At approximately 1501 hours I was dispatched to the area of Main / Chestnut to assist on scene in an officer involved shooting. I arrive on scene at approximately 1504 hours. I entered the perimeter at 1507 hours. On arrival I contacted Sgt. R. Shinn #2386. Sgt. Shinn instructed me to relieve Officer S. Lopez #3230 who was standing by with witnesses at "The Mill Bakery" located at 312 S. Main. At approxii'nately 1710 hours I cleared the scene after being authorized by Sgt. J. Smith #1998. Main Street to assist officers with a crime scene. I arived at the scene and saw Officer Sontag and Officer Greaver present. Officer Greaver had cordoned off the area with crime scene tape and Officer Sontag was talking to a male (later identified Alberto Mendoza). Officer Sontag requested I canvas the neighborhood for any possible witnesses. I spoke with a female who resides at told me she witnessed the incident of Cypress Street and incident occurred, said she was inside her room when she heard people arguing in the parking lot of 815 S. Main Street. Several minutes later she heard one gunshot coming from the parking lot. looked outside her bedroom window and saw two Hispanic males wrestling near the block wall next to her bedroom window. She looked outside her bedroom window approximately 30 seconds later and both males were gone. said after two minutes she walked outside her front door and saw Mendozo standing in her front yard. Mendoza asked her if she could call the police because someone tried to kill him. A told Mendoza she had already called the police and stood by with him until the police arrived. said she would be able to identify the other male if she saw him again. She could only describe him as a Hispanic, male, 30's wearing a red jacket. I did not locate any additional witnesses at the scene. I cleared the scene at approximately 1359 hours. Juarez #2983 ASSiSt SAPD Narrative: On3-11-15atl259hours,Irespondedtoassistonanofficerinvolvedshootingat300S.MainSt. I arrived at 1313 hours and parked on Main St. at Chestnut and parked my unit facing east on the north side of the intersection to block northbound vehicle traffic. I spoke with Sgt. Shin and he asked me to canvass the businesses on the west side of Main St. starting at Murray's Hardware store located at 210 S. Main St. -I contacted- employee at-the-Murray's Hard-ware-S-tore':-He-to-l-d-me-he did-not- see - the shooting because he asked cristomers and employees to get inside the store fearing something might occur. He stated while he was inside he heard something hit the building. He eventually checked to make sure it was safe to come out and he checked the building. stated he saw what appeared to be a bullet hole on an aluminum frame of the front window of the store just north of the front door. I looked at the hole and it appeared to be an entry and no exit was located. There are no cameras on the exterior of this business. Yellow police tape was placed around the possible bullet hole location. It should be noted that does not remember if the hole was already there or not. I advised Sgt. Shin about the bullet hole and he instructed me to tell Forensic Specialist Clyde. Clyde then took photographs of the hole in the aluminum frame. I also checked with staff and customers at the Botanica Santa Isabel located at 220 S. Main St. This business has on exterior camera that points downward in a northeast direction toward the sidewalk and not in the direction of the shooting. No one at the location stated they observed the incident. I then checked with the staff and customers of Acapulco Travel located at 222 S. Main St. They did not see the incident and stated they did not have any exterior cameras. I was also advised that the interior cameras only record the interior of the business. I stopped my canvassing because the other business' on the west side of the street between Pine and Chestnut were already contacted by another officer per Sgt. Witness Statements I contacted in front of 814 S. Cypress St. stated he lives in apaitment of 814 S. Cypress Ave. apartment is upstairs and consists of a balcony on the east side of the building, whicli faces out toward Cypress. The apartment is approximately 30-40 feet north of the parking lot. said he was inside liis apaitment wlien lie l'ieard two males arguing somewliere south of liis apartment complex. Sliortly after tliey staited arguing, heard a single gunsliot coming from the same area wliere lie heard tlie arguing. exited liis apartment onto his balcony and liad a clear view of the parking lot. observed a male (Victim) subject "Struggling" with other male (Suspect) wl'io was liolding a gun. The victim was standing beliind tlie suspect, witli his arms wrapped around the suspect. Tlie suspect was holding the gun in his riglit liand and waving it aroru'id. They both staggered toward the soutli block wall of the parking lot. Tl"ie victim contimied to struggle with the suspect up against the block wall. Tl'ie victim was yelling, "Help, he l'ias a gun." Tlie victim let go of tlie suspect and ran east, out of the parking lot. Tlie suspect held the gun up, pointing it at tl'ie victim as lie ran. The victim ducked beliind a red car parked along