Staff has done what has been asked. It is now up to the Council to act and do the job they are elected to do. Accordingly, a petition will be presented at the next Council meeting. I remain open to discussing this matter with any member of the City Council or a representative of the City Manager. Good Morning, I've experienced questionable encounters the last few weeks here in the city of Santa Ana.l know that this city is a great place and would like measures to be taken to keep it safe. I would like for these concerns to be addressed in the next city meeting. Backstory- Last month I was followed to the park with agitators giving scary d***th threats. I take this very seriously especially because my family didn't do anything to anyone &this behavior is unwarranted and concerning. 2/23/26 Past 10 Pm there were very loud cars at the Aldi + Burlington parking lot with some alarming screaming. 2/24/26- 2 different cars pulled up to the California Lodge and suites. One with an older man who appeared to be checking in and one car with white male/african couple in a faded blue SUV. The white male was watching a Hispanic lady walk out of the hotel with a laundry basket full of"paper rolls," I asked her where she got the rolls and she statee that they were from the hotel. She also said was going to her house. I ran to ask the manager if he new anything about this and he didn't know her or give her any paper rolls. I found it suspicion that she was making it seem like she was associated with the hotel but she was not. She hoped on the Bus on Bristol/Segerstrom going north at 10.45 am. Dear Santa Ana City Council, I am writing as a concerned resident to ask the City of Santa Ana to take stronger action on e-bike safety. This issue feels urgent to me not only because of the accidents we continue to hear about, but because I was also involved in an accident yesterday, March 9, 2026. That experience made the danger feel very real and showed me how quickly unsafe riding and unsafe roadway conditions can put people at risk. Santa Ana has already seen serious incidents involving e-bikes and similar motorized bikes. In August 2024, a teenager riding an illegal minibike in Santa Ana was critically injured in a violent crash with a car. On a broader county level, Orange County prosecutors recently said traumatic e- bike injuries involving children increased from just 1 case in 2021 to over 200 in 2025. I respectfully ask the City Council to consider stronger local protections, including: banning e-bikes from sidewalks in busy pedestrian areas and near schools increasing enforcement against reckless riding, speeding, and illegal modified e-bikes creating clearer safety rules for minors expanding public awareness and safety education for riders and parents Pedestrians, drivers, students, and families all deserve to feel safe in Santa Ana. I hope the City will take this issue seriously before more people are badly injured. Thank you for your time and consideration. As a Resident Artist at the Santa Ana Arts Collective and a recipient of the 2023 Investing in the Artist Grant, I believe it would be beneficial for the City to consider establishing an unbiased Arts and Cultural Liaison to help bridge communication between artists and the City. I understand this idea was originally suggested by Skeith DeWine more than 25 years ago, and it still feels very relevant today. A liaison could help ensure artists are aware of ongoing and upcoming opportunities while also providing a consistent point of contact who understands both City processes and the needs of the artistic community. It may also be helpful for the policy to more clearly emphasize opportunities for public input and input from artists who work specifically in public art. Because the policy focuses on integrating art into public spaces, perspectives from both the community and experienced public artists could be valuable in areas such as site selection, design considerations, and long-term maintenance. From my own experience with the 2023 Investing in the Artist Grant, project-based insurance coverage could also be helpful. While insurance costs can be included in the project budget, coverage must already be in place before financial assistance is released. Offering an option for project-based insurance could remove a barrier and make these opportunities more accessible to artists. The section banning AI-generated artwork may also be broader than intended. Many artists use Al tools during brainstorming or concept development, even when the final work is entirely original. Clarifying that the final artwork must be created by the artist,while allowing digital tools during early design phases, could avoid unintentionally excluding artists. Lastly,the restriction on political or religious imagery may benefit from clarification. Public art often reflects cultural history, identity, or