Re: Non Agenda Item — Noe Garcia vs SAPD
I wanted to add a comment with respect to Noe Garcia vs Santa Ana Police Department— my heart goes out to
all parties. Clearly, this incident which resulted in the death of Noe is heartbreaking.
Although I do understand that the facts surrounding this particular case is being handled by "internal affairs" -
which is the proper protocol - I would like to say that if this council has any power at all with S.A.P.D. please
ask and even insist that these officers are temporarily removed from the streets of Santa Ana and assign them
to work inside the precinct—away from the public.
Additionally, have them relinquish their weapons.
I say this for two reasons:
1. 17 Bullets should not have been fired — I did ride my bike to the place of this incident and the victim
was cornered in. Shooting him excessively makes no sense.
2. One of these officers killed another citizen shortly thereafter the Noe incident
This should worry all of us - are we safe from our own S.A.P.D.?
Its best served to appease the safety of the community and have these two police officers stay inside the
precinct and relinquish their weapons until the investigation is complete. This would give these grieving
families a little peace and quite frankly me as well.
From experience, I have not had a good relationship with S.A.P.D. with respects to my Willard Neighborhood
which I will address in a separate via but it is a far cry from my situation vs a resident being killed.
By no means am I an advocate for "defund the police" but we should not allow a few questionable officers
defame the integrity of our S.A.P.D. We can agree that there is always room for improvement and the

leadership team within S.A.P.D. should be taking ownership and responsibility of their unit— in particular the
two officers involved in this incident.

was encouraged to go to mass on Easter Sunday by the Lord. I watch "virtual
streaming of flock notes" sometimes. It was so crowded that I sat on the opposite side
of the church that I normally do. After mass, I made my way to the statue of Jesus that
always say prayers before leaving. I had an awareness of 4 different people. One that
touched the cross on the statue of Mary on the left side of the church, two that were
talking and said the word remnant, and the lady at the Jesus statue who told me that
she was from Pakistan. I talked to her and told her about a testimony of how and why
used this as a point of contact in prayer.
In addition I wanted to elaborate about the word "remnant" .A while back, I listened to a sermon By
Pope Leo. He expounded on how God always kept a remnant to use. The Holy Spirit
(Guidance). This is so serious as we all know. God's Wisdom is what we need.

1 was told at a religious conference 5 + years ago that Jesus wanted me to do writings.
I thought that they didn't know what they were talking about because 1 had been called
by my kids as "technologically impaired". I took many classes and wrote a book which
was published nearly 3 years ago.

I was 28 years old and pregnant with my second child. I had a harmful traumatic experience that
happened to me. Someone tried to rob me. The Holy Spirit spoke to me in my healing process that
the love of money is the root of evil. It was almost a "fatal blow". JesuE later gave me 2 words
that helped my healing process. One word was cracker. I pondered and pondered what this meant
for years.
We were in the military at that time and had weekend card games with 3 other couples. My favorite
snack to prepare were ritz crackers with mustard and melted cheese on top. Through the years; I still
made this snack and I made sure that my husband would get the last one. I always had that word on
my mind when I made those crackers.

This past Sunday, my husband and I were watching TV. He showed me a Dave Chappelle "clip" on
his phone to make me laugh. In that moment; I knew what Jesus was saying to me 42 years
before. That skit showed what was happening with the Trump administration/ICE / SAVE
America voting act.
This past weekend I spent 14 hours writing and sending information to all Senate members;
Republican and Democrats +. They need to know The Truth.

security bill their party negotiated with Democrats, a stunning turnaround less than 48
hours after it was released by Sen. James Lankford, R-Okla., and blessed by Senate
Minority Leader Mitch McConnell.
McConnell, R-Ky. — overruled by his Senate GOP members, House Speaker Mike
Johnson, R-La., and former President Donald Trum — conceded it has no path to
passage.

I saw excerpts from the movie "Till" on television. This young black male was killed for whistling at a
white woman at a store in Mississippi in 1955. He lived in Chicago and were visiting relatives in
Mississippi. He was free- spirited. Racism in the "deep south" didn't permit this kind of gesture from
Black people.
His mother spread the word about her son's appalling murder and explained her rationale to inspect
and display his body. She also detailed her encounters in Jim Crow Mississippi during the murder trial
and situated her son's story within a larger struggle for racial equality. His mom wanted "to let the
world see what is happening in the United States of America. "She ultimately determined that she
could have an even greater impact in the classroom, where she could teach generations of young
people.This is quite the reverse of what Republicans are doing now. They want to take books out of
schools that show evil deeds done in the past, true history.
The all white jury deliberated one hour and acquitted the murderers. Jurors said it would have taken
less time than that but they wanted to make it look good. They later admitted to the murder and
received $4 K for their story which was based on a lie from the woman who he whistled at True
justice would be ensuring that Till's family wants for nothing, and that nothing like this would
ever happen again. But this white supremacist system isn't interested in justice. Black children
keep dying, and we're forced to fight for them alone while the killers get paid to lie about what

The Save America Act is an expanded version of legislation that the House passed twice in as many
years. It failed to clear the Senate in both cases.

