Narrative: Narrative
On 12/01/2024, at approximately 1733 hours, I was assigned to work a special detail in the Civic Center area. At that
time, I overheard Down Town Santa Ana officers broadcast over the radio they were involved in a shooting in the area
of 100 N. Broadway. I responded to their location within seconds at 1733 hours.
Once on -scene, I observed the suspect lying on the west sidewalk of 100 N. Broadway against a cement cove. I
began to coordinate with arriving officers to take the suspect into custody. This involved assigning roles within the
arrest team. Within moments of being on scene, I was relieved by Sgt. B. Poling who assumed coordination of the
arrest effort. I then assisted with the perimeter and containment of the immediate area.
I further assisted with the north perimeter by placing officers in critical areas as well as relieving any dayshift officers
as necessary. Lastly, I assisted the scene supervisor, Sgt. Barragan with any needed duties/ information.
I did not contact any witnesses or interview any other persons.
I remained on-scene until I was relieved at approximately 2108 hours.

On 12/1/24, at approximately 1733 hours, I, Officer Esquerra #3454, was working uniformed patrol in a marked black
and white police K9 Unit for the City of Santa Ana Police Department. On the above date and time, I responded to the
area of 2nd Street and Broadway reference an officer involved shooting.
Upon my arrival, I observed the suspect lying on the west sidewalk of Broadway just south of the Casa Linda
Furniture located at 116 N. Broadway. Officers on scene advised the suspect was lying on top of a firearm.
Announcements were given to the suspect but he did not comply. After additional announcements and two 40
millimeters deployments, an arrest / contact team was formulated. I was assigned as the K9 with my K9 Baldur.
After the suspect was taken into custody, I assisted officers with evidence and scene security. I was cleared from the
scene by Sergeant Barrigan at approximately 1810 hours.

On 12-1-2024, at approx. 1735 hours Cpl. Chitjian and I were s/b Freeman Street at 15th in a marked black-white
police vehicle. We were both in full marked uniforms, that identified us as Santa Ana Police Officers. As we were s/b
on Freeman, a 998 (Officer Involved Shooting) call was put out over the police radio.
I activated our overhead emergency lights/siren and drove to the 200 Block of N Broadway Street, City of Santa Ana,
County of Orange. Upon arrival I assisted with securing the scene. I stood by until I was released at 2108 hours.

On December 1, 2024, at approximately 1732 Hours, Officer Valdenor and I were dispatched to assist fellow officers
in an officer involved shooting incident that occurred in the area of 200 N Broadway Street Santa Ana, California
county of Orange. We arrived on scene at 1736 hours. My BWC was activated.
Upon arriving on scene, I assisted by establishing a perimeter by putting up yellow caution tape in the area of 300 N
Broadway Street. At approximately 1819 hours, I contacted Officer Carillo the scene scribe and advised him I was
clearing the scene.
This concluded my involvement in this incident.

On 12/01/24, Officer Cortina and I were working a two manned patrol function in a marked police vehicle. At
approximately 1732 hours, we responded to the intersection of Broadway and 2nd Street to assist officers who were
involved in a shooting. Upon our arrival, there were several other Santa Ana Police Department (SAPD) Officers
present taking cover behind a police vehicle.
The SAPD officers were giving a suspect commands. I was informed by the SAPD officers on scene that there was a
shotgun underneath the suspect, by his left arm. An arrest team was formulated to take the suspect into custody. I
formed part of the arrest team and was tasked with maintaining “lethal coverage” of the suspect.
Once we (arrest team) made our approach, I maintained lethal coverage of the suspect while elements of the team
rolled the suspect onto his stomach and placed handcuffs on his wrists. As we approached the suspect, I saw what
appeared to be a brown sawed off shot gun next to the suspects left arm. I momentarily grabbed the shot gun and
handed it to Officer Raygoza.
The suspect was taken into custody. I then assisted Officer Cortina with canvassing the scene for surveillance
cameras. For further, refer to Officer Cortina’s report. I exited the scene at approximately 2044 hours.

On 12/01/2024, I was working uniformed patrol in a marked black and white Santa Ana police vehicle in the City of
Santa Ana, County of Orange. At approximately 1730 hours, I responded to the area of West 2nd Street and
Broadway.
Upon arrival, I was immediately tasked to establish a perimeter and set up yellow caution tape on 2nd and 3rd Street,
west of Broadway. While officers were escorting people out of Casa Linda Furniture (116 N Broadway), I guided
people outside the yellow caution tape holding down the west perimeter on 2nd Street.
I exited the scene at 2005 hours. This ended my involvement in this incident.

On 12/01/2024, I heard "823A" broadcast via the police radio that they were involved in a officer involved shooting in
the area of 2nd St. and Broadway . I responded to this location to assist with the incident and arrived at about 1739
hours.
Arriving, I observed the suspect lying on his back on the east sidewalk of Broadway directly south of a furniture store
(116 N Broadway). The group of officers assigned to be the arrest team were positioned around police vehicle #860
and officers were giving the suspect commands to be taken in-custody, but there was no response from the suspect. A
department 40 MM less lethal launcher was used on the suspect, but there was no stimulation of life or response from
the suspect. In an effort to place the suspect in-custody and to render aid to him, I assisted with formulating a plan
with the arrest team. I instructed Officer J. Ruelas to drive unit #860 towards the suspect, so this vehicle could be
used as cover for the arrest team. Once close enough to the suspect, I instructed Officer J. Ruelas to stop and I told
the arrest team to approach the suspect on foot. The suspect was placed in handcuffs; simultaneously, the suspected
firearm was moved away from the suspect's grasp and placed in a safe position by Officer T. Raygoza.
Once in-custody, I requested OCFA to enter the scene and I requested our personnel to start a crime scene log. At
this time, I learned Officers I. Ibarra and L. Casillas were the officers who fired. Additionally, I learned Sgt. L Barragan
obtained the Public Safety Statement.
OCFA Personnel subsequently transported the suspect Western Medical Center for treatment, but the suspect was
later declared deceased at the Western Medical Center.
Once the scene was safe, I instructed officers to canvass for cameras and witnesses. I also, I had officers check the
well-being of the occupants at 116 N Broadway. All of the occupants at this location were unharmed. I remained on
scene until about 1840 hours.
I later returned to the scene at about 1915 hours to assist Sgt. L. Barragan with the briefing. I again left the scene at
about 2205 hours.
This completed my involvement in this OIS.