social issues,which can sometimes intersect with those themes. We wanted to ensure that we gathered and organized all the relevant information before contacting your office so that we could provide a clear and complete account of the situation. We would also like to mention that our family previously attempted to bring concerns regarding Mr. Constantino Venegas-Castorena to the attention of the Housing Department in 2023. Unfortunately, we never received follow-up communication at that time, which left us feeling that our concerns were not being addressed. Maricela, we have carefully reviewed your email and considered how best to respond. I was present the day you called my father-in-law, Mr. Jose Higareda, and I also recorded the call. After listening to it several times, I noticed that your email contained more detailed information than what was conveyed during the phone conversation. Initially, I considered including the audio recording as part of this response. However, our intention is not to escalate matters unnecessarily, but rather to clarify several points that we believe are important. First, your email indicated that on February 12, RSD staff contacted Mr. Higareda to coordinate mediation. That did not occur. Instead, Mr. Higareda received a phone call from an individual 1 identified as Mark Flores (or Torres), who stated that he was calling on behalf of Mr. Venegas- Castorena. During that call, Mr. Higareda was told that he should stop harassing Ms. Brenda Castellanos because she was paying her rent. When Mr. Higareda asked for clarification regarding the details of the complaint that was allegedly submitted, he was told that the information was confidential, and the call was abruptly ended. Despite multiple attempts and voicemails to follow up, Mr. Higareda never received another call. At no time during that interaction was mediation offered. Based on how the call was presented, it felt less like a neutral outreach from the City and more like a message being delivered on behalf of Mr. Venegas-Castorena. Additionally, on February 24, Mr. Higareda attended an in-person appointment at your office. However, he was informed that you were unavailable and was instead directed to speak with an individual named Saul. During this interaction, Saul referred to Mr. Higareda as "Pepe," which is not a name my father-in-law uses nor how he identifies himself. Given the seriousness of the matter, this level of informality was unexpected. During that conversation, Mr. Higareda attempted to explain the situation and the concerns our family has experienced with Mr. Venegas-Castorena. Saul indicated that it would essentially be our word against the landlord's and stated that even if we submitted a tenant petition or testimony, it would be like "writing on ice"—implying that the matter would ultimately go nowhere. He further suggested that the best course of action would simply be for us to move out rather than attempt to pursue the issue if we were so "unhappy". Experiences like these have unfortunately caused our family to lose confidence in the process. Each time we have attempted to seek help, we have left feeling discouraged rather than supported. Our intention in reaching out has always been to understand our rights and seek guidance, not to create conflict. I would also like to advise everyone included in this email that there is a significant amount of additional information related to this matter that could not reasonably be included in our written testimony. Nevertheless, we are fully prepared to provide any documentation, evidence, or clarification that may assist your offices in understanding the full scope of what has occurred. Currently, Mr. Venegas Castorena is refusing to accept our rent. We sincerely hope that someone within the City will review this matter carefully. Tenant Issues+Inconsistent Rental Payments Made Tenant Jose Higareda had previously received verbal authorization from property owner Constantino Venegas Castorena allowing Mr. Higareda and my family to rent rooms within the property as they deemed appropriate at 1002 Virginia Ave, Santa Ana CA 92706. The reason Mr. Venegas allowed this arrangement was because, in or around 2019,he was at risk of losing the property to foreclosure and personally sought out Mr.Higareda to help him maintain the home by renting it. At that time, Mr. Venegas was quickly running out of time and needed someone willing to assume occupancy and responsibility for the property. When Mr.Higareda explained that the home contained more rooms than his family needed,Mr.Venegas persistently encouraged him to rent the home and eventually convinced him to move in under the understanding that he would be allowed to rent out the additional rooms. Relying on this verbal authorization and agreement, Mr. Higareda and my family moved into the home and began renting the other