Every version of the SAVE Act has had a common throughline: Requiring Americans to provide
proof of citizenship when registering to vote in federal elections. For most people, this would likely
mean a passport or birth certificate.
While the bill lists other eligible documents that can prove citizenship, they may not meet the
measure's requirements, said Sean Morales-Doyle, director of the voting rights and elections program
at the Brennan Center for Justice.
One of those documents is an ID that is compliant with the provisions of the REAL ID Act of 2005 and
"indicates the applicant is a citizen of the United States."
REAL IDs are available to both citizens and noncitizens, Morales-Doyle said.
No one state's REAL ID explicitly marks citizenship status, nor do most state-issued driver's licenses.
The act also requires a government-issued photo ID to vote in person, and a copy of an eligible photo
ID both when requesting and submitting an absentee ballot.
There are other provisions in this latest iteration of the SAVE Act, such as requiring mail-in applicants
to provide proof of citizenship in person and mandating that states take steps to make sure only U.S.
citizens are registered to vote.
The bill would also add criminal penalties for any election official who registers an applicant who fails
to provide documentary proof of citizenship. Those penalties apply even if an individual is a U.S.
citizen, said Rachel Orey, director of the Bipartisan Policy Center's Elections Project.
This is one of the "most concerning gray areas" in the SAVE America Act because it gives "vague
discretion" to an election official who could face a criminal penalty, they said.
This "risks creating an environment where election officials are almost overly compliant, taking a very
hyper interpretation of the statute, which might mean that this process that is meant to be a fail-safe
doesn't actually operate like one in practice because election officials don't have the protection that
they would need to make that decision on a case-by-case basis," they said.
A second bill, called the Make Elections Great Again Act, also requires documentation of citizenship
to register to vote, along with photo ID provisions. But it also adds an array of other election changes,
such as banning universal voting by mail.
Orey said all of the bills under consideration are "unfunded mandates" that need time and resources
to implement. A one-year lead is the "optimal" amount of time for states to implement a new policy or

Lord spoke the word, "Marvelous" to me. Five seconds later someone on the show spoke this word.
I was in awe of the Glory of God so much that when they told me that my dad had passed away, I
didn't break down at all.That word carried me for a long time.He died in 2001 .
It was a few years later that I came across a newspaper heading that read "Marvelous
Mosaic". Instantly, I knew that there was a hidden meaning in this message.) took care of elderly
people in in an assisted living facility. Later that day, I took Lucy, my patient, out for a walk around
the grounds and came into the building in an entrance that I had never used before. On a bookcase
inside the building was a puzzle called, "Mosaic Puzzle". I told the Lord that he had my attention
even though I wasn't sure what he wanted to show me. For 3 weeks, everywhere I went I saw Mosaic
things. At yard sales, I saw different mosaic tables. One day on another case as a caregiver, I saw a
salon whose name was Mosaic Salon. This part of Spokane was new to me. I went and checked it
out looking for clues. Finally things quieted down and my quest of seeking Jesus in this settled. I'd

wait. Almost 2 months later reading the newspaper on the 2nd page, I came across this article which I
am enclosing you to see. The article concerns findings of the earliest proof of the Church of
Christ dating back to the 4th century AD. The most significant findings were remnants of Mosaics.
Jesus is Awesome. Praise His name! The tomb is empty and Our Savoir lives!
This holds a special meaning to me because I did newspaper routes as a second job for 11 years.

The Virgin Mary appeared to three children in Fatima, Portugal in 1917. She appeared one
time each month starting on May 13 and ending on October 13. Mary identified herself as Our

Post Falls, Idaho is about 13 miles from Spokane. It's on the border of Washington and Idaho. There

While politicians tout "Al innovation" as the next industrial revolution, the physical cost of that
revolution is being off loaded to vulnerable communities. Stargate is just one of many hyperscale
data centres springing up across the U.S., and it runs on a resource that is increasingly scarce:
fresh water. In fact, by 2030, Al data centers are projected to consume 7% of Texas's entire
water supply. That's not a side issue, it's a looming environmental catastrophe. Unlike fictions
like climate change, water shortages are real. People must drink to live!
The public is told these facilities are clean and futuristic. But behind the server racks and glowing
dashboards lies an outdated and wasteful system of water-based cooling, used to prevent Al
processors from overheating during continuous, large-scale computation. And while the tech
press fawns over performance benchmarks and generative breakthroughs, few ask the hard
question: at what cost?
Let's be clear: the people of Abilene didn't sign up for this. Their water system wasn't built to
feed a global digital leviathan. They're not reaping the profits. They're being told to cut back,

train chatbots, generate images, or simulate human speech.