On 12/01/24, Corporal Miranda and I were working a two manned patrol function in a marked police vehicle. At
approximately 1732 hours, we responded to the intersection of Broadway and 2nd Street to assist officers who were
involved in a shooting. Upon our arrival, there were several other Santa Ana Police Department (SAPD) Officers
present taking cover behind a police vehicle.
The SAPD officers were giving a suspect commands. I was informed by the SAPD officers on scene that there was a
shotgun underneath the suspect, by his left arm. An arrest team was formulated to take the suspect into custody. I
formed part of the arrest team and was tasked with securing (hands on) the suspect.
Once we (arrest team) made our approach, I saw what appeared to be a brown sawed off shot gun next to the
suspects left arm.due to the fact that the suspect appeared to be within arm’s reach of the shotgun, I grabbed both of
the suspects legs and pulled him away from the firearm. I then assisted in rolling the suspect onto his stomach. SAPD
officers then placed handcuffs on the suspect’s wrists. The suspect was subsequently taken into custody.
I was then tasked with canvassing the scene for surveillance cameras and/or witnesses. It should be noted that prior
to the officer involved shooting, Santa Ana Police Department Dispatch had received numerous calls reference a male
brandishing a shotgun in the area of 1st and Spurgeon Street.
I first spoke to who was the general manager at Gus’s Chicken, 102 N Sycamore. Per
there was cameras on the exterior of the restaurant however I was unable to review them due to technical difficulties.
I next spoke to who was the supervisor at CVS Pharmacy, 102 N Main Street. Per there was
cameras on the exterior of the business however I was unable to review them due to poor quality footage.
I next observed the business of Nunez Auto Repair, 219 E 1st Street. The business had cameras on the exterior
however I was unable to review any footage due to the business being closed at the time.
I lastly spoke to who was a shift lead at Mcdonalds,301 E 1st Street. Per I was not allowed to review
any footage without the general manager being present. It should be noted that the business has cameras on the
exterior of the building.
I then disclosed the findings of my canvas to Sgt. Barragan.

On Sunday, December 1st, 2024, I was assigned to Santa Ana Police Department (SAPD) Patrol Division unit number
253. I was wearing a distinct police uniform and driving a marked Santa Ana Police vehicle. All times in this report are
approximate unless otherwise noted.

During portions of this incident, my department-issued Axon Body 3 body worn camera (BWC) was activated and
recording. All statements noted below are summarizations of the facts and circumstances that shall not be taken as
all-encompassing of the event. For exact dialogue and sequence of events, see BWC footage.
Initial Call
At approximately 1710 hours, I was in the area of 1st St and Main St. when SAPD dispatch received a call of an
armed person in the area of 1st St and Spurgeon St.
According to the calling party, he observed a male walking eastbound on the northside sidewalk who was armed with
a black shotgun with a brown handle. He described the male as Hispanic, 45-50 years old, 5’06-5’07 in height,
180lbs-190lbs, with long hair, and a dirty blue jumpsuit.
He stated that he last observed the male approximately 3-4 minutes ago and did not want contact. He did not remain
in the area after calling.
Dispatch advised that the male did not report seeing the male point the firearm at anyone.
As I was in the area, I observed multiple pedestrians walking on the sidewalk. No one made any attempt to flag me
down or get my attention. I did not observe any subjects matching the suspect description in the area.
I broadcasted over the radio for units to begin an area check in the area of 1st St and Grand Ave. Officer Marin #3781
stated that we was in the area and would work westward.
I then conducted an area check of the downtown plaza shopping center. I noted that dozens of people were walking in
and out of the stores in the area and no one was attempting to flag me down. A security guard approached my vehicle
and stated he was having issues with a black male transient.
I asked him if had seen anyone with a rifle in the area and he told me that he had not.
I continued checking the parking lot of the downtown plaza shopping center but was unable to locate anyone
matching the suspect description.

I then drove eastbound to the area of 1st St. and Grand Avenue and was again unable to locate anyone matching the
suspect description.
Officer Marin #3781, Officer Raygoza #3733, Officer Egg #3929, and Officer Juardo #3930 all noted that they were
unable to locate the suspect.
There were no additional calling parties.
I noted that I was unable to locate the suspect and cleared from the call.
Shooting Response
At approximately 1733 hours, SAPD Officers stated that they were out with an armed subject in the area of 2nd St and
Broadway. They then broadcasted that an officer involved shooting had occurred.
I responded to the scene from the area of 2116 E. 1st St. Upon my arrival, I observed an SAPD unit in the area of 116
N. Broadway. The vehicle was facing westbound towards the Casa Linda Furniture Store. Responding officers were
taking up positions of cover behind the vehicle.
I also observed a male, later identified as , laying face up on the sidewalk, approximately 10-15 yards
from the front of the SAPD vehicle.
I was assigned to locate a ballistic shield and retrieved one from the back of a SAPD unit located in the area of 3rd
and Broadway.
I then returned to the area of 116 N. Broadway and took up a position near the driver’s side door of the SAPD unit.
I was designated to operate the ballistic shield and approach with a team of Officers in order to take him
into custody and render medical aid.
Utilizing the SAPD patrol vehicle and ballistic shield as cover, we approached heard Officers advised that
had a firearm on the left side of his body.
Once the SAPD vehicle reached the curb line, we were unable to continue utilizing it as cover for our approach.

On 12/01/24, I was working uniformed patrol for the Santa Ana Police Department with Officer T. Holt as my partner.
At approximately 1733 hours, we responded to the area of 2nd St and Broadway. Santa Ana Police Officers had
broadcasted over the radio they were involved in a shooting. Officer T. Holt and I responded from the area of
Newhope St and Kent Ave. We arrived on scene at approximately 1737 hours.
It should be noted that during the incident my department issued AXON 3 body work camera (BWC) was activated
and recording. All statements made below are a summary of the facts and circumstances that shall not be taken as
all-encompassing of the event. Any breaks in BWC footage was to speak with fellow officers regarding the
investigation. For exact dialogue and sequence of events see BWC footage.
Upon our arrival, I observed a male subject laying on his back. The subject was on the westside of the sidewalk at
approximately 116 N Broadway. Officers on scene advised the subject had a firearm underneath his body. Santa Ana
Police Officers formulated a game plan to safely approach the subject and take him into custody. Once the subject
was taken into custody and the scene was safe, I returned to my patrol vehicle and retrieved medical equipment in an
effort to provide life saving treatment to the subject. However, Orange County Fire Authority had arrived on scene at
this point and taken over medical care of the subject. Orange County Fire Authority later transported the subject to
Orange County Global Medical Center.
I maintained a position in the northwest corner of 1st St and Broadway in an effort to preserve the scene of the
incident from any pedestrians or vehicle.
I was released from the scene at approximately 0059 hours.
This concluded my involvement in the above incident.

