COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION At its Regular Meeting of March 1, 2010, by a vote of 4-0 (Reyes absent), the Community Redevelopment and Housing Commission recommended that the Housing Authority receive and file the Quarterly Report for Housing Choice Voucher Program: October 2009 -December 2009. DISCUSSION The October 2009 -December 2009 quarterly status report for the Housing Choice Voucher {HCV) Rental Assistance Program provides statistics for the day-to-day activities of the Santa Ana Housing Authority. The report is divided into three sections: Waiting List, Participants, and Production. Waiting List As of December 31, 2009, there were 8,980 individuals/families on the waiting list. The waiting list opened October 1, 2007, and closed November 30, 2007. Charts 1 and 2 depict the characteristics of those currently on the waiting list. The Housing Authority pays the difference between the tenant portion and the contract rent. This payment is the Housing Assistance Payment (HAP}. The average HAP for October through December 2009 was $903. Produc#ion HQS Inspections Each assisted unit must be 7. HQS [nspections inspected at least annually to goo ensure it meets the Housing Quality Standards (HQS} in _compliance with zso federal guidelines. Thirty-eight other change of unit actions were processed during the reporting period. The monthly average since July 2009 is 12 per month.
