On Wednesday, March 18, 2015, I conducted an audio digital recorded interview of
Orange County Fire Authority (OCFA) Firefighter/Paramedic regarding the
officer involved shooting of BENITO OSORIO in the city of Santa Ana. The following is a
summary of the telephonic interview:
On March 11, 2015, was assigned to OCFA Station 75, located at 120 West
Walnut Street, in the city of Santa Ana. He was working on “C” shift as a Firefighter/Paramedic
on Engine 75. had been a Fire Fighter for approximately 7 years and a paramedic for 1
year, and was due to recertify his paramedic certification on April 31, 2015.
At approximately 1258 hours, the following personnel were assigned to Engine 75 and
were dispatched to a shooting victim at the intersection of Main Street and Pine Street, in the
city of Santa Ana:
• Captain/Paramedic
• Firefighter/Paramedic
• Engineer
• Firefighter

At approximately 1300 hours, Engine 75 arrived on scene. Upon arrival,
observed that OCFA Truck 75 was already on scene, and appeared to be assessing OSORIO.
was directed to OSORIO by personnel from Truck 75.
observed OSORIO lying face down on the driver side of a white truck. When
reached OSORIO and began to assess him, SARABIA observed a gun on the ground
near the left rear tire of the truck. There was also a large amount of blood under OSORIO.
found that OSORIO had no mechanical pulse and was in full arrest. OSORIO
was found to be breathing. OSORIO’s breathing was measured at eight (8) to ten (10) breaths
which is below normal.
indicated treatment of OSORIO included providing oxygen through a valve bag
mask to assist in OSORIO’s breathing. An intravenous (IV) access for hypovolemia was
attempted on OSORIO’s left arm, but was unsuccessful. An interosseous (IO) line was
established successfully in the left leg to administer 100ml normal saline. An occlusive dressing
was applied to OSORIO’s chest to address apparent gunshot wounds. A needle thoracotomy
was conducted on OSORIO’s right side chest. Three (3) doses of epinephrine were administered
to OSORIO, each dosage contained one (1) milligram.
At approximately 1311 hours, OSORIO was transported via Care Ambulance to Western
Medical Center-Santa Ana, located at 1001 North Tustin Avenue, Santa Ana. and
continued care of OSORIO during transport that included cardio pulmonary resuscitation.
OSORIO was unconscious during all treatment and made no statements.
At approximately 1317 hours, OSORIO arrived at Western Medical Center-Santa Ana.
relinquished OSORIO’s care to emergency room personnel.