On 12/1/2024, at approximately 1732 hours, I responded to the area of 2nd and Broadway, reference a radio
broadcast of an Officer involved shooting that just occurred. I arrived at approximately 1735 hours. Upon arrival, I
observed other Officers in front of the east side of 300 W. 2nd Street (Artists Village Apartments) on Broadway facing
the suspect who was lying face up on the ground.
It should be noted I was dispatched to an earlier call, called in by a passerby at approximately 1708 hours, reference
a report of a male Hispanic with a shotgun in the area of 1st and Spurgeon Street, traveling eastbound 1st Street.
During that call for service, I conducted an area check for the suspect from 1st Street and Grand Avenue to 1st and
Spurgeon Street. Additionally, I checked the area of Spurgeon and 3rd Street, all the way to Standard Avenue. During
this area check, I was unable to locate the suspect matching the description and other Officers were also unable to
locate the suspect.
Officers on scene advised me the suspect was in possession of a shotgun which was stated to be underneath his
body. Once additional Officers arrived, I organized an arrest team consisting of myself, Officer's M. Coleman #3767, T
Holt #3788, and J. Cortina #3980. I gave numerous announcements to the suspect to attempt to crawl towards us but
there was no response to my commands from the suspect. After less lethal munitions were deployed on the suspect, I
advanced with the arrest team to the suspects location which was wedged in the vicinity of one of the apartment
complexes exits. I gained control of the suspect's left arm while other Officers of the arrest team gained control of the
suspects other limbs. At this point the suspect was not responsive. Due to the immediate threat of the shotgun (brown
and black), which I observed directly under his left arm, I maintained control of his left arm while another Officer
secured the weapon. Shortly after, we placed the suspect onto his stomach, and I assisted Officer Holt in handcuffing
the suspect.
After the suspect was detained and the weapon was a safe distance away, we rolled the suspect onto his back in
order to begin giving the suspect medical aid. I observed two visible gunshot entry wounds, one in the suspect's neck,
and upper left chest. I used trauma shears to start cutting away at the suspects clothing on his upper body, and lower
body to assist in revealing any gunshot wounds he sustained, while other Officers began to provide medical aid.
OCFA arrived shortly thereafter and took over, providing medical aid. I remained on scene blocking the apartment exit
door until I was relieved by Officer J. Gonzalez #3769. Once relieved, I maintained a position in the area of the
northwest corner of Broadway and 1st Street, just south of the crime scene to block pedestrian and motor vehicle
traffic.
I was relieved from the scene at approximately 0103 hours.

On Sunday December 1st, 2024, at approximately 1735 hours, I responded to the area of 200 N Broadway reference
an officer involved shooting that had just occurred. Upon arrival, officers identified Officer’s Ibarra and Casillas as
those involved in the shooting. I contacted both and obtained a public safety statement from each that was
memorialized via my BWC.
The suspect was along the west sidewalk of Broadway, just south of Casa Linda Furniture located at 116 N
Broadway. The officer’s unit (#860) faced a northwest direction in the southbound lanes of traffic and multiple casings
were observed adjacent to the unit.
The suspect was transported to OC Global Medical Center where he ultimately succumbed to his injuries.
I assumed supervisory control of the scene and managed logistics.
At approximately 2018 hours, I briefed members of the SAPD Homicide Unit, SAPD Professional Standards, Orange
County District Attorney’s Office and the Department of Justice reference all facts pertaining to this case and known at
that time.
I relinquished supervisory control of the scene at approximately 2132 hours to Sgt. McClaskey.

The following is a synopsis. For exact statements and details, refer to my BWC.
On 12-01-24 at approximately 1732 hours, I was working uniformed patrol in the city of Santa Ana with Officer D.
Bland as my partner. We heard a radio broadcast of an Officer Involved Shooting which just occurred at 2nd St and
Broadway. We responded from Newhope and Kent, and arrived on scene at approximately 1737 hours.
Upon arrival I observed I tasked myself to the arrest team to take the suspect into custody. A game plan was
formulated to safely approach, and roles were delegated for the arrest team. A team of officers approached the
suspect, and I gained possession of his right arm. Once the suspect was rolled onto his stomach I placed his right arm
behind his back. I placed my handcuffs on the suspect without further incident. I checked for a pulse in his carotid
artery, and I checked for a left radial pulse, and I did not feel a pulse in either. I instructed an officer to obtain a
medical kit from a nearby police vehicle. Trauma shears were provided to us, and we began cutting his clothes off to
render medical aid. I observed an apparent gunshot wound to his chest and an apparent gunshot wound to the front
of his neck. OCFA paramedics responded to the scene and began medical aid.
Once the scene was made safe, I was tasked by Sergeant Barragan to canvass for cameras and/or witnesses along
the west side of Broadway St.

I canvassed at the following locations:
•116 N Broadway. I contacted , who is the store manager at this location (Casa Linda
Furniture). Officer C. Ramirez had already obtained a statement from . Refer to Officer C. Ramirez's
supplemental report for further information. took me inside the store and showed me video
surveillance footage. had numerous different camera angles available on his computer, however
most of the camera angles only recorded inside his store. One camera, which was named "CH 26" on his
desktop computer, captured a small portion of this incident. This camera was located inside of the parking
garage on the west side of Broadway, just south of where the officer involved shooting occurred. At approximate
time stamp 1732:29, the suspect is seen in the video, standing in the same area where he was located down
upon my arrival on scene. This video only shows a very small portion of the suspects body, as most of his body
is blocked behind the wall and out of view of the camera. At approximate time stamp 1733, it appears the
suspect drops to the ground. Due to the angle of the suspects body being concealed, you can not see the
suspects arms or hands. Additionally, the involved officers are not seen in the video at all. This video footage
does not capture the suspects actions in the moments preceding the officer involved shooting nor does it
capture the officers actions. I later sent an evidence.com link for the video footage to
.
•200 N Broadway (Next Round Bar). This location had interior cameras only. No video footage was located
which faced Broadway.
•202 N Broadway. This location is vacant and no cameras were seen.
•204 N Broadway. This location was closed at this time. I did not see any exterior cameras.
•206 N Broadway. This location was closed and possibly vacant. I did not see any exterior cameras.
•208 N Broadway. This location was closed. I noticed a "Ring" doorbell camera next to the front door, which
faced Broadway. I rang the Ring doorbell and spoke with a male via the Ring device. The male verbally
identified himself to me as . said his cameras are functional, however they only capture
Broadway St directly in front of his business. The Ring camera did not capture anything south of his business,
which is where the Officer Involved Shooting occurred.
•210 N Broadway. This location was vacant. I did not see any exterior cameras.
•214 N Broadway. This location had interior cameras only. I did not see any exterior cameras.
•216 N Broadway. This location was vacant. I did not see any exterior cameras.
•220 N Broadway. No exterior cameras seen.
I cleared the scene at approximately 2000 hours and returned to the Santa Ana Police Station. I later returned to the
scene at approximately 2230. I remained on scene providing scene security until I was cleared from the scene at
approximately 0059 hours.

