Resolution No. 2025-35 <br /> Page 1 of 14 <br /> <br />RESOLUTION NO. 2025-35 <br /> <br />A RESOLUTION OF THE PLANNING COMMISSION OF <br />THE CITY OF SANTA ANA APPROVING VARIANCE NO. <br />2025-02 AS CONDITIONED TO ALLOW A REDUCTION IN <br />REQUIRED SETBACKS, LANDSCAPE AREA, AND OFF- <br />STREET PARKING REQUIREMENTS TO FACILITATE THE <br />CONSTRUCTION AND OPERATION OF A NEW CHURCH <br />AT THE PROPERTY LOCATED AT 1441 E. SEVENTEENTH <br />STREET (APN: 396-221-60) <br /> <br />BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF SANTA <br />ANA AS FOLLOWS: <br />Section 1. The Planning Commission of the City of Santa Ana hereby finds, <br />determines and declares as follows: <br />A. YNG Architects Inc. ("Applicant"), representing Laureano Carrera with <br />Iglesia Cristiana Rayo De Luz ("Property Owner"), is requesting approval of <br />Variance No. 2025-02 to allow a reduction in required setbacks, landscape <br />area, and off-street parking requirements to facilitate the construction and <br />operation of a church at a property located within the Professional (P) <br />zoning district at 1441 E. Seventeenth Street ("Project"). <br /> <br />B. As part of the overall entitlement request, the Applicant is also seeking a <br />separate approval of Conditional Use Permit (CUP) No. 2025-26 to allow for <br />a church use in the P zoning district within the City of Santa Ana. <br /> <br />C. Within the P zoning district, Santa Ana Municipal Code (SAMC) Sections <br />41-315 and 41-316 require a minimum 15-foot front setback, 15-foot street- <br />side setback, and corresponding 15-foot landscaped front and street-side <br />yards, as well as 5-foot landscaped interior side yards and 10-foot <br />landscaped rear yards when adjacent to single-family residences. The <br />Applicant is specifically requesting approval of Variance No. 2025-02 to allow <br />10 feet 2 inches along the front yard, 5 feet 10 inches along the street-side <br />yard, no interior side landscaping, and a 5-foot rear landscaped buffer. <br />D. In September 2019, the Applicant submitted a Development Project Review <br />(DP) application to the City for the change of use from office to a church. <br />The DP application was deemed complete by the City's development review <br />committee (DRC) on May 13, 2021. On June 28, 2021, the office building <br />sustained a major fire. The damaged structure was subsequently <br />demolished with only the basement portion remaining. <br />E. On February 28, 2023, the Applicant submitted a new Development Project <br />Review (DP) application to the City for the construction and operation of a <br />new church.
