On Wednesday, April 20, 2023, at 14:51 hours, I conducted a telephonic interview with Orange County Fire
Authority (OCFA) Firefighter Paramedic TED HWANG. The following is a synopsis of the conversation. It is not
verbatim, nor necessarily in order of conversation and is organized for the purposes of clarity. For complete details,
refer to the recording of the interview.
HWANG said on Friday, April 7, 2023, he was assigned to OCFA Station #75 as a Firefighter Paramedic. He stated
Engine #75 received a radio call of a shooting at 437 Shelton St., Santa Ana. HWANG stated they responded and
arrived on the scene at 18:49 hours. He said he observed a male subject, now known as MARVIN RICARDO
MELGAREJO, handcuffed, in-custody and lying supine on the ground. HWANG stated MELGAREJO suffered from
multiple gunshot wounds:
•(1) Gunshot wound to the left thigh
•(1) Gunshot wound to the right thigh
•(1) Gunshot wound to the right calf
•(2) Gunshot wounds to the left arm
He said he administered an intravenous (IV) line, but did not give any medication. At approximately 19:00 PM,
MELGAREJO was transported by CARE Ambulance to the Orange County Global Medical Center's (OCGMC)
Emergency Room (ER) Department. While in transit, HWANG administered normal saline to MELGAREJO.
MELGAREJO did not make any comments during transport. HWANG relinquished care to ER staff at 19:12 PM.
