Ziebarth Company, the lowest responsible bidder, in accordance with unit bid prices in the estimated amount of $1,717,000 for construction of the West Pump Station Facilities Upgrade. 2. Approve a Funding Analysis with a total estimated construction cost of $2,146,200. DISCUSSION Santa Ana's West Reservoir and pumping station was originally constructed in 1963 (Exhibit 1). The facility includes a 6-million-gallon steel reservoir with five electric motor driven booster pumps used to supply potable water to the City's distribution system. All equipment and piping is currently located outside and the site secured with a chain link fence. The pumping equipment is worn and deteriorated from years of operation and exposure to the elements, and the electrical panels and wiring are otd, obsolete, and operate inefficiently. Additionally, the site pavement is badly deteriorated. The project would provide for replacement of the pumping and electrical equipment, construction of a pump station building, and reconstruction of the site pavement. The Notice Inviting Bids was advertised on March 24 and 26, 2010, and bids were opened on April 28, 2010. A summary of the bid invitations mailed, the bids received, and the bid results follows. FISCAL IMPACT The funding analysis shows a total estimated construction cost of $2,146,200 for the project (Exhibit 2). Funds are available in the Water Utility Capital Projects Fund (accounting unit 06617647-66301). However, field measuring revealed that the shafts needed to be approximately 13 feet long. The pumps have been fabricated per the specified dimension and consequently need to be modified to fit the field condition. The Contract documents did not provide for temporary power to the Supervisory Control and Data Acquisition (SCADA) system for measuring and managing water and the relocation of the cathodic protection system. Therefore it is recommended to provide temporary power to the SCADA system and relocate the cathodic system within the new building. AGREED COST = $3,170.00 3. While removing and relocating the power cables to Well No. 21 the cable insulation was observed to have excessive cracking. Therefore it is recommended to replace 2100 feet of power cable and 8000 feet of control wiring to Well No. 21 . AGREED COST = $27,146.00 4. While reviewing the parking lot to repair the trenches, the entire parking lot was observed to be in very poor condition. Therefore it is recommended to repave the entire parking lot. AGREED COST = $89,491 .00 5. The Water Department requested to install a new sewer line, 85 If, to the new building for a future chlorination testing system. AGREED COST = $3,481 .00 6. While reviewing to repave the parking lot it was observed that the existing catch basin and 8 If of curb and gutter was too high and water was unable to drain properly from the site. Therefore it is recommended to lower the catch basin and replace the curb and gutter. AGREED COST = $3,208.00 7. The Water Department determined that the interior walls and ceiling did not require painting. Therefore, they requested to delete the painting of the interior walls and ceiling of the new building.