On 12/01/2024, at approximately 1732 hours, Officer M. Marignoli #3858 and I, Officer N. Valdenor #3849 were
assigned to patrol in the West End District in the City of Santa Ana, County of Orange. I was driving a clearly marked
black and white Santa Ana Police vehicle and wearing a marked Santa Ana Police uniform.
We arrived on scene at approximately 1736 hours.
It shall be noted that during the incident my department-issued Axon 3 body worn camera (BWC) was
activated and recording. All statements made below are summarizations of the facts and circumstances that
shall not be taken as all-encompassing of the event. For exact dialogue and sequence of events see BWC
footage.
This is a supplemental report covering our actions when we responded to assist officers who were in an officer
involved shooting (OIS). The incident occurred in the area of 200 N Broadway in the City of Santa Ana, County of
Orange.
Upon arrival, we were immediately tasked with establishing yellow and red caution tape south of the incident and in
the area of 100 N Sycamore Street.
We left the scene at approximately 1819 hours.

On Sunday, December 1st, 2024, at approximately 1732 hours, I was working as a patrol supervisor within the
Southeast District in the city of Santa Ana. I heard a police radio broadcast by unit Downtown Patrol Unit “823 Alpha”
(Officers I. Ibarra #3178 and L. Casillas #3755) that they had located an armed suspect in the area of 2nd Street and
Broadway. Shortly thereafter, they radioed that an officer-involved shooting had occurred. I responded to the location
from the area of Sunflower Avenue and Bristol Street.
I arrived on scene at 100 N. Broadway at approximately 1740 hours. Numerous police units were present on scene. I
observed the male suspect lying on his back on the west sidewalk partially within a small alcove between the south
side of the “Casa Linda Furniture” building at 116 N. Broadway and a parking garage entrance for the “Artist Village”
apartment complex (300 W. 2nd Street). Officers on scene were positioned behind Santa Ana Police Department
patrol vehicle “860” which was situated in a northwest direction in the southbound lane of the roadway.
I was informed by officers present on scene that the suspect appeared non-responsive and had a firearm concealed
under his body. I directed officers to continue to give the suspect commands to surrender. Based on the need to
provide medical aid to the suspect as well as the possibility he still posed a lethal threat to officers and the public, I
directed Officer J. Gonzalez #3769 to deploy a 40mm Less Lethal Launcher to assess if the suspect was responsive.
The suspect was struck in his lower extremities with a 40mm Less Lethal projectile and did not evince a reaction. I
directed Officer Gonzalez to deploy the 40mm a second time. The suspect again was struck in the lower extremities
by a 40mm Less Lethal projectile and once again did not evince a reaction.
Officers subsequently moved toward the suspect by driving the patrol vehicle within closer proximity to his position.
The officers then approached the suspect and detained him. Officer T. Raygoza #3733 removed a replica shotgun
away from the suspect. I directed her to place the weapon on the sidewalk south of where the suspect was positioned
and to remain with the weapon.
Paramedics from Orange County Fire Authority (OCFA) Truck 75 responded to the scene and began rendering aid to
the suspect prior to him being transported to Orange County Global Medical Center. I assigned Officer M. Coleman
#3767 to accompany the suspect to the hospital.
I subsequently assisted in managing the establishment of the crime scene and coordinating a canvass by officers for
witnesses and video surveillance cameras in the immediate area.
I remained as the patrol supervisor on scene until Monday, December 2nd, 2024, at approximately 0306 hours, when
the scene was terminated.

Perimeter spots at an Officer Involved Shooting. This location is in the City of Santa Ana, County of Orange. The
following is a supplemental report.
Officer Caro and I arrived on scene at approximately 1804 hours. We assisted with perimeter spots on the east and
west side of 200 N. Broadway. We left the scene at approximately 1928 hours. This concluded our assistance in this
incident.

On Sunday, December 1, 2024 at approximately 1733 hours, Officer Guidry #3908 and I, Officer Burkey #3792 were
working as a two-man alpha unit assigned to patrol in the South Coast District in the City of Santa Ana, County of
Orange. We were driving a clearly marked black and white Santa Ana Police vehicle and wearing our marked Santa
Ana Police uniforms.
It shall be noted that during the incident my department-issued Axon 3 body worn camera (BWC) was
activated and recording. All statements made below are summarizations of the facts and circumstances that
shall not be taken as all-encompassing of the event. For exact dialogue and sequence of events see BWC
footage.
Let it be known, my BWC had not battery power left from day shift patrol and turned off in the middle of the
interviews.
This is a supplemental report covering my actions during an Officer Involved Shooting investigation that occurred in
the area of 2nd Street and Broadway.
We arrived in the area of 4th Street and Broadway at 1736 hours and assisted in securing the scene and closing off
traffic south bound on Broadway.
I later made contact with two witnesses inside the Guadalajara Furniture Store located at 117 North Broadway. The
first witness identified herself as , old. made the following statements regarding the
incident:
Prior to the incident, was in the parking lot located on the north east corner of 1St Street and Broadway. She observed
a male that she described as Hispanic, approximately six feet tall, and bald, wearing unknown clothing. She stated the
male arrived in a brown vehicle and exited and appeared suspicious walking up and down Broadway and talking on a
cell phone. She stated it appeared he was looking for someone. She told me the male then got back into his car and
left the area. She did not see the male return. She told me she then entered the store and only heard two gun shots,
however did not see the incident. This concluded statements.
I contacted another juvenile who was inside the store at the time and identified herself as
old. She told me that she was inside the store in the back during the incident and did see or hear anything that
had occurred. This concluded her statements.
I later cleared the scene at 1848 hours.