tlie west curb on Cypress, just soritl'i of apaitment complex. I responded to the report of a shooting at 819 S. Cypress Street. As I was driving to this location, I heard there was a possible suspect vehicle stopped at 300 S. Main Street. Upon my arrival 1259 hours, I assisted with blocking westbound traffic on Walnut Street at Cypress Street. Upon hearing that there was an officer involved shooting, I proceeded towards Main Street and assisted with setting up a crime scene perimeter using crime scene tape. At 1411 hours I returned to the scene at 300 S. Mains Street. At 1416 hours, I assisted with transporting a witness, to the police station. At 1448 hours, I was advised by Sergeant D. Humpreys to respond to 819 S. Cypress Street and assist as needed. I helped to canvass the parking lot of the business located directly across the street from 819 S. Cypress Street. I responded to the report of a shooting at 819 S. Cypress Street. As I was driving to this location, I heard there was a possible suspect vehicle stopped at 300 S. Main Street. Upon my arrival 1259 hours, I assisted with blocking westbound traffic on Walnut Street at Cypress Street. Upon hearing that there was an officer involved shooting, I proceeded towards Main Street and assisted with setting up a crime scene perimeter using crime scene tape. At 1411 hours I returned to the scene at 300 S. Mains Street. At 1416 hours, I assisted with transporting a witness, to the police station. At 1448 hours, I was advised by Sergeant D. The officers who were conducting a felony car stop :quested additional officers close down the surrounding cross streets. I arrived on scene at 1257 hours, and closed down Pine st., east of Main St. I was positioned approximately 100 feet east of Main St. and did not have a view of the felony car stop, which was in progress in the nortlibound lanes of Main st., south of Pine St. A two-story apartment building located at the soutlieast corner of Main and Pine Streets blocked my view. As I was diverting westbound traffic, I suddenly heard several shots fired from the area of Main St. followed by a radio transmission advising of Code 998, which indicated that an officer involved shooting had just occurred. Shortly after, I began placing yellow police tape across Pine st., establishing the east side of the perimeter. I also helped place yellow police tape across the self-serve car wash Iocated at the northeast corner of Main and Pine Streets and westbound across Main st., it.orth of Pine St. I remained on scene until I was released at 1334 hours. The interview was in regards to an officer involved shooting which occurred on March ll'h, 2015, in which Officer Sweet was involved in. Officer Sweet stated on the day of the incident he was working uniformed patrol, driving a marked black and white patrol vehicle. Officer Sweet also stated he was working with a partner, Reserve Officer DeMarco. Office Sweet was the driver and Officer De Demarco was the passenger. Officer Sweet monitored a radio call of a shooting call in the 800 block of south Cypress Avenue. Officer Sweet responded from the area of 15' Street and Bristol Street. The suspect vehicle description was given as a white Toyota pickup truck. While responding to the call he monitors another radio broadcast from Officer David Garcia, stating he had located the suspect vehicle and was following north on Main Street. Officer Sweet drove to Officer Garcia and followed behind him. The suspect vehicle abruptly stopped in the northbound lanes of 400 S. Main Street, at which point a high risk vehicle stop was conducted. Officer Sweet stated that his position during the incident was at the driver's side of his vehicle, taking a position behind his opened driver's door. Upon additional units arriving to the location, the officers began to order the suspect out of the vehicle. Officer Sweet described the suspect "didn't say a word". Officer Sweet further described that as the shot sounded, Officer Sweet believed the suspect went unconscious, simultaneously the car engine revved up. After the shot, Officer Sweet could see the suspect was still conscious and moving about. At about this time, the car engine stopped revving and returned to an idle. Officer Sweet and other officers formed a team to approach the passenger side of the vehicle. As they approached, the suspect turned towards the direction of the officers and placed the gun down, at which point he produced a cellphone. Officer Sweet observed the suspect to be bleeding around the cheek area. The team of officers retreated back to their original positions. The suspect then engaged in a conversation with an rinknown person on the phone. Officer Sweet estimated the phone conversation took approximately 90 seconds. Officer Sweet stated all the vehicle windows appeared to be in the closed position. Also during this time, Officer Garcia continued to give verbal cornrnands in Spanish and English. The suspect put down the cellphone and appeared to be gathering himself. The suspect then picked the gun back up, opened the driver's door, kicking it open and exited the vehicle with gun in his right hand. Officer Sweet described the manner in which the