Police Department <br />www.santa-ana.org/pd <br />Item # 22 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />April 21, 2026 <br />TOPIC: Urban Area Security Initiative Grant Training Program Support Services <br />AGENDA TITLE <br />Agreement with California Governor’s Office of Emergency Services for Homeland <br />Security Training Program Support Services (Specification No. 26-037) (Non-General <br />Fund - UASI) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with California Governor’s Office <br />of Emergency Services (Cal OES), California Specialized Training Institute (CSTI) to <br />provide Homeland Security Training Program support services in an amount not to <br />exceed $249,500 for the period of April 21, 2026 through February 28, 2029 <br />(Agreement No. A-2026-XXX). <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />The United States Department of Homeland Security, Federal Emergency Management <br />Agency, has developed the Urban Areas Security Initiative (UASI), a funding program <br />designed to enhance the ability of major urban areas to prepare for and respond to <br />terrorism and other security threats. This initiative strengthens domestic preparedness <br />by ensuring that UASI funded training programs provide first responders with the <br />equipment and training they need to prevent, respond to, and recover from acts of <br />terrorism. <br />Designated as an Urban Area Core City since 2003, Santa Ana serves as the fiduciary <br />for the region for selected grant years, overseeing grant-funded projects, including the <br />procurement of training, exercises, and equipment for the 34 jurisdictions in Orange <br />County. <br />In an effort to address the unique needs of a high-density, high-threat urban area, the <br />Anaheim/Santa Ana Urban Area (ASAUA) allocates a set percentage of its annual grant <br />allocation to fund training for the Orange County region.