On 12/01/24, I was working uniformed police in the City of Santa Ana, County of Orange. At 1737 hours, I responded
to the area of 200 N. Broadway to assist with an officer involved shooting that occurred. The following is a synopsis of
my involvement in this incident. Refer to my department issued Axon body worn camera for full details.
Upon arrival, I assisted with securing the scene by blocking off 2nd Street, west of Broadway, with yellow caution
tape.
Contact with Manager at Casa Linda Furniture:
While on the perimeter, I contacted , who identified himself as the Manager of Casa Linda
Furniture (116 N. Broadway St.) which is the business located on the southwest corner of 2nd St. and Broadway.
told me the following:
A customer entered the business and advised him that there was a male subject outside with a rifle. told
his Assistant Manager to call the police. While police were being contacted, heard multiple
"pop" sounds, that he believed were gunshots. could not recall how many shots he heard, but said it was
more than 4.
advised me that there are security cameras near the parking structure of the building. can only
access the video surveillance from inside of the business, but he locked his keys inside while he was escorted out by
officers. advised me he was going to attempt to contact another employee to bring keys to the business so
he can access the cameras. did not have the keys yet to enter the business at the time I was relieved.
Officer J. Lee contacted the Assistant Manager and obtained her statement. Refer to his supplemental report for
further.
At 1823 hours, I was relieved by Officer Caro and signed out with the scene scribe.

On 12/01/2024, at approximately 1733 hours, I was assigned to work a special detail with Officer E. Gutierrez. At that
time, we overheard Down Town Santa Ana officers broadcast over the radio they were involved in a shooting. We
responded to their location (100 N. Broadway) and arrived on scene at approximately 1735 hours.
Once on-scene, I observed the suspect lying on the west sidewalk of 100 N. Broadway and several officers
formulating a plan to take him into custody. For additional details, please see the other reports associated with this
case.
I assisted with scene logistics, to include helping set up a perimeter, as well as helping place "FI-cards" near
ammunition casings found in the southbound lane of Broadway/center median area. This was done due to the amount
of personnel in the scene so that they would have a visual of where evidence was located. Additionally, I assigned
officers to standby with witnesses and eventually assisted the scene supervisor, Sgt. Barragan, with any needed
duties/information.
I remained on-scene until I was relieved at approximately 2108 hours.

On Sunday, December 1, 2024, at 1733 hours, Officer J. Castro #3942 and I were working patrol and driving a
marked black and white police vehicle. We were both wearing distinct Santa Ana Police uniforms.
This is my supplemental report covering my actions when we responded to assist officers who were in an officer-
involved shooting (OIS) that had occurred in the area of 200 N Broadway in the City of Santa Ana, County of Orange.
Upon arrival, we were immediately tasked to establish a perimeter and set up yellow caution tape on 2nd Street, west
of Broadway. While officers were escorting people out of Casa Linda Furniture (116 N Broadway), I guided people
outside the yellow caution tape holding down the west perimeter on 2nd Street. I then spoke with the reporting party,

stated she was the assistant manager for Casa Linda Furniture and had called the police when a customer
returned to the store to tell her a guy was loading a rifle in the street outside. looked at the live feed cameras
facing the parking structure entrance just south of the business and did not see anybody. While checking cameras,
she also contacted the Santa Ana Police Department to report what the customer had told her. While on the phone
with the Santa Ana Police dispatch, she heard five to six loud sounds outside, and she immediately fled to the
basement.

I remained in the perimeter until Officer Castro relieved me from my position at 1920 hours.

On 12/01/24, at approximately 1733 hours, I was working as a Patrol Corporal Field Training Officer, along with my
trainee officer, Officer F. Rodriguez #3967, when we responded to an officer involved shooting that had just occurred
in the area of 2nd Street, and Broadway.
Upon arrival, I assisted in coordinating with on scene officers to establish a scene perimeter in the area of 3rd Street
and Broadway, blocking southbound traffic from this location. Once the scene was cordoned off at 3rd Street and
Broadway with distinctly marked yellow police tape, patrol vehicles, and road flares, I remained in the area of 3rd
Street and Broadway with Officer F. Rodriguez to assist with traffic control, until we left the scene at 0100 hours.

Santa Ana Police Department Homicide Section Detective Sergeant M. Lemmon #3174 notified me of an officer
involved shooting that occurred at 200 N. Broadway in the city of Santa Ana. Sergeant Lemmon requested that I
respond to the scene in order to assist with the investigation.
1842 hours:
I arrived at the southern perimeter of the crime scene. Uniformed police officers in marked patrol units were providing
security for the crime scene, preventing access into the scene by unauthorized vehicular and pedestrian personnel.
2017 hours:
I checked into the scene with Santa Ana Police Department Patrol Officer A. Carrillo #3424, the designated scene
scribe.
2018 hours:
Santa Ana Police Department Patrol Sergeant L. Barragan #2937 conducted a briefing with detectives from the
Homicide Section and investigators from the California Department of Justice, regarding the initial response to the
scene and the preliminary investigation done by patrol personnel.
Sergeant Barragan informed us that on December 1, 2024, at approximately 1708 hours, Santa Ana Police
Department Communications received a call for service regarding a male armed with a shotgun at 1st Street and
Spurgeon Street. Santa Ana Police Department Patrol Officers were initially unable to locate the suspect during an
area check. At approximately 1732 hours, communications received an additional call for service regarding a male
loading a rifle. At approximately 1733 hours, an officer involved shooting occurred on Broadway north of 1st Street.
Orange County Fire Authority (OCFA) Engine #75 personnel subsequently responded to the scene. The suspect,
identified as was transported to Orange County Global Medical Center. At 1826 hours,
was pronounced deceased by Dr. at 1826 hours.
Patrol officers checked the area for surveillance footage and witnesses. Two witnesses were located, identified as
and and they were transported to the Santa Ana
Police Department.
Numerous items of evidence were located at the scene including a replica shotgun, expended cartridge cases, a
handgun magazine, and expended 40 mm less lethal ammunition.
Furthermore, Sergeant Barragan stated was involved in an incident involving a replica firearm with the
Santa Ana Police Department in the area of 3rd Street and Ross Street on November 26, 2024. The incident was
documented under Santa Ana Police Department case number 24-25754.
At the conclusion of the briefing, I was assigned to return to the police station and obtain any radio transmission from
our Dispatch Center.

and-white Santa Ana Police vehicle. At approximately 1732 hours, I responded to assist with an officer-involved
shooting in the area of 2nd Street and N Broadway in the City of Santa Ana, County of Orange County.
Task:
Upon arrival, I was assigned to establish a perimeter using police tape at 3rd Street and N Broadway. I set up the
perimeter to block southbound traffic approaching the scene from the intersection of 3rd Street and N Broadway. I
utilized clearly labeled yellow police tape, road flares and distinctly marked Santa Ana Police vehicles to block traffic. I
maintained the roadblock until I was relieved at 0100 hours. I exited the scene at 0100 hours.

