My name is Maria Gonzalez and I am a resident of Ward 3 who also works in Downtown Santa Ana. I am writing to
express my support for Agenda Item #16, the DTSA Services Contract.
As someone who both lives in this city and works downtown, I see firsthand how important clean and safe services are
to the daily experience of residents, employees, business owners, and visitors. DTSA Services has played a consistent
and visible role in maintaining the cleanliness, safety, and overall welcoming atmosphere of Downtown Santa Ana.
These services not only support local businesses and workers like myself, but also contribute to a healthier, more vibrant
downtown that residents can take pride in. Continued support for DTSA Services helps ensure Downtown Santa Ana
remains a place where people want to work, shop, and spend time.

My name is Dana Jazayeri. I am the owner of Unlisted (305 E 4th St. #104) and a longtime resident of
Downtown Santa Ana. I am writing in strong support of Agenda Item 16 and the proposed agreement with
DTSA Services for the Downtown Santa Ana Clean & Safe Program.
I have operated businesses in Downtown Santa Ana for over 12 years and have been a resident of the downtown
area for even longer. During that time, I have witnessed firsthand the positive impact the Clean & Safe Program
has had on cleanliness, safety, and overall quality of life downtown. This program has been one of the most
consistent and effective tools the City has in supporting residents, small businesses, and visitors alike.
The Clean & Safe teams provide essential services that go far beyond basic maintenance. Their ongoing
presence deters disorderly behavior, improves perceptions of safety, and helps maintain a welcoming
environment that allows downtown businesses to operate, residents to live, and community events to thrive. In
many instances, Clean & Safe security personnel have been the only reliable, immediate support available when
incidents occur.
As both a business owner and a resident, I have personally experienced violent and threatening encounters with
transients in the downtown area. In those situations, security responded appropriately and professionally.
Unfortunately, those efforts have too often been undermined by a lack of timely or meaningful follow-up from
the Police Department, limiting the ability to resolve ongoing issues or prevent repeat incidents. These
limitations are not failures of the Clean & Safe Program, but rather the result of constrained funding and
inconsistent SAPD enforcement support.
Despite these challenges, the Clean & Safe Program has continued to deliver value year after year, often
operating at the edge of its financial and operational capacity. Reducing or discontinuing this program would
directly impact public safety, business retention, residential stability, and the overall economic health of
Downtown Santa Ana.
A clean, safe, and well -managed downtown does not happen by accident —it requires sustained investment and
partnership. The Clean & Safe Program is a proven component of that effort, and its continuation is essential.
I urge the City Council to approve Agenda Item 16 and reaffirm its commitment to the Downtown Santa Ana
Clean & Safe Program.

Building on 4th and Main (the building with Shoe Palace as its ground floor tenant). I have had the
pleasure of interacting with Mr. Romo over many years in his capacity as the head of DTSA Services
(the Clean and Safe team for Downtown Santa Ana). Mr. Romo and his team from DTSA Services
are always professional, extremely responsive and very competent. Mr. Romo and DTSA Services
are an indispensable asset to the downtown community, a most incredible ambassador of our great
city. Over these last several years Mr. Romo and DTSA Services have personally helped me deal
with a myriad of issues that arise from time to time in the downtown: from safety concerns, to
cleanliness issues, to city events, to general information or any support I might need. Mr. Romo and