suspect exited the vehicle as confidently. At this time, several officers yelled "Grin". Upon seeing the suspect armed with the gun, Officer Sweet believed that the suspect was going to shoot at him and/or other officers, endangering nearby citizens. Officer Sweet discharged his duty pistol a Glock 22,.40 caliber, semi-arito pistol. Officer Sweet recalls firing three shots at the suspect. After firing his shots, the suspect immediately fell to the ground, landing on his side and face area. At this point the suspect appeared to be incapacitated. Shortly after the suspect was down on the ground, Sgt Humphries approached the suspect utilizing a ballistic shield for protection. Other officers trailed behind Sgt Humphries and confirmed the suspect was incapacitated. Officer Sweet was not injured in the incident and he did not have physical contact with the suspect. Additionally, at no time during this incident did the suspect attempt or make any type of verbal or non-verbal communications with officers. Investigator Smith displayed an overview photo depicting the location of police vehicles and the suspect --Gehicle-.-Office:r Sweet-atte-mpteJ- to i tify his patrol vehicle and its placement at the time of the shooting. Also, at the request of Investigator Smith, Officer explained protocol for an enforcement vehicle stop commonly referred to as a "routine traffic stop" versus the protocol for conducting a high- risk vehicle stop, commonly referred to as a "felony stop". Also at the time of the shooting, Officer Sweet was unaware that a total of (5) Santa Ana Police Officer discharged their weapons. He later learned this fact during the subsequent investigation. Officer Sweet agreed the only prior knowledge he had of the incident, was that he was responding to Felony Crime, which just occurred, where the suspect was believed to be armed with a firearm and fleeing the scene. Officer Sweet also stated in his 28 years of experience, that most officer involved shootings occur within only a few seconds. Officer Sweet also stated that in his experience a compliant suspect will follow verbal commands verbatim, including the command of discarding the firearm, prior to exiting the vehicle. He further described, it is not normal behavior for a compliant suspect to exit the vehicle with a gun in hand. When asked, Officer Sweet stated he was not provided an opportunity to view any of the video surveillance footage of the incident, prior to this interview. Smith and I interviewed Santa Ana Police Officer David Garcia #3231, at the Santa Ana Police Department. Also present in the interview was Attorney Corey Glave. The interview was conducted on the third floor of the Police Department Internal Affairs Office. This is a summary of the interview. For further details refer to OCDA report and audio recording for details under Case #15-005. Officer D. Garcia has been a police officer for approximately 5 years and is currently assigned to Directed Patrol Special Enforcement Team. On the date of March 11, 2015 the day of the OIS, he was working in a marked Santa Ana Police Department vehicle wearing jeans and a polo shirt as his Santa Ana Police Department uniform. Officer Garcia was carrying a 40 caliber Glock handgun with a mounted light. Officer D. Garcia was riding in a two man unit with his partner Officer Nicole Quijas. Officer N. Garcia " He said the subject continued to sqrieeze the trigger, but based on his experience the subject had a malfiu'iction or he ran out of rounds. Officer D. Garcia sees him bring the gun down and he appeared to be angry. Officer D. Garcia sees the subject rack the gun, smacks the magazine and does the sign of the cross again Officer D. Garcia tells him both in English and Spanish, Officer D. Garcia said the subject was not listening to him and he was cornrnitted to do what he was going to do. Officer D. Garcia observes the subject get the plione and put it up to his ear and then he puts it down. He then observes the subject squeeze the trigger and a shot goes off. Immediately after that, he hears the reeving of the engine. his foot was resting on the gas pedal. At this time he requested a shield and some officers. Officer D. Garcia said he stepped inside his vehicle to elevate himself to get a better view inside the ttuck and he noticed the subject was not dead and he was moving. Officer D. Garcia said the subject was bringing his head up while holding the gun in his left hand. He advises the officers to stop becarise he was still alive and the engine stops reeving. Garcia then observed the subject reaching with his right hand prishing the door open. He observes the subject holding the cell phone with his right hand and the hand gun in his left hand. He observes the subject push the door open and come out in a crouched position. The suspect sqriares off at this point standing up holding the handgun with his left hand and the cell phone on his right hand. Officer D. Garcia yells gun several times. He tells the subject to drop the gun and don't do it but the suspect to present the gun towards them as a threat. At this time based on the initial call where the srispect shot at someone, the fact he was ignoring the cornrnands