rooms in order to afford the monthly rent. Ms. Brenda Dyane Castellanos has been residing at 1002 Virginia Ave, Santa Ana CA 92706 since November 2025, renting a room from Mr. Jose Higareda and my family. At the time she moved in, she presented herself as a young single mother with two small children — approximately four years old and seven months old —who had recently been displaced and had nowhere to go. Out of compassion and good faith, Mr. Higareda and my family agreed to rent her a room for$1,200 per month. Given the circumstances she described,we did not require a security deposit. Ms. Castellanos initially stated she would pay her first month's rent on November 16, 2025, and although payment was ultimately made in full on November 18, subsequent payments quickly became inconsistent. For December 2025,she paid$300 on December 3 and the remaining$900 on December 5. However,for January 2026,no payment was made at all. When approached regarding the unpaid rent, Ms. Castellanos responded by stating, "I am not going to pay you the rent," "I am not going to give you the money," and "If you want to,you can file this legally." She further stated that Mr. Higareda should speak with"Tino," referring to property owner Constantino Venegas Castorena, and indicated that he was fully informed about the situation. Ms. Castellanos also stated that she no longer needed to speak with Mr.Higareda or his family regarding her decision not to pay rent. There is video evidence of this interaction available upon request. Mr. Higareda and his family were taken aback by Ms. Castellanos' instruction to contact Mr. Venegas, as they are unaware of any agreement or arrangement between Mr. Venegas and Ms. Castellanos regarding the verbal rental terms established solely between Mr. Higareda and Ms. Castellanos. This situation has created significant confusion and economic hardship for my family, who acted in good faith and are now left without January's rent and without clarity on how to proceed. As of February 27, 2026, Ms. Castellanos remained delinquent on rent in the agreed amount of$1,200 for both January and February. 4 Eviction Process Ms. Castellanos' refusal to pay the rent owed for January and February has gravely impacted Mr. Higareda and my family financially,to the point where they themselves have fallen behind on their own bills and financial obligations. As a result, Mr. Higareda issued Ms. Castellanos a Three-Day Notice to Pay or Quit.After Ms. Castellanos ignored the notice entirely, Mr.Higareda had no other option but to pursue a lawful and standard eviction process. Once Mr. Higareda initiated this process,property owner Constantino Venegas Castorena contacted him and asked to meet with him and my family at a local McDonald's restaurant to discuss Ms. Castellanos and how he could allegedly help remove her from the home. Due to the ongoing harassment and intimidation Mr. Higareda and my family had already experienced from Mr. Venegas over the years, Mr. Higareda declined the meeting. Following this refusal, Mr. Venegas escalated his harassment toward Mr.Higareda and my family. Mr. Higareda and his family have strong suspicions that Mr. Venegas may be utilizing individuals connected to the City of Santa Ana to continue or facilitate this harassment. Constantino's Harassment Mr.Higareda and my family have endured ongoing harassment from Mr.Constantino Venegas Castorena since 2019 —a period now spanning approximately seven years. These actions have included,but are not limited to,appearing at the property and attempting to enter the premises without proper notice, utilizing surrounding neighbors to surveil and harass the family by recording or photographing them — including minor children — failing to repair or maintain necessary items within the home, repeatedly filing complaints with the City of Santa Ana and contacting the Santa Ana Police Department without cause, continuing harassment through phone calls and text messages,and approaching Mr. Higareda's wife and son in an intimidating manner when Mr.Higareda was not present. On multiple occasions, Mr. Venegas' actions resulted in police being called to the property so frequently that one responding officer informed Mr. Higareda that the conduct by the owner and surrounding neighbors constituted harassment. The officer left my family a card identifying himself as Officer Mondragon,Badge#3893. Additionally, city officials have visited Mr. Higareda's residence numerous times due to complaints that had been filed against him. These reports and inspections ultimately resulted in more than $1,700 in penalties being issued against Mr.Higareda. One of the most severe retaliatory actions taken by Mr.Venegas occurred when he abruptly increased my family's rent by $500 from one month to the next. When notified of this increase, Mr. Higareda sought assistance directly from the City