Fountain Valley just announced at their city council meeting tonight that they are going to inform the Orange County Power Authority that they will put off joining their organization for an additional 6 months. The information came from council member Grandis, and apparently did not need a vote. His reason was due to information coming out about the OCPA, (high rates, dirty power, etc.), and not enough time to alert the public about being automatically enrolled, and the need for the council to investigate the OCPA further. He also stated that Fountain Valley has other important topics to consider in the following months, and this will not be able to get the attention it deserves. I wonder if the OCPA will continue to keep Director Grandis on the board if the city of Fountain Valley is now not fully committed to joining? Grandis is a voting member,yet has no residents or businesses enrolled. Dear Ms. Hall, Ms. Carvalho, and Mr. Nunez, I am writing to formally rectify a disruption in the public record that occurred during the City Council meeting on the evening of February 3, 2026. During my public testimony (approximately 3:38:12 in the record), I was prepared to formally submit my updated written complaint and the supporting forensic analysis regarding the misuse of Ward 3 discretionary funds. However, due to the improper and unprovoked interjection by Councilmember Jessie Lopez, who attempted to interrupt my remarks with a "clarification" in violation of the City's own rules of order, the procedural flow of my presentation was disrupted. As a result, the physical submission of my February 3rd formal letter was not completed at the dais. Formal Submission for the Record Attached to this email, please find the following documents which are to be immediately incorporated into the official record of the February 3, 2026, meeting as part of my public testimony: • Updated Formal Complaint (Feb 3, 2026): Detailing the $3,000 expenditure of Santa Ana funds for an Anaheim event and the demand for personal reimbursement. • The Helvig Report (Jan 14, 2026): The forensic audit confirming Councilmember Lopez as an outlier in out-of-city spending. Public Review and Feb 18th Agenda Request 1 • Furthermore, I request that these documents be posted for public review in the "Public Communications" section of the agenda packet for the upcoming City Council meeting on Tuesday, February 18, 2026. The public's right to transparent government is paramount. Given the evidence of a $3,000 expenditure to a non-profit outside our jurisdiction, during an active political campaign by the sponsoring official—I am formally petitioning the City Council to agendize a discussion on the following for the February 18th session: • Formal review of the Special Event Sponsorship Policy to determine if current "guardrails" are sufficient to prevent the "gifting" of Santa Ana taxpayer dollars to out-of- city entities. • Establishment of a bright-line prohibition on out-of-city expenditures exceeding $0.00 without an explicit, documented, and pre-approved "direct benefit" finding by the City Attorney. • Council discussion regarding a resolution for Mandatory Personal Reimbursement of the $3,000 in question. I intend to appear at the February 18th meeting to further petition this Council. The residents of Santa Ana deserve to know why their representatives feel empowered to treat the City General Fund as a personal political ATM for events in neighboring cities. At that time, I committed to request related information from the City and provide Council an analysis of the data received and the policy itself. The results of this analysis, addressing distributions from FY2021 thru FY2025, were separated by councilmember and Mayor and sent to each individual on November 9t". You have had two months to provide corrections and input to my conclusions and some of you did. I made the corrections you requested. For those who did not respond, I came to the conclusion you read my statement that said, "No response required if you agree with the information." I am now providing a final version of how those funds were distributed by all on the Council along with my assessment of whether the distributions were made in accordance with the City Council Special Event Sponsorship Policy, adopted and revised on February 5, 2019. The purpose of this policy is "To establish a City Council Special Event Sponsorship Policy and guidelines for disbursement of discretionary funds approved by City Councilmembers to sponsor city programs, services, and special events produced by qualified nonprofit organizations and/or City recognized neighborhood associations." Attached you will find how $274,517 of discretionary funds were distributed from FY2021 thru FY2025. Out of all these disbursements, the outlier to the policy was the $3000 provided to the Latino Muslim Unity-EID Fair by Councilmember Lopez. In her closing remarks on October 7t", she defended her actions on the the basis of promoting diversity, implying that I don't. Nothing could be further from the truth. What I don't support is using discretionary funds in a way that falls outside approved policy. That is done regularly and should continue, but the policy is clear in stating the "distribution of discretionary funds" is limited to "city programs, services, and special events". The Latino Muslim Unity- EID Fair, an event held outside of Santa Ana, did not qualify for the disbursement. Councilmember Lopez should be directed to refund the $3000 of Santa Ana taxpayer money that was donated outside of policy guidelines. I am deeply concerned about the following impacts on our community: • Utilities & Environment: Increased strain on our power/water grid and added light/noise pollution. • Parking: Increased "spillover" parking in Santa Ana , worsening existing congestion. • Scale: The current height and density threaten the safety and character of our residential streets. I urge the Council to deny this application or require a significant reduction in height and a new traffic mitigation assessment. Good afternoon, as a long time resident of Santa Ana, and a neighbor to this proposed project, I have to express my opposition. This building will greatly impact our community in a negative way, I believe. We don't need any luxury high rises is Santa Ana. We need affordable housing, green space and places for the community to gather. This project is ridiculous and unhelpful, I don't know anyone who actually lives in Santa Ana, especially on Broadway, that wants this or thinks it will benefit the community in any way.
