HomeMy WebLinkAboutIRVINE RANCH WATER DISTRICT (2) -2010 aJUL 1 5 211® ~ a ~ ~y~~.~-~Z, N-207 0-054 S~~ve Vvorrall MEMORANDUM OF UNDERSTANDING BETWEEN IRVINE RANCH WATER DISTRICT O~ AND CITY OF NEWPORT BEACH, CITY OF SANTA ANA AND MESA CONSOLIDATED WATER DISTRICT REGARDING THE FOUR AGENCY INTERCONNECTION STUDY Background: Irvine Ranch Water District (IRWD), City of Santa Ana, Mesa Consolidated Water District and City of Newport Beach, collectively the "Agencies" and each an "Agency," have initiated a project to study the adequacy of emergency interconnections between the potable water systems of these agencies for the purpose of improving reliability. Currently the Agencies have a number of emergency interconnections between them. In addition, each of the Agencies has both groundwater_ and imported water supply sources sufficient to meet their normal operating needs. The Four Aeency Interconnection Studv Project: The Agencies have expressed an interest in a joint investigation to study the adequacy of existing interconnections in various emergency outages or extreme drought conditions. The project will inventory and analyze the adequacy of the existing interconnections, define operational requirements for each interconnection, and quantify the availability of water supply from each agency in various scenazios. A request for proposals was issued to complete the Four Agency Interconnection Study (the "Study"). The scope of work for the Study includes the following: • Identify and chazacterize demand requirements and supply sources for each Agency • Identify and chazacterize existing interconnections for each Agency • Create a hydraulic model • Identify and model potential emergency and supply outage scenazio for each Agency • Recommend interconnection improvements for each Agency • Cost Estimate and potential grant funding opportunities Requests for Proposal for engineering services were sent to five firms: AECOM, Brown and Caldwell, DCSE, RBF Consulting, and Stantec Consulting. Each of the four Agencies reviewed and ranked the four proposals. The Agencies' evaluation of the proposals resulted in a recommendation of RBF to complete the Study. Representatives from the Agencies met with RBF and negotiated a final scope and cost of $127,000. The cost of the Study shall be shared among the Agencies. Each of the four Agencies will pay a proportional share of the cost based on a combination of the total number of existing interconnections and miles of pipes in the study area for each agency. The cost to be allocated to each Agency shall be as follows: 1 Percent Agency Participation Agency Cost City of Newport Beach 17.5% $22,367 Mesa Consolidated Water District 19.3% $24,629 City of Santa Ana 17.5% $22,368 Irvine Ranch Water District 45.7% $58,336 Total $127,700 IRWD will provide staff time as the Project Manager of the Study. Each of the Agencies will provide staff time to collect necessary information and participate in project meetings as necessary to complete the Study. The Agencies agree to contribute the $127,700 as set forth above. Any additional amount approved by the Agencies for the Study, at their proportional share of the percentages set forth in this MOU, shall require written approval of each party agency. The Agencies may collectively elect to terminate this MOU at any time with each Agency being responsible for its percentage share of the cost incurred up to the date of the termination. Each Agency may separately elect to terminate their participation in this MOU at any time, but will be responsible for its percentage share of the cost approved by the Agencies up to the date of the termination. Participation in the Study does not obligate any Agency to proceed with any interconnection project. The Agencies contemplate that they may, at each Agency's option, proceed with interconnection projects under a further agreement(s) to be developed following the Study. This MOU may be executed in one or more counterparts, each of which shall be deemed to be an original and all of which together shall be considered one and the same MOU. AS AGREED TO BY: Paul D.
