CALL TO ORDER
The meeting was called to order at 7:12 a.m. by Mayor Pro Tem Claudia Alvarez
at City Hall, Room 831.

AGENDA ITEMS
1. WELCOME
2. APPROVAL OF MINUTES: MAY 24, 2007
Councilmember Benavides requested a correction on the May 24, 2007
minutes and then made a motion to approve them, 2"d motion by Mayor
Pro Tem Alvarez.
3. PRESENTATION ON THE ORANGE LINE MAGLEV
Albert Perdon from Orange Line and Troy Edgar, Councilmember for the
City of Los Alamitos, gave a brief overview of the Orange Line High Speed
Maglev and its technology. The Orange Line Maglev will be 108 miles
from Irvine to Palmdale. Total cost of this project will be approximately

$19 billion. Troy added that they are seeking cities' support and possibly
have them join their authority. Agency's dues, if it's a member of the
authority, are based on population and the miles of rail. Santa Ana's
share would be $52,000. Private partners will be the contributors of the
project. Agencies will have to provide the right-of-way and approvals.
The Committee expressed interest on this transportation system.
Information on the Orange Line Maglev will be taken to City Council for
consideration.
4. UPDATE ON QUIET ZONE
Dave Biondolillo provided cost summary handouts on the OCTA Grade
Crossing Safety Enhancement Program. The cost for Tier 1 will be
approximately $7.5 million. Funding provided by OCTA is 88% and the
City will pay 12%. OCTA has proposed that the ratios would be the same
for the Quiet Zone improvements. He added that OCTA wants the City to
pay an annual maintenance fee for each railroad crossings of $5,000-
10,000. Staff will seek Renewed Measure M funding to pay 100% of the
Quiet Zone improvement costs and request that OCTA pay the annual
maintenance fee for each crossings.
5. LOCAL STREET STRATEGY UPDATE
George Alvarez informed the Committee that staff conducted interviews
for Underwriter Services. A recommendation for the financing team will be
made to City Council on Monday, July 16, 2007. Interviews were
conducted with De La Rosa Company and Lehman Brothers. If approved,
City bond proceeds should be received in November or December 2007.
6. TRANSIT UPDATE
Jim Ross went over the Initial Project Concepts of the Go Local Program.
The concepts are as follows:
• Connect the Civic Center/Downtown to the SARTC by Modern
Streetcars or People Movers, with future expansion to the Main
Place/City Place and Metro East;
• Capitalize on the availability of the PE Right-of--way; and
• Create a major regional transportation hub and transit village.

9. ITEMS FOR NEXT MEETING
Mayor Miguel Pulido requested the following for the next meeting.
• Information on the Third Rail Technology
• Provide the Committee with a copy of the proposal that Anaheim
submitted on the ARCTIC Station.
• A presentation on the Renaissance Plan as it relates to the Fruit
Street County Yard facility.
• Requested that "Depot" no longer be used to refer to the Santa Ana
Regional Transportation Center and suggested considering calling
it the Santa Ana Regional Transportation Intermodal Center
(SARTIC), which is similar to the acronym that the City of Anaheim
uses.
10. SCHEDULE NEXT MEETING DATE
Staff will contact all Committee members and schedule the next meeting
date accordingly.