I am writing to formally report a towing incident in Santa Ana that raises serious concerns regarding potential predatory
towing practices, lack of proper signage, and possible damage to my vehicle.
On 4/14/2026, at approximately 3:30-4pm, my vehicle (Testa Model Y AWD)was towed from a location near the
Santa Ana DMV. I was away for less than 20 minutes for a scheduled appointment and did not observe any clear or
visible signage indicating parking restrictions at that location.
The towing occurred within an extremely short time frame,which raises serious concerns about opportunistic or
predatory towing behavior.
More importantly, immediately after retrieving my vehicle, it began exhibiting abnormal issues that had never occurred
prior to the tow, including:
- Battery-related warning indicators
- Unusual noises during both acceleration and low-speed driving
- Potential malfunction of the AWD system
Given that Tesla AWD vehicles must be transported using a flatbed (all wheels off the ground),there is a strong
possibility that improper towing procedures were used.
Despite multiple attempts to contact the towing company involved (including Alberto's Towing and its affiliated partner
Hadley), I have received no response.This lack of communication and accountability is deeply concerning.
At this time, I am arranging a diagnostic inspection through a Tesla Service Center.The timing and nature of the issues
strongly suggest a possible connection between the towing process and the resulting damage.
I respectfully request that the City of Santa Ana:
1. Investigate the towing practices involved in this incident
2. Verify whether proper towing procedures and legal requirements were followed
3. Review whether adequate and visible signage was present at the location
4. Provide guidance on how to pursue accountability and compensation if violations are found

As our team begins discovery on the history regarding One Broadway Plaza, I want to go on record on two
changes to this development which was approved by the Planning Commission then approved by the City
Council.
In the original agreement, the developer Mike Harrah was to have the 37 Story project occupied with 50% of
Dunn and Bradstreet Grade B or better business prior to breaking ground. Additionally, it was agreed that
neighboring streets, in particular Washington Street, was to be repaired. As you know, neither agreement was
abided by nor has it come to fruition.
What is appalling is that in 2010 – 2011 the Planning Commission and ultimately you City Council allowed or
rather gave approval to the developer to begin the project without fulfilling the above-mentioned requirements.
Why?
To make matters worse in 2020 - during the COVID Pandemic – the Planning Commission and ultimately City
Council approved the change in scope of work which included the reduction of business occupancy and change
to residential occupancy. This brought substantial changes while the whole world was shutting down. There
were no “in person” council meetings and to be quite frank – people were dying.
I was still working for At&t and we were turning school gyms into mini hospital hubs. All hands on deck in
establishing switched ethernet services in rural California. Additionally, it was then that AT&T labs created
ZOOM. My focus was not on the One Broadway Project nor the focus of any other resident. This project should
not have been approved to move forward while the majority of the world was coming together to face COVID.

This is exactly why most lose faith in our elected/appointed officials. When we cast our vote and elect our
representatives – there is a level of trust. Once that trust is broken – it is extremely difficult to get it back. More
importantly, it should shed light on the character of this developer.

My name is Tom Lutz and my wife Nancy Lutz have lived in Washington Square (WS) since 1972 and
we are one of the founding members of the Washington Square Neighborhood Association (WSNA)
which was started in 1985 and we just celebrated our 40th Anniversary last July as one of the premier
neighborhoods in Santa Ana. There has been a vacant piece of property within the "Square" for
many years and over time the residents have discussed it becoming a Neighborhood Passive
Park. Having lived here for the past 54 years we have seen WSNA thrive and grow with now young
families moving in and starting families and a neighborhood park would be greatly used.
A passive park has come to the top our the neighborhoods wish list and Chairwoman Nina Jirik has
worked the last three years building overwhelming support from residents, attending Parks & Rec
meetings as well as council meetings expressing the interest in a park where residents can gather
and children play. In her efforts she had found a WSNA Park would support the City's Parks Master
Plan for well over 2,000 + WSNA residents.
We understand the property owner is willing to sell and have learned they may have dropped their
asking price. As a long time WS resident and former Council Member, Mayor Pro-Tem and Planning
Commissioner I encourage you to support funding the resources for a Passive Park in Washington
Square in the '26 '27 budget coming before you.