to drop the gun and now that he is outside the vehicle and continuing to ignore the commands to drop the gun, Officer D. Fulcher and I conducted an interview with This interview was conducted, in Spanish, within the business located at 312 S. Main Street (The Mill Bakery) and audio-recorded by DA Inv. Fulcher. Subsequent to the interview, DA Inv. Fulcher retained custody of said recording. Below is a synopsis of the interview conducted with Ascencio. For complete details in regard to statements, please see DA Inv. Fulcher's report and the above indicated recording. At the beginning of the interview we introduced ourselves to nd obtained his personal information as listed above. We then asked him to provide any and all infornnation he held in regard to the OIS we were investigating. In response, told us the following. It should be noted that at the time of our interview Osorio's vehicle was stopped in the northbound lanes of 200 S. Main Street, facing north, and positioned just north of the building within which we conducted our interview. identified himself as the of The Mill Bakery. He then told us that immediately prior to the shooting he was in the rear/kitchen area of the business. While there, he was alerted to a commotion/police activity occuring in front of the business. When he responded to the front of the bakery, he saw "the white truck" stopped on the street with several police officers (five (5) to six (6) in number) standing behind it. These officers, in addition, were standing outside of their respective police cars and pointing their weapons at this vehicle. As made these statements, he gesticulated toward ihefrontofthelocationandindicatedthattheyehiclewasstillpar-ked-ther-e. B-ythis motion, and vehicle description, I understood him to be speaking of Osorio's pick-up. Upon ariving to the dining/sales area of the bakery, and noting the police activity, directed his staff to close the front door. As he continued to view the activity, for a period of approximately ten (10) minutes, saw that an occupant of the vehicle was preparing to exit. From his vantage point, however, could not ascertain exactly what this person was doing while seated inside of the pick-up. He did not, however, relate this inability to see directly to the window tint of the vehicle as the coloring was only half-way dark. As the person described above subsequently exited the vehicle, could see that he was covered in blood especially in the area of his face. He also described this person as being of his approximately height (5 1/2 feet tall), of medium build, light brown to medium brown skin complexion and dressed in a red shirt. By this description, I believed to be speaking of Osorio. As Osorio continued to exit the vehicle, could see that he had a black medium size framed pistol in his hands. While making this statement made the hand gesture as if holding a gun with both hands. further indicated that Osorio was pointing the weapon at the ground after exiting his truck. When asked to approximate the number of shots fired by the officers, stated that he heard three (3). After the shooting, the officers on scene approached Osorio, removed the weapon from his hand/possession, and rolled him over. Soon after this activity, the paramedics arrived and treated Osorio on scene. Cypress/Main Street in the city of Santa Ana, CA. Main Street. During investigation into this OIS, was identified as a witness. At approximately 1547 hours, QC DA Investigator D. Fulcher and I conducted an interview with This interview was conducted within the business located at 312 S. Main Street (The Mill Bakery) and audio-recorded by DA Inv. Fulcher. Subsequent to the interview, DA Inv. Fulcher retained custody of said recording. Below is a synopsis of the interview conducted with For complete details in regard to statements, please see DA Inv. Fulcher's report and the above indicated recording. At the beginning of the interview we introduced ourselves to and obtained his personal information as listed above. We then asked him to provide any and all information he held in regard to the OIS we were investigating. In response, told us the following. It should be noted that at the time of our interview Osorio's vehicle was stopped in the northbound lanes of 200 S, Main Street, facing north, and positioned just north of the building within which we conducted our interview. told us that he had been working at The Mill Bakery for approximately one (1) month and, on the date of the OIS, started his shift, inclusive of maintenance and cleaning duties, at approximately 0900 hours. Between the 1200 hours and 1300 hours, he was in the front of the bakery positioned between the service counter and dining area. From his vantage point he had a clear view through the front window of the establishment. While looking tmough said window, saw a white truck stop in the street: Main Street. As he relayed this information, motioned toward the front of the Mill Bakery. By mention of this vehicle, I inferred that was speaking of Osorio's pick-up truck. As the vehicle sto a dit. A s he continued viewing the activity, heard the sound of voice yelling at the occupant of this truck. He further