BROWER Approved By: Date of Report: 11/05/2020 Date: 11/05/2020 Page 1 of 5 CASE NAME: CLASSIFICATION: CUSTODIAL RELATED DEATH TYPE: CANVASS INTERVIEWS AGENCY: SANTA ANA POLICE DEPARTMENT On Wednesday, November 4, 2020, at approximately 0248 hours, Orange County District Attorney (OCDA) Supervising Investigator STAN BERRY contacted me regarding a custodial related death involving the Santa Ana Police Department (SAPD). BERRY requested I respond to the SAPD to assist OCDA Supervising Investigator BRAD TANNER with the investigation. At approximately 0400 hours, I arrived and met with investigators from OCDA and SAPD along with personnel from the Orange County Crime Lab (OCCL) who were present to assist in the investigation. At approximately 0547 hours, SAPD Sergeant JASON GARCIA provided a briefing of the known circumstances surrounding the death of . After the briefing, TANNER requested SAPD Detective MATTHEW MCLEOD and I conduct a canvass interview with inmates housed at the Santa Ana Correctional Facility, Section D, Module 3. At approximately 0620 hours, MCLEOD and I conducted fourteen (14) audio digitally recorded interviews of inmates housed in Cells D17 through D23. He was unable to provide any information. Cell D17 had been housed in Cell D17 for approximately three (3) weeks. He had no interaction with and was unable to provide any information. Cell D18 had been housed in Cell D18 since August 2020. He had no interaction with d was unable to provide any information. Approximately two months ago, was moved to Sector D, Module 3, Cell D19. Approximately one month later, was transferred to Sector D, Module 3, Cell D24. He was well liked by inmates and had no known problems with the correctional staff. Cell D20 knew from when he was housed in Sector A; he said went by and was a “normal dude” who got along with everyone. had been in Sector D, Module 3, Cell D20 since August 2020. Two to three weeks ago, was transferred into Sector D and placed in Cell D24. SA 20-027 Investigator: C. He occasionally spoke with but had not spoken to him for a couple of days. He knew never spoke of suicide and got along well with inmates and staff. , Cell D21 had been housed in Cell D21 for five (5) months. He occasionally spoke to never spoke of suicide and seemed to get along well with inmates and staff. Cell D21 had been housed in Cell D21 since July 2020. knew of he knew he was upset over the death of family members, but had very little interaction with him. was unable to provide any further information. , Cell D22 had been housed in Cell D22 since February 2020.
