Rodriguez #2837 of the Santa Ana Police Department Homicide Unit called and notified me of an in-custody death at the Santa Ana City Jail. He requested I respond and assist with the investigation. 03:45 I arrived at my work station within the Homicide Unit. 05::12 Supervising District Attorney Investigator B. Tanner provided a briefing regarding the circumstances related to the in-custody death. The decedent was identified as who was an inmate from the Bureau of Prison and being housed at the Santa Ana City Jail. was the sole inmate inside the cell where he was located unresponsive. I was assigned to respond to Orange County Global Medical Center with District Attorney Investigator B. Correctional Supervisor C. Villa-Andrade escorted me to Module 3D by where was being housed. With me was Inspector Sergeant M. Macchiaroli #2704 from the Santa Ana Police Department Internal Affairs Unit. 05:46 We arrived at Module 3D and checked in with Officer K. Gray #3412 who was maintaining a crime scene personnel log. 05:47 Supervising District Attorney Investigator B. Tanner and Sergeant J. Garcia #3030 provided another briefing regarding the circumstances related to the in-custody death. Present were members of the Santa Ana Police Department Homicide Unit, Orange County District Attorney¶s Special Assignments Unit, Orange County Crime Lab, Correctional Officers and Supervisors from the Santa Ana City Jail, Inspectors from the Santa Ana Police Department Internal Affairs Unit, and Patrol Officers form the Santa Ana Police Department. 05:55 We were escorted to cell (D24) and viewed its current condition. There was no one inside at this time. I observed two blankets around the top metal bunk. Both were tied around the bunk with one being closer to the foot of the bed. We were informed was located at the foot of the bed between the bunk and the toilet. Refer to Detective Corporal M. Lemmon #31741 and CSI photographs for further details on its condition. 06:08 I cleared the scene and responded to Orange County Global Medical Center. 06:30 I arrived at Orange County Medical Center and checked in with Officer J. Martinez #3702 who was maintaining a crime scene personnel log within the Emergency Room. Along with him was Officer J. Castellanos #3080. was lying in ³Bed ´We maintained in the Emergency Room until members of the Orange County Crime Lab and Orange County Coroner¶s Officer arrived to process the scene. There were a total of 7 patient beds in the Emergency Room labeled #5-9. 06:49 While waiting for the assisting personnel, DA Investigator Sheldon interviewed RN who was the nurse who tended to when he arrived. Also present were Inspector Sergeant Macchiaroli and I. The interview was digitally recorded and retained by DA Investigator Sheldon. For details of the interview, refer to DA Investigator Sheldon¶s report documented under OCDA¶s Special Assignment case number SA 20-027. was the tending physician. His shift had ended and was not present to be interviewed. confirmed the time of death was at 02:15. 07:06 Forensic Specialist H. Peplowski #8975 arrived and took overall photographs of current condition. was lying on a gurney in a supine position and covered with a medical blanket. 07:20 Deputy Coroner A. Babcock #56 and Senior Deputy Coroner T. Martinez #8778 arrived at the Emergency Room. Santa Ana PD 2020-23197 Report by Garcia, Jim 2409 4 of 5 07:24 DA Investigator Sheldon provided a briefing on the circumstances surrounding the in-custody death and the initial investigation performed by jail personnel and patrol officers. 07:38 Deputy Coroner Babcock and Martinez initiated the processing of body. Babock removed the blanket and I was able to observe body. During the process, I observed numerous tattoos throughout body. Here were a few tattoos observed; ³Barbie´under the chin, ³Donna´on right chest, a swastika on the left chest, ³STICK´on his right fingers, and ³SICK´on his left fingers. I also observed healing bruises on the right side of the rib cage. Deputy Coroner Babcock was the lead coroner investigator. She relayed to us she did not see any obvious signs of injuries to . She did not feel any damage/injuries to his hyoid. His eyes had minor signs of petechiae. 08:04 hands were covered with brown paper bags and sealed by Deputy Coroner Babcock. jail issued pants, white t-shirt, and gray underwear were collected and retained by FS Specialist Peplowksi. 08:09 body was placed in a white body bag and sealed by Deputy Coroner Babcock. An identification tag was also placed on 08:17 t from Traditional Funeral Services arrived to transport to the Coroner¶s office. 08:20 left and the security of the scene at the emergency room was terminated. 08:40 At the request of Deputy Coroner T. Martinez, I escorted her and Deputy Coroner Babcock to the Santa Ana City Jail to view the cell where was located. We arrived in the sally port area and were met by Correctional Supervisor M. Rodriguez #2590. Martinez escorted us to cell. There were no other assisting personnel present at the time. 08:55 We concluded our contact at the Santa Ana City Jail.
