At 12:00 p.m. in the Police Chief's Conference Room, Fourth Floor, Santa Ana
Police Department, the Clerk of the Council announced that this was the time
and place for the Special Meeting of the City Council.
Seeing only three members present, the Clerk of the Council declared the
meeting adjourned due to lack of quorum.
