Honorable Mayor and Councilmembers:
The Orange County Employees Association has endorsed passage of Proposition 50 on the November 4,
2025, special election ballot. We strongly urge this Council to join hands with OCEA's 18,000 members
and adopt the resolution before you in support of Proposition 50.
Proposition 50 is a simple and common-sense response to the efforts of President Trump and his
misguided supporters to rig Congressional elections.They want to steal and seal the outcome of 2026
elections so they can continue to impose anti-worker, anti-immigrant, anti-middle class values on the
rest of us without the inconvenience of holding free and fair elections.Those efforts seek to undermine
our democracy and they must be stopped.
That's what Proposition 50 helps accomplish. Proposition 50 temporarily rebalances electoral scales
over the next few elections. It accomplishes that simple objective and then expires.
That makes support of Proposition 50 a no-brainer. Please join OCEA and organized labor across the
entire state and adopt a resolution in support of Proposition 50.

Good afternoon,
I was surprised to see in the next Council meeting an item supporting Proposition 50. Considering that the city has not
been very proactive nor vocal about statal measures and laws that either affect our quality of life or our pockets, I find it
interesting the will to support a proposition that is morally wrong (stated by our Governor), and completely unfair.
On the last elections 39.3%of California voter's picked the Republican candidate,while only 17.3%of the US House
seats are hold by Republican members of California. How can an already heavily Gerrymandered Congressional
District map redrawn by Democrats make the Congressional Representation more just?
Prop 50 will only make Congressional representation completely anti-democratic.
Do we really want to become more IikeTexas, Mr Penaloza? Let's promote and support the 2nd Amendment (and let's
see if ICE will come back the way they did a few months ago). Let's put taxpayers needs above non-taxpayers. Let's
remove cornography from Libraries and Schools' books. Let's give parents more rights over their own kids. Let's ask for
I D to vote...
There is quite a lot of things we can copy from Texas. Redistricting for political gain is not something we want to copy
from them.
Let's be honest, there are a lot of things we hate about the current administration. But we cannot blame Trump for
everything.
The homeless population surged thanks to Newsom and his policies,the ridiculous high energy prices is also thanks to
Newsom and his policies,the housing unaffordability is thanks to Newsom and his policies,the stupid gas price is, again,
thanks to Newsom and his policies... We should start shifting away from Newsom and his policies because it is evident
that his ideas are not good for the common people of California (they are only good for its politicians).
As you can see, I am completely opposed to Proposition 50.
DON'T VENEZUELA OUR ELECTIONS AND KEEP THEM FAIR(ish).

RE: SUPPORT Item 23 "Election Rigging Response Act"
Dear Santa Ana City Council Members:
I write in strong support of agenda item 23, related to Proposition 50, the "Election Rigging
Response Act" which is before the Council on Tuesday, October 7. Specifically, I encourage the
Council to formally support Proposition 50.
In the eight months since President Donald Trump has been in office, he and his administration
have presented an existential threat to democracy and devastated the communities we represent.
Family members have disappeared by masked agents, our higher education institutions have been
stripped of their research grants, and our economy is deteriorating because of the chaotic and
unnecessary tariffs placed on everyday goods.Indeed, as I write this letter,the Federal Government
remains shut down because Republicans in power refuse to negotiate about American's health care.
President Trump is now threatening our democracy, the bedrock of our country. He knows his
policies are largely unpopular and has asked Texas leaders to gerrymander their congressional
districts to boast his power in office for the midterm elections and weaken the will of the voters.
Prop. 50 would prevent that unprecedented overreach by allowing California voters to temporarily
approve new congressional maps. Prop. 50 would give voters the ultimate approval power and
would reinstate the independent redistricting commission for the 2032 election.
Our democracy has never been more vulnerable. By supporting Prop. 50, our city can demonstrate
that democracy and our communities are not expendable, and we will not turn a blind eye while
our core values are challenged.

Dear Mayor Amezcua and City Councilmembers,
On behalf of Chispa, I write to express our strong support for Item 23, a resolution in favor of
Proposition 50, The Election Rigging Response Act, on the November 4, 2025, statewide ballot.
This measure is essential to protecting democracy, defending our communities from authoritarian
attacks, and ensuring fair representation for Californians in the upcoming congressional
elections.
As an organization rooted in Santa Ana, Chispa is a membership-based movement of young
Latinxs committed to uprooting systems of oppression and building structures grounded in
community accountability, solidarity, and self-determination. We support Proposition 50 because
our members—and the residents of Santa Ana—are directly impacted by policies shaped by
redistricting. The maps we vote on this November will shape representation and the balance of
power not just in California, but nationally.
Proposition 50, The Election Rigging Response Act:
• Levels the playing field by ensuring the 2026 mid-term elections are not tilted by
partisan manipulation.
• Commits to fair redistricting by reaffirming California's commitment to independent
redistricting and calling on other states to follow suit.

• Puts the power in the hands of voters by giving Californians the authority to approve
emergency congressional maps.
• Is temporary and proportional, expiring in 2030 when the California Redistricting
Commission resumes its full authority after the next census.
A"YES" on Proposition 50 is a stand against Trump's authoritarian power-grabs, cuts to
Medi-Cal, inhumane detention camps, increased healthcare costs, and corporate handouts at the
expense of working families. It is also a stand for communities of color across the country whose
voices are silenced by gerrymandering, and for Californians who demand free and fair elections.
California has long been a leader in advancing democratic reforms. By supporting Proposition
50, Santa Ana can join the effort to reaffirm the people's power in the face of national threats to
our democracy.
We urge the Council to adopt this resolution and send a clear message that Santa Ana stands for
fairness,justice, and democracy. On November 4, 2025, Californians have the chance to make
history—and to protect our collective future—by voting YES on Proposition 50.

Greetings to Mayor and council members,
I will try to be short and concise in my communications I support items 6 and 18 and I suggest that on item 23 we should
stay neutral since this is an issue that is very partisan and we have residents that hold both sides of the issue and let the
voters decide for themselves.
I do have a question on funding Neighborhood Initiatives for more resources for our neighborhood associations in our
community.
In conversations with my neighborhood association friends, we remembered that there’s a possibility of monies owed to
our City for different reasons.
One item that came up in a conversations is that past council member Roman Reyna owed $500,000 in a lawsuit to our
city, has that been paid? Are there others still owing monies?
There should be an accounting of monies outstanding that can support our community?
