1. Award a contract to I.C.E. Engineering, Inc., the lowest responsible
bidder, in accordance with unit bid prices for the base bid in the
estimated amount of $726,208 for construction of Flower Street Bike
Trail Extension, Phase 1, from Union Pacific Railroad to MacArthur
Boulevard.
2. Approve a Funding Analysis with a total estimated construction cost
of $931,900.
DISCUSSION
The Flower Street Bike Trail Extension project has the potential to
increase bicycle commuting. The first phase of this project will make
strides towards providing a connection between the Alton Bike Trail and
the Sunflower Avenue Bike Trail, providing bicycle access to the South
Coast Metro business park and connection to Santa Ana's Golden Loop trail
system (Exhibit 1).
The project consists of asphalt paving, installing guard cable and
wrought iron fences along the channel, installing a drainage system,
signing and striping, landscaping, and irrigation using reclaimed water.
Once completed, the bike trail will provide safety and security to
pedestrians and bicyclists.
The Notice Inviting Bids was advertised on August 12 and 14, 2009, and
bids were opened on September 4, 2009. A summary of the bid invitations
mailed, the bids received, and the bid results follows.

A total of nine bids were received and all were responsive. The lowest
bid was submitted by I.C.E. Engineering, Inc., for $726,208, which is
below the Engineer's estimate of $900,000.
ENVIRONMENTAL IMPACT
In accordance with the California Environmental Quality Act, the project
is exempt from future review. Categorical Exemption Environmental Review
No. 2006-197 will be filed for the project.
FISCAL IMPACT
The funding analysis shows a total estimated construction cost of
$931,900 for the project (Exhibit 2). Funds are available in the Bicycle
Transportation Act Fund (accounting unit 16113261-66220) and the
Acquisition and Development Fund (accounting unit 31313260-66220).
