All requests #o speak shall be submitted in writing by submitting a speaker card to the Clerk of the Council, Re,~uests to speak shall not be accepted after the public camr~~nt e~~_on begins without permission of the presiding officer. During this public comment period, members of the pubic shall be given a fatal of #hree ~3} minutes to speak on any and all matters contained on the City Council agenda and any and all ratters including items of public interest within the subject matter jurisdiction of all related Agencies rooting an the same date. PUBLIC HEARINGS Members of the public shall be given three minutes to address the Housing Authority for each duly noticed hearing, unless the matter is continued prior to taking public testimony, C~NENT CALENDAR All matters listed under the consent calendar are considered to be routine by the Housing Authority and will be enacted by one motion without discussion unless a member of the Housing Authority "pulls" an items} from the consent calendar far a separate vote.
