Since g9, the City of Santa Ana has received federal funds throu ~ the U. . De artment of

Housing and Urban Development THUD} for the Housing opportunities for Persons with AIDS
~H~PwA} Program to be used countywide. The H~PV11A Pro ram is deli ned to rovide
g ~
resources and incentives for Tong-terra comprehensive strategies to meet the housing needs of
persons with Acquired lmr~une Deficiency Syndrome ~A~DS}, HUD has allocated ~ ,~8, ~ to
the City of Santa Ana for the fiscal year ~-fig ~ .
Eligible activities for the H~PVIIA Program include: } new construction, acquisition and
rehabilitation of affordable housing; provision of tenant-based rental assistance; } short-tern
rental and mortgage payment assistance to prevent homelessness; 4~ supportive racial services
and housing inforr~ation ervicesr }technical assistance; and } administrative e~cpenses incurred .
by jurisdictions coordinating local programs. In allocating grant funds for eligible activities, the City
of Santa Ana is required to consider the service needs of eligible persons who reside throughout
grange County and approve funding far projects which ~,ay be located anyvuher within the
County.
In order to ensure that the limited funds are prioritized, City staff has worl~ed closely with the
Housing Cor~r~ittee of the grange County HII! Planning Councilr the HI~1 P~annin Council, and

agencies throughout the County of grange providing services to the H11~1AiD community.
December OO9, a strategic planning meeting was held to determine priorities forthe fiscal ear

~g10-~0~1 funds. representatives frorr~ the grange County Health Care A enc , service

providers from throughout the county, HIII1AlD infected and affected individuals and City staff
participated in the meeting.

Based on the strategic planning meeting, the ~o~o-~o~ ~ fiscal year funding recor~r~endations ,
were established. The recommended funding levels are: ~a~,oD~ to continue the Tenant
Based dental Assistance Program with the Housing Authority of the City of Santa who will
subcontract with AIDS Services Foundation grange County to administer the gait list; } 8~~,1
to the grange County Health Care Agency for supportive housing services to individuals -
throughout grange County.
