Orange to receive a portion of the County's first allocation of
Proposition 1 B funds for the rehabilitation of Fifth Street from Fairview
to Jackson Streets.
• AGMT NO. 2009-127 -With the County of Orange to receive a portion
of the County's second allocation of Proposition 1 B funds for the
rehabilitation of Santiago Avenue from Sixth to Santa Ana Boulevard.

Staff presentation by Commander Ken Gominsky, Homeland Security,
Santa Ana Police Department. Highlights of the presentation include:
COPS Hiring Recovery Program (CHRPJ application was recently
approved by the Federal government.
American Recovery and Reinvestment Act of 2009
The COPS Office was appropriated $1 billion to create or save state, local,
and tribal law enforcement jobs.
^ The COPS Office received 7,272 applications totaling $8.3 billion and
requesting more than 39,000 law enforcement positions.
^ The requests far exceeded the funding available.
How was Santa Ana selected?
• Community Policing Philosophy
Collaboration with the community including non-profits and local
businesses
• Labor/crime statistics and economic factors
Community Policing Factors Considered by the COPS Office
^ The Santa Ana Police Department pioneered the Community Oriented
Policing philosophy in 1973
Community Policing Factors Considered by the COPS Office
^ The Santa Ana Police Department adapted and institutionalized
Herman Goldstein's Problem Oriented Policing (POP) philosophy to
complement the Community Oriented Policing philosophy.
Community Policing Factors Considered by the COPS Otf<ce
^ Santa Ana Police Department's Technology-Assisted Policing (TAP)
further complements COP allowing analysis of crime data so actions
are based on timely statistical information.
Santa Ana Grant Award
^ The only city in Orange County awarded grant funds from the COPS
Hiring Recovery Program
^ Maximum amount awarded based on size of agency
^ $6.7 million = 18 officers for three years
^ No local match required for the three years
^ Required to retain the position fora 4~h year
Funding Restrictions
Funds are restricted to hiring new, additional officer positions including
to fill existing vacancies that are no longer funded in the police
department's budget

development.

Councilmember Tinaiero
Thanked Sean Coolidge for comments and agrees that renaissance
`~ efforts are underway; and

• Announced the start of football season at the Santa Ana Bowl; teams
from around Orange County attended event and complimentary of City
facility
Councilmember Bustamante
• Commented on Eastside Neighborhood's efforts to preserve area; and
• Invited all to attend the Morrison Park Concert in the Park to be held on
Saturday, September 19~h
Councilmember Martinez
• Pleased with Council's approval tonight of master developer for Station
District Area Project; important to obtain community input in the
process and developer intends to hold meetings with all stakeholders.
Councilmember Sarmiento
• Thanked Police Commander for Work Study Presentation; and
• Expressed appreciation to selection committee for efforts in picking
master developer for Station District Area Project.
Mavor Pro Tem Alvarez
• Reminded everyone that school starts soon, cautioned drivers to drive
carefully through City;
• City doing well and moving forward on major development projects in
view of the State's economic challenges;
• Thanked Assistant City Manager Cathy Standiford for efforts and ,,~
wished her well in her new endeavors; and
• Welcomed new Clerk of the Council Maria Huizar.
Mavor Pulido
• Asked Director of Parks and Recreation Gerardo Mouet to make
announcement about upcoming Zoofari event. Director Mouet
reported that event will be held at the Santa Ana Zoo on Saturday,
August 22"d at 5:30 p.m. and encouraged all to attend.
ADJOURNED- 6:31 P.M. -The next regular meeting of the City Council is
scheduled for Tuesday, September 8, 2009 at 5:30 p.m. for the
Closed Session Meeting, immediately followed to the Regular
Business Meeting in the Council Chamber, 22 Civic Center Plaza,
Santa Ana, California.
