The contract documents called for the demolition of the existing sloped veneer around the Fountain No. 3 and to infill that area with a 4 to 7 -inch concrete band to match the adjacent walk. This work is taking place on a structural slab which is above the civic center parking area. The contract did not address any water proofing underneath the new concrete band, which was needed to keep the parking area dry. Therefore, it was recommended to change the detail to include waterproofing between the structural slab and the new concrete band. Agreed Price = $3,042.00 PROJECT NOS: 09 -9108 and 08 -9097 PLAZA OF THE FOUNTAINS — FOUNTAINS NOS. 1 AND 3 RENOIVATIONS CHANGE ORDER NO. 1 February 8, 2011 Page 2 2. The contract documents called for removal of the existing veneer on the planter walls and providing a sandblast finish afterwards. After removing the veneer it was discovered that the existing concrete walls had rock pockets and the unfinished surfaces which would not provide the desired appearance. Parks Department has requested to sack and patch the existing planter walls and apply a smooth white stucco finish afterwards. Agreed Price = $11,848.00 3. Parks Department has requested to add an additional 125 linear feet of wall cap at the existing planter and fountain in front of the law library. Agreed Price = $6,304.00 4. During construction of Fountain No. 3 it was discovered that the existing wind sensor was damaged and not operational. It was recommended to install a new wind sensor with mounting pole, conduit and wires. DISCUSSION The Civic Center Law Library Fountains, also known as Fountains Numbers 1 and 3, have not been working for several years due to deterioration and maintenance problems (Exhibit 1). The Plaza of the Fountains renovation project includes addressing cracks and leakage in the fountains, providing a new spray center jet and lighting, and replacing the electrical and plumbing systems. Once completed, the improvements will increase the aesthetic quality of the fountains and the surrounding civic center area. The Notice Inviting Bids was advertised on December 23 and 28, 2009, and bids were opened on January 19, 2010. A summary of the bid invitations mailed, the bids received, and the bid results follows. Hondo Company, Inc. submitted a bid that did not have the required license. Pacific Aquascape, Inc. (PAI) submitted a qualifying statement with their bid, which modifies the advertised bid documents and therefore, PAI's bid is not responsive. The lowest bid was submitted by South Coast Pool Plastering, Inc., for $249,600, which is below the Engineer's estimate of $300,000. ENVIRONMENTAL IMPACT Environmental Review No. 2010 -18 has been completed and the Categorical Exemption will be filed upon Award of contract pursuant to the California Environmental Quality Act. FISCAL IMPACT The funding analysis shows a total estimated construction cost of $312,000, for the project (Exhibit 2). Funds are available in the Other County Funding (accounting unit 07413260- 66220).
