DISCUSSION On May 12, 2008 the OCTA Board allocated $5.9 million in Step 2 funding to Santa Ana for planning and development of a modern streetcar concept. The Cities of Santa Ana and Garden Grove will each provide matching funds of $50,000. On April 20, 2009, the City Council authorized staff to negotiate an agreement with Cordoba Corporation and several other firms to conduct the Go Local Program Step 2 technical analysis and return to the City Council for final approval of the consultant team and contract fee. The consultant team will be led by Cordoba Corporation and will be supported by URS, HNTB, DEA, LTK and Fehr & Peers. An approximate breakdown of the percentage of the contract amount is as follows: Firm Percentage of Contract Amount Cordoba Corporation 37.5 URS 37.5 HNTB 5.0 DEA 15.0 LTK and Fehr & Peers 5.0 25L-1 Consultant Selection Go Local Program August 3, 2009 Page 2 of 3 The URS and DEA firms have extensive successful experience in implementing similar transit projects such as the Portland Streetcar, as well as its extensions to the Pearl and Waterfront District. The scope of work for the team of consultants includes: • Project Management • Planning and Alternative Analysis • Environmental Technical Studies • Conceptual Engineering • Funding and Financing Strategies A Peer Review Team (PRT) selected by the City and reporting directly to the City will serve as the advisory group to the team of consultants, providing process and technical support for the development of the Go Local Project. A cost breakdown of the Step 2 expenditures (Exhibit 1) and the organizational chart of the Cordoba Team (Exhibit 2) are included. Exhibit 3 identifies the related experience of Cordoba and its team of consultants. The City will be entering into separate agreements with members of the PRT within two months in an amount not to exceed $25,000 each. The PRT members are: • Rick Gustafson, Director of Portland Streetcar, private nonprofit • Ethan Melone, Project Manager, City of Seattle Streetcar • Shellie Ginn, Project Manager, Tucson Department of Transportation In addition, OCTA will also participate in peer review with its own team of consultants. The cost proposal submitted by the Cordoba Corporation and its team of consultants is within the parameters established by the City for the Step 2 Analysis. The proposed fee would allow sufficient funding for other costs associated with this project, including: • City staff charges • City's Program Transit Manager (CKC, Inc.) • Peer Review Team and Technical Support • Public Outreach Consultant • Optional task to meet Federal Transit Administration Program funding requirement It will take approximately 24 months to complete the Step 2 Analysis, including certification of the environmental document. ENVIRONMENTAL IMPACT There is no environmental impact associated with this action. 25L-2 Consultant Selection Go Local Program August 3, 2009 Page 3 of 3 FISCAL IMPACT The cooperative agreement with OCTA for Go Local Program Step 2 funding in the amount of $4,845,026 requires a local match of City funds of $100,000. The local match will be shared equally by Santa Ana and Garden Grove. Funds are available in the Measure M - Street Construction Fund (account no. 32-553-6611, project 09-2505-C).
