Senator, Director Warner Widening Project and Neighborhood Reclamation This public works project has been ongoing since at least 2012 with the October 1, 2012 NOP-- Notice of Preparation of a Draft EIR, and January 8, 2015 EIR—Draft EIR. Noting the following: The project would widen Warner Avenue from Main Street to Grand Avenue, from the existing variable ROW to a consistent 110-foot ROW. Warner Avenue would have six 11-foot lanes, 14-foot raised landscaped media, 5-foot bike lanes, 4-foot parkways, and 6-foot sidewalks. The project requires City acquisition of 35 full parcels and a portion of 27 parcels. However, at this date there appears the following: 1. Material diversions from the stated intent and description used to implement eminent domain regarding acquisition of private homeowner parcels resulting in the displacement of neighborhood residents and depletion of city property tax rolls. 2. Vacant pockets of which there is discussion about making these "Pocket Parks" 3. Instead of widening the roadway to six traffic lanes, there remains only four traffic lanes, with a separate parallel lane on the north side of Warner Ave between Main and Oak. This parallel lane, separated by a concrete curb divider from the four (4)traffic lanes, prevents any touted goal of expanding Warnerfrom four (4) to six(6) traffic lanes. Thus, the intent of having six traffic lanes always was and remains, a false presentation from the beginning of this process. This clearly eviscerates the entirety of the legality of eminent domain, and the unjustifiable overacquisition of private property. This means the amount of property appropriated, was much greater than would be needed to provide a secured bicycle lane (such as on Standard Ave between McFadden and Chestnut), and also to provide safer ingress and egress from streets perpendicular to Warner (e.g. Standard, Evergreen, Cedar, Halladay, Hickory, Kilson, Oak, Rouselle, Maple, Orange, and Cypress). Before any fu rther construction is begun, or work already in progress, continued, there must be a complete project review by the City of Santa Ana, and the Orange County Grand Jury. Senator, Director Delhi Community Center Garden Nursery Expansion The City has "Community Gardens" at five City parks (El Salvador,Jerome, Madison, Pacific Electric, and Roosevelt Walker). Delhi Community Center has a smaller "Garden Nursery." Other community centers such as The HUB OC, has their"Garden Club" which is geared towards children and teens. We need the City to expand the Delhi Community Center Garden Nursery: 1. Increase the square footage by four-fold, at a minimum. This would entail reviewing the overall park layout so that any such expansion would not encroach into the open area generally used for soccer and other sports. (see highlighted area in photo below). 2. Bringing a 1" water line extension from the front of the property into the Garden Nursery, with three (3) spigots where water hoses could be connected. 3. Bringing an electrical outlet extension from the service panel in the main building into the Garden Nursery. In fact,there would be two (2) outlets needed. 4. Adding low-power security lighting to ward off theft and vandalism. 5. Senator, Director South Eastwood Street Traffic Concerns South Eastwood Street which runs from East St. Gertrude Place on the south, north to the Orange County Social Services needs traffic upgrades. 1. The entry and exit from the cul-de-sac at the north end of South Eastwood needs to be blocked by using both (a) Cement K-Rails, and (b) Welding the gate shut (or replacing the gate with a solid fence). The City can, at a minimum, put K-Rails in place, blocking traffic. The gate may be a County issue. But the City can make this traffic closure. 2. An island needs to be put in the cul-de-sac to prevent street racing burnouts. 3. Two 24" speed bumps need to be put along S. Eastwood to prevent street racing. These are wider than speed bumps placed in residential streets, and accommodate the needs and weight of large trucks. The traffic from Orange County Social Services, both ingress and egress,via S. Eastwood is too great. When the City of Garden Grove passed ordinances in late 2024 outlawing camping,those persons were 'displaced'to Santa Ana. Chiefly being driven by the carload to the Southern Pacific Railroad tracks running parallel to Standard Ave and Grand Ave,from Warner Ave on the south to McFadden Ave on the north. When the City of Los Angeles recently closed homeless encampments in the West L.A. area, and more recently in the San Fernando Valley, AGAIN, hundreds and hundreds of Los Angeles' homeless were 'displaced' to Orange County. And AGAIN, overwhelming the area between Standard Ave (west side)and Grand Ave (east side), and Warner Ave (south side) and McFadden Ave (north side). A Debacle This is a debacle. As much as the City of Santa Ana wants to be a "sanctuary city," to do so in a manner ENDANGERING THE HEALTH AND SAFETY of its residents, is unacceptable. If the City does not correct its course of action, immediately, a class action civil suit should be brought to remove that power from the City and hand this oversight to a "Special Master." Right here on East St. Gertrude Place between Grand Ave and Standard Ave, is a horrific homeless encampment BOTH along the Southern Pacific Railroad tracks, and along the public street. 