) including an alignment and streetcar technology, full environmental clearance for the LPA, conceptual engineering (30%) drawings, a sound financing plan, and a project delivery strategy. On September 2, 2008, Council authorized staff to execute a cooperative agreement with OCTA to receive the $5.9 million to complete the Step 2 analysis. Request for Qualifications (RFQs) were sent to fourteen firms and the RFQs were reviewed by an evaluation committee. Three proposals were received and all three consultant teams were qualified to perform the Step 2 work. Additionally, on December 1, 2008, Requests for Proposals (RFPs) were sent to all three prequalified consultant teams and the proposals were submitted on January 15, 2009. The three teams that submitted proposals are: • Parsons Brinckerhoff (PB)/HDR,Inc. • David Evans and Associates, Inc. (DEA)/IBI Group • Cordoba Corporation/URS On February 3, 2009, the consultant teams were interviewed by an evaluation committee and, on March 16, 2009, each team made a presentation to the City Council Transportation Committee. Following the Transportation Committee meeting, staff has been working with the Cordoba Corporation to finalize the organizational structure of the consultant team. Our next step is to negotiate with the Cordoba Corporation for the contract fee. If Council goes forward with the selection of the Cordoba team, the Step 2 work is projected to take approximately two years to complete. ENVIRONMENTAL IMPACT There is no environmental impact associated with this action. FISCAL IMPACT The cooperative agreement with OCTA for Go Local Program Step 2 funding in the amount of $5.9 million requires a local match of City funds of $100,000. The local match will be shared equally by Santa Ana and Garden Grove.