On December 1st, 2024, I was working uniformed patrol in a marked black and white police vehicle in the City of

Santa Ana, County of Orange. At approximately 1732 hours, Downtown Patrol Unit "823 Alpha" broadcasted over
Green 1 Dispatch that they located a suspect with a firearm in the area of Broadway and 2nd St. Shortly thereafter,
they broadcasted that an Officer Involved Shooting (OIS) had just occurred. I responded from the area of McFadden
Av and Grand Av and arrived on scene at approximately 1735 hours.
The following investigation was captured on my department issued AXON body worn camera (BWC). All
statements made below are a summary of the facts and circumstances that shall not be taken as all-
encompassing of the event. For exact dialogue and sequence of events please refer to my BWC footage. Any
cessation of BWC footage may be the result of privacy concerns or inter-Officer communication.
Upon my arrival, several Santa Ana Police Department (SAPD) Officers were taking cover behind patrol vehicle #860,
which was parked facing northwest in the south bound lanes of Broadway, just north of 1st St. I observed the male
suspect lying on his back on the west side walk of Broadway, partially within an alcove between the parking garage of
the "Artist Village" apartment complex and the "Casa Linda Furniture" store.
Officers on scene advised that the suspect was in possession of a shotgun, which was positioned underneath his
body. At this time, Officers began giving the suspect commands to crawl toward the patrol vehicle but received no
response. An arrest team was formulated on the driver side of the patrol vehicle while additional commands were
given. Less lethal munitions were deployed but the suspect was still unresponsive. The patrol vehicle was then used
as a cover while the arrest team advanced toward the suspect's location in order to secure the firearm and take the
suspect into custody. Upon our approach, I maintained lethal coverage of the suspect and observed the shotgun
positioned on the left side of the suspect's body, near his left hand. I relayed this information to my partners as they
made contact with him. The shotgun was black in color, with a brown stock and brown forearm. While wearing
protective gloves, I assisted in retrieving the firearm from Corporal Miranda #3528 and placed it on the ground
approximately 30 feet south of the suspect's location on the west sidewalk of Broadway. It was later determined that
the shotgun was a replica firearm. I was directed by Sergeant McClasky #3110 to remain with with replica firearm until
relieved of my post by Sergeant Barragan #2937.
At this time, Sergeant Barragan requested information from an SAPD arrest made on November 26th, 2024, at 0035
hours, reference a male suspect with a handgun in the area of 4th St and Broadway. Please reference SAPD case
#2024-25754 for further details regarding the incident and subsequent arrest of a male suspect that appeared to be
the same individual from the OIS that had just occurred. I relayed the information to Sergeant Barragan and
maintained a position in the area northwest corner of 1st St and Broadway for continued scene security.
I was released from the scene by Sergeant McClasky on Monday, December 2nd, 2024, at 0102 hours.

On Sunday, December 1st, 2024, Officer S. Gonzales #3829 and I were working uniform patrol driving a marked black
and white police vehicle in the City of Santa Ana, County of Orange. At approximately 1733 hours, I heard a broadcast
via radio that Officers had been involved in a shooting in the area of 2nd Street and Broadway. Officer Gonzales
#3829 and I responded from the area of Main Street and McFadden Avenue to assist involved Officers. We arrived on
scene to assist at approximately 1734 hours.
As we were arriving, Officers requested northbound traffic at 1st Street and Broadway to be shut down. I parked our
police vehicle near the northeast portion of the intersection to block northbound traffic on Broadway. Officer Gonzales
exited the front passenger seat of our police vehicle and assisted Officer Ibarra #3178 and Officer Casillas #3755,
who were positioned just north of our vehicle facing northwest. I observed a male subject laying down on the ground
near the southeast corner of Casa Linda Furniture located at 116 N Broadway.
I observed several pedestrians hiding behind a food truck parked just east of where Officer Ibarra #3178 and Officer
Casillas #3755 were located. The pedestrians appeared to be terrified. I ran to the pedestrians and instructed them to
enter the Guadalajara Furniture store located at 117 N Broadway, as I feared for their safety.
I then assisted Officers at Officer Ibarra's #3178 and Officer Casillas' #3755 vehicle, but was then assigned for crowd
control for the southern perimeter. Once the suspect was taken into custody, I assisted Officers with preserving the
scene by placing FI cards near spent cartridges on Broadway. Shortly after, Corporal Enriquez #3082 then designated
me to transport Officer Ibarra #3178 to the Santa Ana Police Department.
At approximately 1751 hours, I transported Officer Ibarra #3178 to the Santa Ana Police Department and I sat with
him in the directed patrol conference room. At approximately 2015 hours, I was relieved by Sergeant Padron #2936.
My BWC battery died while responding to the scene.
I took no further action.

On 12-01-24, at approximately 1732 hours, I was working uniformed patrol in a
marked black and white police vehicle, in the City of Santa Ana. During this time, I
heard a broadcast via radio from officers stating they were involved in a shooting with
a subject armed with a firearm. I responded from Harbor Blvd and McFadden Ave. to
assist officers at 2nd Street and Broadway. Upon arrival, there were multiple officers
on scene.
At this time, I was tasked with driving a patrol unit as shield for officers to approach
the suspect that was down. The suspect t this time had a firearm near him that
appeared to be a shotgun. The color on the shotgun appeared to be black and brown
in color.
When advised, I drove the vehicle as close as possible towards the suspect as a
shield as officers approached and detained the suspect.
I then assisted by checking nearby businesses for any victims or witnesses. None
were located at this time.
I also assisted officers by placing FI cards next to shell casings that were on the
ground near several feet from the suspect on Broadway.
My BWC was activated and later uploaded into Axon.com.
No further action was taken.

hours, we responded to the area of N. Broadway, and W. 2nd Street in reference to an officer involved shooting
incident.
Officer Burkey and I arrived at approximately 1736 hours. On arrival, Officer Burkey and I began setting up crime
scene tape in the area of N. Broadway and W. 4th Street. After setting up crime scene tape, I was tasked with holding
scene security at the intersection of N. Broadway and W. 2nd Street.
At approximately 1823 hours, I was relieved of my position and signed out from the crime scene log.