of Santa Ana under the Rent Stabilization and Just Cause Eviction Ordinance. Unfortunately, Mr. Higareda felt that his attempts to seek help and protection under the city's tenant protection policies were ultimately ignored. February 12, 2026 On this date,between approximately 5:00 and 5:30 p.m., Mr. Higareda received a phone call from an individual who identified himself as Mark Flores,claiming to be a representative of the City of Santa Ana. 5 During the call, Mr. Flores referred to Mr. Higareda by the nickname "Pepe" and stated he was calling on behalf of Constantino Venegas.As the conversation progressed,Mr.Flores informed Mr.Higareda that he and my family were not to bother Brenda Castellanos because she was paying rent and had a verbal contract with"Pepe." Mr. Higareda clarified that Ms. Castellanos had in fact not been paying rent.A family member then intervened in the call and asked Mr. Flores why he was referring to Mr. Higareda as "Pepe," and also asked what complaint Ms. Castellanos had made against my family. Mr. Flores stated that the details of the complaint were confidential and refused to provide further clarification. Mr. Higareda and my family were left confused as to why such a call would be made in an accusatory tone without providing any information regarding the complaint. Mr. Flores then declined to answer additional questions and abruptly ended the call. It should also be noted that the only person who commonly refers to Mr.Higareda as"Pepe,"aside from close friends and family,is Mr.Venegas himself. Mr. Higareda has never introduced himself to any City of Santa Ana official using that nickname. February 27, 2026 After attempting to report these matters to the City of Santa Ana on numerous occasions, Mr. Higareda was eventually granted an in-person appointment to speak with Maricela Marquez. When Mr. Higareda arrived for the appointment, he was greeted by an individual identified as "Saul," who immediately addressed him as"Pepe."Mr.Higareda again became confused as to how city staff had obtained or were using this nickname,as he had never used that name when signing in or communicating with city officials. Despite this confusion, Mr. Higareda remained at the appointment in hopes of receiving assistance. However,one of the first questions Saul asked Mr. Higareda was,"Are you Mexican?" Perplexed, Mr. Higareda questioned what relevance that had to the situation. As he attempted to explain the circumstances he and his family were facing, Saul interrupted him and told him that if he was not satisfied with the situation at the home,he could simply move out. Mr. Higareda left the City of Santa Ana that day feeling discouraged and defeated. Current Situation As of March 7, 2026, Ms. Castellanos remains delinquent on the agreed monthly rent of$1,200 for the months of January, February, and March. Because Mr. Higareda and my family relied on Ms. Castellanos' rent contribution in order to meet the full rental payment owed to Mr.Venegas,they were unable to pay the entire amount owed to the property owner. In good faith,Mr.Higareda and my family provided Mr.Venegas with the rent amount minus Ms.Castellanos'portion and explained the situation,including that Ms.Castellanos had informed them she had a separate agreement directly with Mr.Venegas and that any questions should be directed to him. Only a few days later,today March 7,2026,Mr.Venegas served Mr.Higareda and my family with a Three-Day Notice served by himself directly saying"THE CITY WANTED ME TO GIVE THIS TO YOU". Conclusion and Request for Assistance 6 Mr.Higareda and my family respectfully request that the City of Santa Ana review and investigate the circumstances described above under the protections provided by the City's Rent Stabilization and Just Cause Eviction Ordinance. The ordinance was enacted specifically to protect tenants from harassment,retaliation,and unlawful displacement. Based on the conduct described, Mr. Higareda and my family believe they may have been subjected to retaliatory actions,intimidation,and interference that undermine the intent and protections of the ordinance. Additionally, the property owner, Mr. Constantino Venegas Castorena, owns multiple residential properties within the City of Santa Ana. Under the Rent Stabilization and Just Cause Eviction Ordinance, rental units are required to be properly registered with the City. What makes this situation particularly troubling is that Mr.Venegas was the individual who initially approached Mr. Higareda years ago and asked him to move into the property to help prevent it from being lost to foreclosure. Mr. Higareda and my family acted in good faith and helped stabilize the home during that time. Today, after years of tenancy, they are instead facing escalating harassment, surveillance by neighbors acting on behalf of the owner, repeated reports to city officials,police