indicated that these voices were emanating from the police. When asked to elaborate on the statements made by the officers, told us that he could not be more specific as his hearing was impaired due to the door to the business being closed. After a short while, saw a male Hispanic wearing a red sweater exit the aforementioned truck. He also described this person as having blood on his forehead and being unsteadily balanced in his stance, appearing "Dizzy." By mention of this person, I believed to be speaking of Osorio. further indicated that he had a full view of Osorio's person as he (Osorio) initially faced the front of the bakery upon exiting his vehicle. Soon after Osorio exited his vehicle, heard at least three (3) officers yelling at him in English. When asked what these officers were yelling, stated that he heard them making statements consistent with, "Don't do it!" These officers were making these commands for approximately two (2) to three (3) minutes. During this portion of our interview, also mentioned that as Osorio exited his vehicle he held a Gray colored handgun in his left hand. At this time, heard multiple (approximately eight (8)) gunshots and saw Osorio being shot several times, with bullets flying through his sweater. After being struck by the gunfire, Osorio fell to his laiees and then fell forward to the ground. After Osorio was lying in a prone position, saw the police approach and handcuff him. While he did not see the officers shooting, due to his attention being focused on Osorio, estimated the numbers of officers involved in the OIS to be approximately eight (8) and approximated their distance from Osorio to be one car length. As we discussed observations of Osorio while inside of his vehicle, he told us that he could only see Osorio's head while seated there. While viewing him in this position, saw that Osorio appeared to be using a cellular phone, as mentioned above, as if speaking with someone. This he could see quite clearly due to the fact that Osorio's vehicle window was rolled down at the time. also saw Osorio chamber a round in what appeared to be a handgun while in the vehicle; and, soon after doing so, heard one (l) gunshot emanate from inside the truck. While doing so, and monitoring the department radio on my desk, I heard radio transmission in regard to an Attempt-Murder suspect being detained/contacted by police. At this time I heard an u nla'iown officer broadcast that an Officer Involved Shooting had occurred. The area of the Attempted Murder was reported to be at/around 815 S. Main Street and the location of the OIS was reported to be in the area of 200 S. Main Street. 1405 Hours: I attended an OIS briefing in the SAPD Crimes Against Persons (CAP) Section as conducted by Detective Sgt. G. Serrano #2338. Also in attendance at this meeting were Detective Cpl. L. Rodriguez #2408, Detective C. Elms #2616, Detective J. Garcia #2409, Detective F, Gomez #2706, Detective P. McClaskey #3 110, Detective M. Judson #2334, Detective G. Moroyoqui #2626, Detective C. Achziger #2978, Detective Cpl. R. Diaz #2567, Detective E. Lopez #2456, Detective S. Beatley #3 176 and Detective E. Nunez #2564: The SAPD Case Agent. During this briefing, critical information in regard to the OIS was disseminated to the aforementioned detective personnel. At the conclusion of the briefing I was assigned the task of conducting witness interviews as partnered with OC DA Investigator D. Fulcher. 1420-Ho I left the SAPD station and proceeded to the OIS scene located as mentioned above. 1430 Hours: I arrived at the OIS scene and checked in with SAPD Patrol Division Officer E. Martinez #3349. 1513 Hours: I attended an on-scene briefing as conducted by SAPD Patrol Division Sgt. J. Smith #1998. During this briefing additional information critical to the above indicated Attempted Murder and subsequent OIS was disseminated to the above indicated SAPD Detective personnel and members of the Orange County District Attorney's Office who were in attendance. This information included such factors as the victim/suspect/suspect- vehicle information involved in the Attempted Murder investigation. The victim of this crime was later identified Alberto Mendoza-Hernandez. The suspect vehicle involved in the crime matched the description of the vehicle involved in the OIS (the White 2005 Toyota Tacoma bearing the California license plate assigned number and the suspect matched the description of the suspect involved in the OIS: Benito Osorio. At 1324 hours, after being treated by paramedics on scene, Osorio was pronounced deceased. 