•Federal Requirement
–PHAs must inspect 20% of permanent supportive
housing units once every two years
•Santa Ana’s Enhanced Approach
–SAHA inspects 100% of units in 100% PSH projects
twice annually, far exceeding the federal requirement
–Complaint-based and special inspections conducted
whenever health and safety issues are reported

•SAPD staff will conduct visits of each of the non-100%
PSH projects.
•On a monthly basis, SAPD staff will conduct walk-through
of each of the 100% PSH Projects.
•Each walk-through will be coordinated with the on-site
property manager and service provider.
•At least five (5) units will be randomly selected at each of
the 100% PSH projects
–Tenants provided the opportunity to sign a right of
entry for SAPD and SAHA staff to inspect the public
health, safety and welfare of the unit.

Model -HACLA work with LAPD
•Housing Authority of the City of Los Angeles
(HACLA) works through an Memorandum of
Agreement (MOA) with the Los Angeles
Police Department (LAPD).
–LAPD’s Community Safety Partnership (CSP) is a
relationship-based policing model to build public
trust and reduce crime.
–HACLA and LAPDCSP MOA was adopted for a
five-year period Jan. 1, 2021 to Dec. 31, 2025.

Property Maintenance Agreements
•Project-Based Voucher HAP Contract:
–Section 6 -Owner Responsibility: "The owner is responsible for: b. Maintaining the units in
accordance with HQS (Housing Quality Standards).“
–Section 7 -Owner Certification:"The owner certifies that at all times during the term of the
HAP contract:
•a. All contract units are in good and tenantable condition. The owner is maintaining the
premises and all contract units in accordance with the HQS.
•b. The owner is providing all the services, maintenance and utilities as agreed to under
the HAP contract and the leases with assisted families.“
–Section 8 -Condition of Units:
•a. Owner Maintenance and Operation:
–“The owner must maintain and operate the contract units and premises to provide
decent, safe and sanitary housing in accordance with the HQS, including
performance of ordinary and extraordinary maintenance.“
•c. Violation of the Housing Quality Standards:
–"If the PHA determines a contract unit is not in accordance with the HQS, the PHA
may exercise any of its remedies under the HAP contract for all or any contract
units. Such remedies include termination, suspension, or reduction of housing
assistance payments, and termination of the HAP contract."

Property Maintenance Agreements
•HOME Loan Agreement:
–Section 7.5 -Maintenance of the Property: "Solely at Developer’s
expense, Developer agrees to maintain the Property in a clean and
orderly condition and in good condition and repair and keep the Property
free from any accumulation of debris and waste materials. If at any time
Developer fails to maintain, or cause to be maintained, the Property as
required by this section, and said condition is not corrected after the
expiration of a reasonable period of time not to exceed thirty (30) days
from the date of written notice from the City, unless such condition
cannot reasonably be cured within thirty (30) days, in which case
Developer shall have such additional time as reasonably necessary to
complete such cure, the City may perform the necessary maintenance
and Developer shall pay all reasonable costs incurred for such
maintenance. The City shall inspect the Property annually after the date
of issuance of the Certificate of Completion as described in Article 17 of
this Agreement. During the affordability period, the Property must meet
all applicable State and local codes. The Property must be free of all
health and safety defects during the affordability period.”

Property Maintenance Agreements
•HOME Loan Agreement:
–Section 12.1 -Maintenance: "Developer shall maintain the
Property (and all abutting grounds, sidewalks, roads, parking and
landscape areas which Developer is otherwise required to
maintain) in good condition and repair; shall operate the Property
in a businesslike manner; shall prudently preserve and protect its
own as well as the City's interests in connection with the
Property; shall not commit or permit any waste or deterioration of
the Property (except for normal wear and tear); shall not abandon
any portion of the Property or leave the Property unguarded or
unprotected; and shall not otherwise act, or fail to act, in such a
way as to unreasonably increase the risk of any damage to the
Property or of any other impairment of City's interests under the
Loan Documents."
