COMMISSIONER COMMUNICATION DISCLOSURE (REGARDING AGENDIZED PROJECTS) _ Nn rlicrlnci iroe ~eiere merle PROCEDURAL RULES PUBLIC HEARING CONDITIONAL USE PERMIT NO. 2010-12 Filed by Randall Jepson to allow the reconstruction of the Southwest Community Center at 1601 West Second Street located in the Two Family Residential (R2) zoning district. PUBLISHED IN THE ORANGE COUNTY REPORTER: July 30, 2010 PUBLICLY NOTICED: July 30, 2010 RECOMMENDED MOTION: Adopt a resolution approving Conditional Use Permit ' No. 2010-12 as conditioned. Principal Planner Vince Fregoso presented the staff report and recommendation. Ruby Gonzales Woo, President of the Artesia Pilar Neighborhood Association submitted a letter of support. Nate Carlson, contractor, indicated construction for the new buildings are expected to be completed by December, 2010. Chairman Alderete commented on height of current structure; the issue of children walking to/from school during meal times at the facility and signage on the new building. Mr. Fregoso responded that volunteers are available to monitor traffic during construction. Within a conditional use permit, signage is limited to • one monument sign in front of the property but has not been requested by the applicant. The public hearing was opened. Ruby Gonzales Woo clarified the non-conforming reference in her letter to the Commission indicating that she would like the area to remain residential. The public hearing was closed. Adopt a resolution approving the waivers and deviations from Chapter 41 of the Santa Ana Municipal Code (SAMC). . 2. Adopt a resolution approving Tentative Tract Map No. 2009-1 (County Map No. 17323). Senior Planner Lucy Linnaus presented the staff report and recommendation. No written communications were received. The public hearing was opened. Resident Maria Del C. Ramirez expressed concerns with increase in density creating increase in crime. The public hearing was closed. MOTION: 1. Adopt a resolution approving the waivers and deviations from Chapter 41 of the Santa Ana Municipal Code (SAMC). 2. Adopt a resolution approving Tentative Tract Map No. 2009-1 (County Map No. 17323). CONDITIONAL USE PERMIT NO. 2010-11 Filed by Mitchell Bryant requesting to allow installation of a 60-foot monopine wireless facility at 2151 East Santa Clara Avenue located in the Arterial Commercial (C5) zoning district. PUBLISHED IN THE ORANGE COUNTY REPORTER: July 30, 2010 PUBLICLY NOTICED: July 30, 2010 RECOMMENDATION: Adopt a resolution approving Conditional Use Permit No. 2010-11 as conditioned. George Collins expressed concerns regarding public outreach, notifying residents of wattage from the cell tower and Federal health regulations. Commissioner Yrarrazaval recommended a modification to the landscaping conditions by requesting a canary pine tree. MOTION: Adopt a resolution approving Conditional Use Permit No. 2010-11 as conditioned. Planning Commission added a condition to landscaping: a 36-inch box pine tree, with irrigation, shall be planted adjacent to 'the new trash enclosure. PLANNING COMMISSION MEMBER COMMENTS Chairman Alderete Inquired about the Friends of Lacy litigation. City Attorney Fletcher provided information and indicated the application may be withdrawn. Requested an update on the Pacific Building project located on Third and Broadway. Executive Director Jay Trevino provided information. 7. EXCUSE OF ABSENCES Commissioner Yrarrazaval made a motion to excuse the absences of Commissioners Betancourt and Gartner.
