Legal <br />notice published in the OC Reporter on April 10, 2026. <br />RECOMMENDED ACTION <br />Conduct a second reading and adopt an ordinance approving Amendment Application <br />No. 2026-02. <br />ORDINANCE NO. NS-3093 entitled AN ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA APPROVING AMENDMENT APPLICATION NO. 2026-02 <br />AMENDING THE ZONING FOR THE PROPERTIES LOCATED AT 2101 AND 2109 <br />EAST SANTA CLARA AVENUE (APNS: 396-261-26 AND 396-261-38) FROM GENERAL <br />AGRICULTURAL (A-1) TO ARTERIAL COMMERCIAL (C-5), read by title only and <br />waived further reading. <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />On April 7, 2026, City Council conducted a first reading of an ordinance, Amendment <br />Application No. 2026-02, to change the zoning district designation of two properties <br />located at 2101 and 2109 East Santa Clara Avenue from General Agricultural (A-1) to <br />Arterial Commercial (C-5). The ordinance was approved unanimously and requires a <br />second reading and adoption to become effective May 21, 2026. <br />A copy of the ordinance for second reading is attached to this Report as Exhibit 1. <br />ENVIRONMENTAL IMPACT <br />In accordance with the California Environmental Quality Act (CEQA) and the CEQA <br />Guidelines, the Project is not subject to additional environmental review pursuant to <br />CEQA Guidelines Section 15162, as it is within the scope of the 2022 City of Santa Ana
