On March 11, 2015, was asleep in his bedroom when his aunt, woke him to let him know there was police activity in front of their apartment. went to the window facing west onto Main Street and looked out. He saw approximately 7 to 8 police vehicles directly in front of his apartment, facing north. There was a white pick-up truck stopped approximately 15 feet in front of the police vehicles. There were numerous officers yelling commands in both English and Spanish to the occupant of the pick-up truck. began recording the incident on his cellular telephone. recorded approximately 4 to 5 minutes of the incident before he turned it off. ORANGE COUNTY DISTRICT ATTORNEY’S OFFICE BUREAU OF INVESTIGATION INTERVIEW REPORT S.A. 15-005 Investigator: SUSAN FRAZIER Approved By: Date of Report: 06/22/2015 Date: 07/14/2015 Page 2 of 2 During the recording, you can hear and see numerous police officers yelling commands for the subject to drop the weapon and approximately 1 minute into the recording you can hear what sounded like a gunshot coming from inside the vehicle. was concerned for his young niece and nephew so he moved them back to the rear of the apartment and stopped the recording. went back to the window that faced west onto Main Street and almost immediately, the subject opened the driver’s side door, which was on the opposite side of view, and stepped out. was only able to see the top of the subject’s head as he exited on the west side of the vehicle, and did not see the subject’s hands. Officers continued to yell commands to drop the weapon and raise his hands. A few seconds after the subject exited the truck, the police officers began firing their weapons. saw the subject drop on the other side of the truck and he never saw him again. Shortly thereafter the paramedics arrived. posted his video on his Facebook page and the Orange County Register asked his permission to post his video on their website. deleted the original video from his cellular telephone; however we were able to obtain it from Facebook.
