HomeMy WebLinkAbout2025-021 - Status & Update of the Mobility Element, & Mitigation Fee Program for Measure M (M2) Program RESOLUTION NO. 2025-021 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA CONCERNING THE STATUS AND UPDATE OF THE MOBILITY ELEMENT, AND MITIGATION FEE PROGRAM FOR THE MEASURE M (M2) PROGRAM WHEREAS, the City of Santa Ana ("City') desires to maintain and improve the streets within its jurisdiction, including those arterials contained in the Master Plan of Arterial Highways ("MPAH"); and WHEREAS, the City has endorsed a process for determining consistency between the City's Mobility Element and the MPAH; and WHEREAS, the City has adopted a General Plan Mobility Element which does not preclude implementation of the MPAH within its jurisdiction; and - WHEREAS, the City is required to adopt a resolution biennially informing the Orange County Transportation Authority ("OCTA") that the City's Mobility Element is in conformance with the MPAH and whether any changes to any arterial highways of said Mobility Element have been adopted by the City during Fiscal Years (FY) 2023-24 and FY 2024-25; and WHEREAS, the City is required to send biennially to the OCTA all recommended changes to the City Mobility Element and the MPAH for the purposes of re-qualifying for participation in the Comprehensive Transportation Funding Programs; and WHEREAS, the City is required to adopt a resolution biennially certifying that the City has an existing Mitigation Fee Program that assesses traffic impacts of new development and requires new development to pay a fair share of necessary transportation improvements attributable to the new development. NOW, THEREFORE, BE IT RESOLVED that the City Council for the City of Santa Ana, does hereby inform OCTA that: Section 1. The arterial highway portion of the Mobility Element of the City is in conformance with the MPAH. Section 2. The City attests that no unilateral reduction in through lanes has been made on any MPAH arterials during FY 2023-24 and FY 2024-25. Section 3. The City affirms that it will bring forward requests to amend the MPAH, when necessary, in order to ensure that the MPAH and the General Plan Mobility Circulation Element remain consistent. Resolution No. 2025-021 Page 1 of 2 Section 4. The City reaffirms that the existing Mitigation Fee Program is in effect. Section 5. This Resolution shall take effect immediately upon its adoption by the City Council, and the City Clerk shall attest to and certify the vote adopting this Resolution.
