with Daniel Phan Nguyen, Trustee to The 305 E. Washington Ave Grantor
Trust, for the property located at 305 East Washington Avenue, subject to
nonsubstantive changes approved by the City Manager and City Attorney.

appealed to the City Council within 10 days of the decision by any interested
party or group. Legal notice was published in the OC Reporter on June 27,
2025 and notices were mailed on said date.

AND HISTORIC REGISTER CATEGORIZATION (HRC) NO. 202505 FOR THE
PROPERTY LOCATED AT 2429 NORTH POINSETTIA STREET LOCATED
WITHIN THE SINGLEFAMILY RESIDENCE (R1) ZONING DISTRICT.
Project Applicant: Carol Park (Applicant & Property Owner)
Project Description: Request for approval of Historic Resources Commission
Application (HRCA) No. 202506 and Historic Register Categorization (HRC) No.
202505 to allow the placement and categorization in the Santa Ana Register of
Historical Properties as “Contributive.”
Environmental Impact: Pursuant to the California Environmental Quality Act (CEQA)
and the CEQA Guidelines, the project is exempt from further review under Section
15331 of the CEQA Guidelines (Class 31 – Historical Resource
Restoration/Rehabilitation) as these actions are designed to preserve a historic
resource. Categorical Exemption No. ER202552 will be filed for this project.
Recommended Action:

Recommended Action:
Discuss listing artists and murals, pursuant to Section 12 of the Historic
Resources Commission Bylaws.
Minutes: Commissioner Escamilla and Vice Chair Christy provided names of artists
and murals for consideration.
Commission had questions for staff.
Staff answered questions from the Commission.
An AdHoc Committee was formed to conduct research and bring back specific
directives to the Commission.

The next meeting of the Historic Resources Commission is scheduled for September 4,
2025, at 4:30 P.M. in the Council Chamber, 22 Civic Center Plaza, Santa Ana, CA.
Minutes: Meeting was adjourned at 6:01 PM.
APPEAL INFORMATION: The formal action by the Commission shall become effective after
the tenday appeal period. An appeal from the decision or requirement of the Commission
may be made by any interested party, individual, or group. The appeal must be filed with the
Clerk of the Council, accompanied by the required filing fee, and a copy sent to the Planning
Department, within ten days of the date of the Commission's action, by 5:00 p.m. If the final
day to appeal falls on a City Hall observed holiday or a day when City hall is closed, the final
day to appeal shall be extended to the next day City Hall is open for public business. Please
note: Under California Government Code Sec. 65009, if you challenge in court any of the
matters on this agenda for which a public hearing is to be conducted, you may be limited to