1409 East St Gertrude PI is a magnet for filth, drug use, drunkenness, being accosted, more filth, more drug use, more drinking. Businesses are having difficulty leasing to new tenants, or keeping existing tenants. Business owners, their tenants, and customers are INTIMIDATED by: 1. Gang Graffiti whereby gangs attempt to `lay claim to' public and private areas. 2. Homeless encounters, including mental health issues. 3. Homeless camping on our business doorsteps and driveways. 4. Homeless damage to personal and business property. 5. Homeless theft. 6. Homeless filth, both personal filth and trash. Senator, Director Transitional "Town Camp" Relocation "Transitional Housing" has all but failed miserably. "Transitional Relocation" is the only intermediate step which will allow residents and businesses to 'breathe'while allowing the homeless an opportunity to 'reclaim'themselves. The process is straight-forward; 1. Each city in this State of California, each county, the State Legislature, and the Governor each declares a state-of-emergency that the homeless crisis is out of control, endangers the health and safety of the housed population, businesses,and open areas where homeless congregate. 2. The State funds "Town Camps" in semi-remote regions throughout the State. 3. The State Legislature and Governor declare that homeless must reside in a "Town Camp" until they either find housing on their own, or are approved for"Transitional Housing" or other housing whether private or public. 4. Homeless are assigned to a "Town Camp" according to their needs. 5. Homeless can transfertheir 'residence'to another Town Camp. 6. Homeless can come and go to their "Town Camp" as needed, but must return to their "Town Camp" residence. Transitional Relocation "Town Camp" Benefits 7. Homeless will have; a. A stable place to live. b. A more safe and secure place to live. c. The ability to attain personal cleanliness, on a daily basis, and wash their clothes, bedding, etc. d. Access to healthy food. e. Access to medical and mental health care. f. The ability to rebuild their lives g. Access to remote court hearings, remote medical, etc. via Zoom and other means. The goals are to; 8. Reinstate the first priority of maintaining the health and safety of those who are housed, businesses, etc. This provides a basis of strength to build from. 9. Garden Grove pulled this crap. Los Angeles pulled this crap. Santa Ana (and other cities in Orange County)are suffering as a result. Buss them back to where they came from. If they came from Los Angeles County, bus them back to the nearest Los Angeles County Social Services agency. Same for any other county in California. If they came from another state, bus them back to their state. At the same time, issue a restraining order barring each person from entering the City of Santa Ana for ... as long as the law allows. Senator, Director Southern Pacific and Other Railroad Firms City, County, and State Governments must press upon the railroad firms their innate responsibility, and thus liability for people using their property and rights-of-way to encamp or otherwise to use as a base camp. The danger to the homeless is far too great. The danger to the communities is far too great. The liability of Southern Pacific and other railroad firms, is clear and present. These firms know of the issue and its inherent danger, but ritually fail to act in a prudent manner. Southern Pacific Railroad and all other railroad firms must; 1. Conduct policing inspections, starting at four(4) times per day, to evict persons loitering, camping, or trespassing upon their property or rights-of-way. As encounters are reduced by this policing effort, the railroad firms can reduce the number of daily inspections, but in no manner less than twice a day for the foreseeable future. 2. Install 8'to 10' high steel fencing alongside all property and rights-of-way. 3. Install remote controlled, 8'to 10' high steel gates at each entry point to their property and rights-of-way. The train conductor, or"Railroad Train Men"would remotely operate (open and close) these gates as the trains pass through,just as a conductor or train men physically or remotely throw track switches.