On Sunday, December 1st, 2024, my partner, Officer M. Rocheford #3823, and I, Officer S. Gonzales #3829, were
working uniformed patrol in the City of Santa Ana. Officer Rocheford was driving and I was seated in the front
passenger seat of the marked black and white Santa Ana Police vehicle.
It shall be noted that during the incident my department-issued Axon body worn camera (BWC) was activated
and recording. All statements made below are summarizations of the facts and circumstances that shall not
be taken as all-encompassing of the event. For exact dialogue and sequence of events see BWC footage.
At approximately 1733 hours, I heard a broadcast via the radio of officers involved in a shooting in the area of 200 N.
Broadway. Due to the exigent circumstances, Officer Rocheford and I responded with emergency lights and sirens to
further assist.
At approximately 1734 hours, Officer Rocheford and I arrived on scene. Officer Rocheford parked our patrol vehicle
blocking northbound lanes of traffic on Broadway just north of 1st Street. When I exited the front passenger seat of
our marked patrol vehicle, I observed Officer Casillas standing at his patrol vehicle’s front driver door with the door
open.
I approached Officer Casillas and observed a male subject lying on the ground of the west sidewalk of Broadway.

Officer Casillas advised me the suspect had a shotgun under his person and had been seen loading it. I provided
lethal coverage with the department issued rifle that was inside Officer Casillas’ and Officer Ibarra’s vehicle.
After additional units responded, commands were given to the suspect to crawl towards officers. The suspect did not
respond to the commands given. I then observed the less lethal 40MM deployed two times. I was appointed as lethal
coverage as part of the arrest team with other officers. As we approached the suspect, I maintained lethal coverage
until the suspect was placed into handcuffs.
I then assisted in canvassing for cartridges in the roadway. I placed one folded interview card next to a spent 40MM
cartridge.
I also assisted in maintaining the perimeter in the area of 201 N. Broadway to prevent bystanders from entering the
crime scene. I was later relieved by Officer Reguerin #3590.
At approximately 1823 hours, I checked out of the crime scene with the appointed scribe, Officer Carrillo #3424.
That concluded my involvement.

On 12/01/24 at approximately 1803 hours I responded to 116 N. Broadway for crime scene investigation on an officer
involved shooting. I arrived on scene at approximately 1811 hours.
It shall be noted that during the incident my department issued Axon body worn camera (BWC) was activated and
recording at certain points in the investigation.
Upon arrival I met with Sgt. McClaskey #3110 who requested photographs of the scene. I observed the scene was
secured with yellow crime scene tape at 1st/Broadway and at 3rd/Broadway. I took overall photographs of the scene
from the outer perimeter at 1st and Broadway. I cleared the scene at approximately 1849 hours.
At 2126 hours I responded to OC Global Medical Center. I arrived on scene at 2139 hours. I met with Homicide
Detective Nunez #2536 and Internal Affairs Kim #3198. They were standing by with the decedent
Martinez in the Prompt Care Room, bed #A. Deputy Coroner Tasse #9396 arrived shortly after at approximately 2150
hours.
I observed the decedent was covered with a white blanket. Coroner Tasse started his field evaluation of and
noted the following injuries:

One gunshot below the right temple and in front of his right ear

Saturday, December 1, 2024 at approximately 1745 hours:
Santa Ana Police Department Homicide Detective Sergeant M. Lemmon #3174 notified me of an officer involved
shooting that occurred in the area of 200 N. Broadway, Santa Ana, CA. Detective Sergeant Lemmon requested I
respond and assist with the investigation.
1930 hours:

I arrived at the southern perimeter of the crime scene at 1st Street east of Broadway. Santa Ana Police Department
Patrol Officers in marked patrol vehicles were providing security for the crime scene, preventing access into the scene
by unauthorized vehicles and pedestrians.
2017 hours:
I checked into the scene with the designated scene scribe, Officer A. Carrillo #3424.
2018 hours:
Santa Ana Police Department Sergeant L. Barragan #2937 conducted a briefing with Detectives from the Homicide
Section and California Department of Justice Investigators regarding the initial response to the scene and the
preliminary investigation done by patrol personnel.
Sergeant Barragan informed us that on December 1, 2024, at approximately 1708 hours, Santa Ana Police
Department Communications received a call reference a male armed with a shotgun at 1st Street and Spurgeon
Street. Santa Ana Police Department Patrol Officers were unable to locate the suspect at that time. At approximately
1732 hours, Santa Ana Police Department Communications received an additional call reference a male loading a
rifle. At approximately 1733 hours, an officer involved shooting occurred on Broadway north of 1st Street.
Orange County Fire Authority (OCFA) Engine #75 personnel responded. The suspect, , was
transported to OC Global Medical Center where he was ultimately pronounced deceased by Dr. at 1826
hours.
Patrol Officers checked the area for surveillance footage and witnesses. Two witnesses, and
, were transported to the Santa Ana Police Department.
Numerous items of evidence were located at the scene including a replica shotgun, expended cartridge cases,
handgun magazine and 40 mm less lethal rounds.
Sergeant Barragan further stated was involved in an incident with the Santa Ana Police Department
Officers in the area of 3rd Street and Ross Street on November 26, 2024. The incident was documented under SAPD
case number 24-25754.

I am a Patrol Sergeant assigned to the Southeast District within the Field Operations Division of the Santa Ana Police
Department. On Saturday, December 1st, 2024, at approximately 1733 hours, I responded to an officer involved
shooting in the 200 block of N. Broadway. Upon my arrival, I saw the suspect lying on the west sidewalk. I assisted
Sergeant Lopez, and a group of officers approach the suspect and take him into custody. After the suspect was in
custody, I checked out of the crime at about 1752 hours and drove Officer L. Castillo to the Santa Ana PD. I stayed
with Officer L. Castillo until I was relieved by Officer Holt at about 2030 hours.