calls,and now the threat of eviction. Mr. Higareda and my family are simply asking the City of Santa Ana to review this situation carefully, enforce the tenant protections established under the Rent Stabilization and Just Cause Eviction Ordinance, and ensure that the law is applied fairly and without bias. We are seeking transparency, accountability, and protection from ongoing harassment so that my family—including tthe children—can live in peace and stability within their home. Furthermore,the circumstances described above illustrate a broader concern regarding the imbalance that can occur when landlord misconduct goes unchecked. At that time, I committed to request related information from the City and provide Council with an analysis of the data received and the policy itself. On October 8, 2025, 1 submitted a Public Records Request (25-2503) to obtain a breakdown of the distribution of the $10,000 discretionary funds of each councilmember and the mayor, going back 4 years. I would like to thank the city for the prompt response. I compiled this information into a compact, easy to read listing of all transactions, including whether or not my research showed that the organization operated within Santa Ana or held the event within Santa Ana. On November 9, 2025, 1 separately sent an individual list to each member of the council, because in some cases the information provided was not entirely clear. I stated, "No response required if you agree with the information." Some responded with clarifications and I made the appropriate corrections. On January 14, 2026, 1 sent the completed list to all members of the council and asked that it be included in the January 20, 2026 City Council meeting. On January 20, 2026 1 spoke for the second time on this issue, still believing there was an issue regarding the disbursement of$3000 to the Latino Muslim Unity organization for the event held on June 7, 2025. On February 6, 2026, 1 submitted a second Public Records Request (26-342) for the completed Donation Request Form submitted by Councilmember Jessie Lopez for the $3000 for the Latino Muslim Unity EID Fair held on June 7, 2025. On March 10, 2026, 1 received my response. It identified the date of the event, the organization name (Latino Muslim Unity) and the event (EID Fair). What was also included was a flyer that identified the event was held at 1610 E. First Street, Santa Ana. Until that time the only information available was the event was organized by a group from Anaheim. Had Councilmember Lopez responded to my initial email clarifying that the event was located in Santa Ana, this issue could have been resolved months ago. A lot of my time and City resources were needlessly used. Moving forward I think we can all do better. It seems clear to me that it should apply to neighborhood organizations or a 501{c)(3) organization that is based in Santa Ana or is running an event within Santa Ana. However, there are those that believe if a member of the council wants to support a group that has zero direct connection to Santa Ana, that is OK. I disagree. I am asking that the members of the Santa Ana City Council agendize a discussion on the City Council Special Event Sponsorship Policy. The money should be limited to "city programs, services, and special events produced by qualified nonprofit organizations that are based in Santa Ana or are holding an even within Santa Ana, and/or City recognized neighborhood associations". No exceptions. In conclusion, all monies were distributed as expected but there are many misinterpretations and opinions that can be cleaned up. Hello Mayor and City Council Members, My name is Dorian, and I am a resident of Ward 5. 1 am writing to oppose any upcoming amendments to the One Broadway Plaza project. I ask that you put the community's concerns and needs above outside interests. The Sunshine meeting in January 2026 terrified myself and my family as we immediately shared concerns over severe impacts to our neighborhood and Santa Ana as whole. This project is not in the interests of Santa Ana long-time residents. This project will create environmental and health impacts to residents such as noise, light, and diesel pollution affecting our health and livelihoods. A project like this would increase vehicle traffic and pose a risk to pedestrians and local commuters and can impact local air quality. My neighborhood of Willard, adjacent to this project, will be directly impacted because we have a dense community of multigenerational households that are majority pedestrians and/or public transit users. This project will create an infrastructure strain, where the local power grid and water supply is already at capacity. We are counting on you to hear our concerns against a project like OBP that is not for our community. This project instead is catered to an outside community who can afford luxury living.
