Narrative: Narrative
On 11/04/20, at approximately 0135 hours, a Custodial Death investigation was initiated
within the Santa Ana Detention Facility (SADF).During investigation into this incident,
SADF Correctional Officer C. Fernandez #3142 was identified as SADF staff member who
found the decedent, later identified as , unresponsive in his cell: D24.
Subsequent to being found in the aforementioned condition, was transported to an
area hospital for medical treatment and later pronounced deceased with s
During investigation into J eath, I was
partnered with Orange County District Attorney Investigator (DA Inv.) C. Brower and
assigned Canvassing/Interviewing duties.Inclusive in these duties was the interview of
inmates housed in SADF housing cells positioned in close proximity to hese
interviews, furthermore, were conducted separately and in a conference room as located
within the D module of the associated detention facility and audio-recorded.Subsequent to
the interviews, copies of said recordings were retained by DA Inv. Brower for
posterity/evidentiary purposes.Below is a synopsis of the information provided by the
aforementioned inmates.For complete details in regard to their statements, please see the
above indicated recordings. Below is a synopsis of the information gleaned from our
interviews in reference to death.
At approximately 0620 hours, DA Inv. Brower and I conducted an interview with J
ho had been identified as an SADF inmate being housed within the cell identified by the
characters D17 for the six (6) weeks prior to our interview.Upon being questioned, R
old us that he knew J to be a fellow detainee within the module and had no contact with
him above passing greetings.In regard to J death or any issues which may have
attributed to it, could provide no information.
At approximately 0627 hours, we concluded our interview with

had no contact with and possessed no information in regard to death or any
issues which may have attributed to it.
At approximately 0633 hours, we concluded our interview with
At approximately 0633 hours, DA Inv. Brower and I conducted an interview with
who had been identified as an SADF inmate being housed within the same cell as
(D18) for the three (3) months and one (1) week prior to our interview.Upon being
questioned, told us that he had infrequent contact with , to whom he referred by
the initials while exchanging casual greetings/conversation.He knew nothing,
however, of personal life and described him as having been liked by all. went
on to tell us that he last spoke to on the afternoon prior to his death concerning a
flooding issue occurring in cell.During this contact, was cleaning his cell and
provided no information related to depression and/or problems he had which may have
attributed to his demise.
At approximately 0637 hours, we concluded our interview with .
At approximately 0637 hours, DA Inv. Brower and I conducted an interview with
who had been identified as an SADF inmate being housed within the cell identified
by the characters D19 since 01/24/20.Upon being questioned about , told us
that he had frequent contact with him since the beginning of his ( stay in the module
approximately one (1) month prior to our interview.During their conversations,
learned that suffered several difficulties in his life inclusive of the recent passing of his
( mother and brother. went on to describe

viewing the activity at his cell door, of which he ( ) had a clear view from his
cell. possessed no additional information in regard to death.
At approximately 0646 hours, we concluded our interview with
At approximately 0646 hours, DA Inv. Brower and I conducted an interview with
who had been identified as an SADF inmate being housed within the same cell as
(D19) for the two (2) months prior to our interview.Upon being questioned,
told us that he had frequent contact with , to whom he referred by the initials
having been housed with him during a prior stay in SADF housing sector A. went on
to tell us that while it was not his want to become too involved in the personal affairs of other
inmates,
.As time passed, also learned that
brother died and that he ( ) was dealing with issues concerning the care of his (
niece.This information, however, came from source(s) other than

confrontational individual who had no problems with anyone.Toward the culmination of our

At approximately 0654 hours, we concluded our interview with

who had been identified as an SADF inmate being housed within the cell identified
by the characters D20 since August of 2020.Upon being questioned Salazar told us that he
had frequent contact with to whom he referred by the initials During our
interview, informed us that he knew as a module-mate during their stays in
sectors A and D.
. While the recent issues concerning his family
made intent on being released from custody, increasing the stress level of a normally
³stable´individual, .On the day prior
to our interview, however, r last saw seated in his cell.Upon viewing him,
noted that he seemed a bit ³off´After this sighting, never saw
again.Upon being asked, denied being able to see into prior to or at
the time of his demise, and knew nothing of any problems had with anyone inclusive
of detention staff or fellow inmates.
At approximately 0700 hours, we concluded our interview
At approximately 0702 hours, DA Inv. Brower and I conducted an interview with
who had been identified as an SADF inmate being housed within the same cell as
(D20) for the three (3) weeks prior to our interview.Upon being questioned
told us that he also had conversation based contact with , to whom he
referred by the initials As our conversation continued, told us that he knew
little about above his ( displeasure with the penalty issued as related to his
most recent legal violation

prior to, or at, the time of his demise as he ( was asleep at the time and only
alerted to the custodial staff activity in the module after being awakened by his

who had been identified as an SADF inmate being housed within the cell identified
by the characters D21 for the five (5) months prior to our interview.Upon being questioned,
told us that he was acquainted with to whom he referred by the initials
and spoke with him approximately once per week. Aside from membership in the
and the passing of two (2) relatives mother and brother), knew
little of life.During their brief encounters/conversations, the last of which occurred on

At approximately 0713 hours, DA Inv. Brower and I conducted an interview with
who had been identified as an SADF inmate being housed within the cell identified by
the characters D22 since February of 2020. Upon being questioned, told us that he
was not acquainted with the name of whom he knew to be ´and only spoke with
him in regard to phone usage. went on to tell us that he knew nothing of
lifestyle and was only made aware of his demise by the commotion occurring outside of his
cell at the time of discovery.Prior to the conclusion of his interview,
told us that his cell did not afford him visual access to the inside of cell, and
thus he witnessed none of the actions occurring inside of the cell.
At approximately 0715 hours, we concluded our interview with
At approximately 0715 hours, DA Inv. Brower and I conducted an interview with
who had been identified as an SADF inmate being housed within the same cell as
(D22) since 12/04/19. Upon being questioned, told us that he had a casual
acquaintance with to whom he referred by the nickname of ´due to
common/shared dayroom hours.During their infrequent discussions, learned a
smattering of information concerning past/family life inclusive of the passing of his
mother and brother.In regard to
possessed no knowledge. went on to tell
us that he knew of no problems had with anyone, neither custodial staff nor inmate.
Having no visual access to cell from his, was alerted to the emergency
involving death while inside his cell by the cries from the custodial staff member who
discovered (CO Fernandez) and the resultant commotion. Prior to this occurrence,
noted nothing out of the ordinary as related to nor his cell.
At approximately 0718 hours, we concluded our interview with

who had been identified as an SADF inmate being housed within the cell identified
by the characters D23 for the two (2) months prior to our interview. Upon being questioned,
told us that he was acquainted with , to whom he referred by the moniker of
´due to common/shared dayroom hours. told us that he possessed no
information in regard to having problems with anyone, neither custodial staff nor
inmates. Prior to the custodial staff activity as related to death, noted nothing
out of the ordinary.
At approximately 0721 hours, we concluded our interview with

(D23) for the approximate six (6) week time period prior to our interview. Upon
being questioned, told us that he was not well acquainted with , to whom he
referred by the moniker of and only exchange courteous greetings with him while the
two shared dayroom hours. As we discussed the most recent time that came in contact
with , he identified the time wherein he ( ) exchanged telephone usage with
In regard to any issues may have had at the time of his telephone usage as noted
above, possessed no information.He also described as a ³normal guy´who
normally kept to himself and .Prior to the commotion
