Recommended Action:
Recommend that the City Council authorize the City Manager and City
Clerk to execute a Historic Property Preservation Agreement (Mills Act)
with Liennette Chung, with Wild Orchid Investments, LLC, for the property
located at 214218 West Fourth Street, subject to nonsubstantive changes
approved by the City Manager and City Attorney (Exhibit 1).

Categorization (HRC) No. 202407 to recategorize and rename a historic property,
currently known as The Lavengood House, and previously listed on the local historic
register and categorized as “Contributive.” The property will be recategorized as “Key,”
because it is associated with significant people in Santa Ana’s history. To reflect the re
evaluation of the property’s significance, it is also recommended its name be appended
as the LevengoodBist House.
Environmental Impact:Pursuant to the California Environmental Quality Act (CEQA)
and the CEQA Guidelines, the project is exempt from further review under Section
15331, Class 31, as this action is designed to preserve a historic resource. Notice of