1530 Hours: I conducted a walk-through of the OIS scene. Smith and I interviewed Santa Ana Police Officer Nicole Quijas #2958, at the Santa Aria Police Department. Also present in the interview was Attorney Corey Glave. The interview was conducted on the third floor of the Santa Aria Police Department Internal Affairs Office. This is a summary of the interview and for further details refer to OCDA report and audio recording under Case #15-005. Officer N. Quijas has been a police officer for approximately 10 years and is currently assigned to a Directed Patrol, Special Enforcement Team. On the date of March 11, 2015 the day of the Officer Involved Shooting she was working in a marked Santa Ana Police Department vehicle wearing jeans and a Polo shirt as her Santa Ana Police Department uniform. Officer Quijas was carrying a 40 caliber Glock handgun. Officer N. Quijas was riding in a two man unit with her partner Officer David Garcia. Officer N. Quijas was the driver and Officer D. Garcia was the passenger. At this time Investigator R. Quijas a picture of the scene in order to point out the police vehicle she was riding in at the time of the incident. The following is a summary of the incident. Officer N. Quijas told us they were in the northeast portion of the city when a call came out of a shooting that just occurred. Officer N. Quijas stated the information by dispatch was very detailed. As they were driving towards the area they began receiving information via police radio regarding the suspect and the suspect vehicle. Officer N. Quijas remembers hearing that the shooting occurred on Bishop or Chestnut. They stated the suspect was wearing a red sweater driving a white truck. Officer N. Quijas said as they continued driving to the location she heard an officer over the radio say he had the suspect vehicle. Officer N. Quijas said she turned on Main Street heading southbound and at this time saw the motor officer behind the white truck. Officer N. Quijas said as she continued driving sorithbound she looked to her left and saw the red sweat shirt and her partner also made the comment. Officer N. Quijas said they made a U-turn and they got behind the vehicle at which time they are now facing northborind. Officer N. Quijas said they assumed the primary position behind the truck. They activated their lights and the vehicle stopped. At this time they knew they had a suspect who had shot at someone not knowing if someone was hit. At this time she began to give verbal commands to the driver to tiirn the car off, let me see your hands but he was not responding. She said her partner Officer D. Garcia who is a fluent Spanish speaker took over the verbal corniuands, but the subject was not responding. Officer N. Quijas said she saw the subject get a silver semi-automatic handgun and saw the subject rack the gun to chamber a round. They continue to give him comi'nands, but he was not following the commands. Officer N. Quijas saw the subject bring the gun up to his chin while her partner continued giving commands. Officer N. Quijas said the subject fired one rorind hitting himself somewhere in the face. After he shot liimself they heard the engine reeve as if his foot was on the gas pedal. Officer N. Quijas said within a few minutes the engine stops reeving and she figures the subject is not dead. She observes the subject lean back on the seat. Officer N. Quijas observed the suspect wipe the blood off his face as Officer D. Garcia continued to give him commands and asking him to exit the vehicle, which he did. When the suspect exit the vehicle he was facing north bound then he turned his body facing south bound towards them. Officer N. Quijas said as he turned towards them she was able to see he still had thegun in his hand-and Officer-D.-Garcia-cont-inued-to-giyecornrnands.-She-bel-igved-thei-subject-was going to put the weapon down and surrender, but instead he stood rip from a crouch position with the weapon in his left hand and pointed it at them. Officer N. Quijas said at this time she fired two rounds in the subject's direction. Investigator R. Smith asked Officer N. Quijas if she saw the subject do anything else after he wiped the blood from his face and she said, "Yes." It looked like the subject was trying to make a phone call. She said she saw him with the phone in his hand. Officer N. Quijas was ttaying to see if it was a gun or the phone she believed the phone was white in color. Officer N. Quijas was able to identify the object as the phone. She said when the subject stepped out of the vehicle he had the gru'i in his left hand. She said the subject was hunched down and the gun was at thigh level at first. Officer N. Quijas said the subject stood up and pointed the gun towards their direction. Investigator R. Smith asked Officer N. Quijas if when the subject stood up was she able to clearly see him armed with the gun and she said, "Yes." Investigator R. Smith asked Officer N. Quijas if he dropped the gun and she said, "No." Investigator R. Smith asked Officer N. Quijas if he began to raise it and she said, "Yes." Investigator R. Smith asked Officer N. Quijas why she shot. Officer N. Quijas said she shot because she had information he had committed a shooting, based on the information provided, multiple callers they had received and based on her experience this was something serious. Officer N. Quijas said he then also tried to kill himself. Officer N. Quijas described this as almost being text book suicide by cop. Officer N. Quijas explained that this subject was determined to do anything to die on that day. Officer N. Quijas believed that by him pointing the gun towards them he would fire rounds in order for us to kill him. Officer N. Quijas said her partner would have been in his line of fire plus pedestrians in the area. Officer N.