This supplemental report is being generated to document my involvement in this investigation. I assisted by
interviewing witnesses.
On 12/01/2024, I, Officer A. Vera #3778, was working uniform patrol for the Santa Ana Police Department and driving
a marked police vehicle. At approximately 1733 hours, I responded to the area of West 2nd Street / North Broadway
to assist my partners, I. Ibarra #3178 and L. Casillas #3755 in a shooting investigation. Officers broadcasted over the
radio they had located a male holding a rifle. Shortly after, they broadcasted shots fired.
I was wearing my department issued body worn camera which was activated and captured my involvement in
the following incident. The recording(s) were later uploaded to the Santa Ana PD server for retention and
storage. The following is a brief synopsis of my involvement. Refer to my body worn camera footage for
complete and further details.
This investigation was in Spanish. I am a certified Spanish Speaker for the city of Santa Ana.
Upon arrival, I was tasked with interviewing a female who witnessed the incident. The female was inside Guadalajara
Furniture located at 113 N. Broadway Street. The female, later identified as , appeared to be
suffering from an anxiety attack. was laying on a bed crying and was speechless. There was a female standing
next to her who identified herself to me via her California’s Driver License as . told me
was her work partner and they work at the food trailer outside in front of Guadalajara Furniture. I asked her if
she witnessed the incident and she said yes.
INTERVIEW WITH :
told me she was standing next to by the food trailer at approximately 1740 hours. observed when
the patrol unit drove onto Broadway Street and the Officer ( On the passenger side) exited the patrol unit and pulled
out his gun observed when the Officer pointed his gun towards a subject who was standing across the street
from Guadalajara Furniture. observed the male holding a long dark colored object in which she described it to
be a “baton” or “tree branch.” According to , the male was holding the object with both of his hands and pointed
the object towards the Officers. said she kneeled down to the floor for cover and told to get down to the
floor too. Shortly after, heard approximately 4 loud bangs in what she described as “fireworks.” After the loud
bangs ended, got up and saw more Officers had arrived on scene.
described the subject holding the object to be a “tall male.” said the male appeared that he, “queria
atacar” meaning, “ he wanted to attack” the Officers. said she feared for the Officer's safety during the incident.
I asked if her food trailer had any cameras that captured the incident and she said no.
INTERVIEW WITH :
I attempted to speak to but was shaking and in shock. Orange County Fire Authority Engine #75
responded to the scene and transported her to Orange County Global Hospital by Falck Ambulance #324. I followed
the ambulance to Orange County Global and attempted to speak with her. She told me the following.
In the evening, was working with by the food trailer. remembered when told her, “ Estan
sacando un rifle” meaning, “ They are pulling a rifle” and “agachate” meaning, “Get down!” Shortly after she heard
approximately 6 gun shots. did not see the time of the incident when Officers fired at the subject.
After the shooting occurred, they walked into Guadalajara Furniture for safety and she heard someone say, “someone
died” by Casa Linda Furniture which is located at 119 N. Broadway.
said she was shocked because her mother was shot and killed in El Salvador and this incident triggered her.
She was unable to provide any further information.

On December 1, 2024 at approximately 1733 hours, I, Officer A. Carrillo #3424, was working uniformed patrol for the
Santa Ana Police Department (SAPD) wearing a full duty belt and patrolling in a marked black and white Police
vehicle. I was assigned to the South Coast District and responded to the area of W 2nd Street and N Broadway, in the
City of Santa Ana, County of Orange, to assist with an Officer Involved Shooting that had just occurred.
Upon arrival at approximately 1738 hours, I established the south perimeter of the scene utilizing crime scene tape
and placing it across the north end of the intersection of W 1st Street and N Broadway.
At approximately 1744 hours, I made contact with the Fire Fighters/ Paramedics of Orange County Fire Authority
(OCFA) Truck #75 and walked them into the scene to render aid to the suspect.
At approximately 1818 hours, I took over as scribe for the SAPD Crime Scene Personnel Entry Log and continued to
hold the south perimeter of the scene.
I stayed as the scribe and held the south perimeter until the scene was broken down on 12/2/2024 at approximately
0315 hours.
I have attached a copy of the SAPD Crime Scene Personnel Entry Log for reference and booked the original into
Evidence at the SAPD Station.

On 12/01/2024, Officer D. Jurado #3930 and I were working in a two-man uniformed patrol function, driving a clearly
marked black and white Santa Ana Police vehicle. At approximately 1732 hours, Officer D. Jurado and I responded to
assist Officer's who had broadcasted over the radio they were involved in an Officer-involved shooting in the area of
2nd St. and Broadway St. We arrived on the scene at approximately 1736 hours.
The following report is being generated to document my involvement in this investigation.
Upon arrival, Officer D. Jurado and I positioned our patrol vehicle on 1st St. at the intersection of Sycamore St. to
close down westbound traffic on 1st. St.
I later assisted in canvassing the area for surveillance cameras at nearby businesses. I made contact with an
employee, later identified as at 111 N. Main St. (Rite Aid). me that Rite Aid has one
exterior camera above their entrance that faces south to their parking lot. I observed camera footage of the exterior
camera from 1705 hours to 1732 hours and did not observe anything suspicious.
1944 hours, I attempted to contact the calling party of a related call for service regarding a man with a gun in
the area of 301 E. 1st St. via telephone, but he did not answer.
I left the scene at approximately 0315 hours on 12/02/2024.

Police Department in the City of Santa Ana, County of Orange. I was the driver, and Officer J. Gonzalez was the
passenger. We were wearing marked police uniforms and driving a marked police vehicle.

During portions of this incident, my department-issued Axon Body 3 body worn camera (BWC) was activated and
recording. All statements noted below are summarizations of the facts and circumstances that shall not be taken as
all-encompassing of the event. For exact dialogue and sequence of events, see BWC footage.
Synopsis:
At approximately 1730 hours, SAPD officers stated they were out with an armed subject in the area of 2nd Street and
Broadway. The officers broadcast that an officer-involved shooting had occurred.
Upon our arrival, I observed an SAPD police vehicle in the area of 116 North Broadway. The vehicle was facing
westbound towards the Casa Linda Furniture Store. I took a position of cover behind the passenger side of the police
vehicle.
I observed a male, later identified as the suspect, , lying face up on the sidewalk, approximately 10-15
yards from the front of the SAPD police vehicle.
Officer I. Ibarra informed me he was the Officer involved in the Officer involved shooting. I relieved Officer I. Ibarra and
took his position behind the driver-side passenger door. I was informed that the weapon possessed was in his
immediate proximity.
I provided lethal coverage on until officers were able to approach and place handcuffs on him.
I approached and advised him that we were there to help him and provide medical attention. Officers advised he
had no pulse.
Canvassing:
I was tasked with canvassing for video surveillance footage.
I located cameras at 125 North Broadway #D (Grand Central Avenue) on the north side of the building. The business
was closed at the time of the incident.
At 201 North Broadway, just south of the building, I observed there was a downtown city operated blue alert camera
that faced Broadway.
