Narrative:
On Friday, April 7, 2023, at approximately 19:30 hours, Orange County District Attorney (OCDA) Supervising
Investigator STAN BERRY contacted me regarding an officer-involved shooting (OIS) involving the Santa Ana
Police Department (SAPD). BERRY requested I respond to West Bishop St. and South Rosewood Ave., Santa Ana,
to assist in the investigation.
I arrived at approximately 20:55 hours and met with investigators from OCDA, SAPD, and the Orange County Crime
Lab (OCCL), who were present to assist in the investigation.
At approximately 21:31 hours, SAPD Sergeants MATTHEW WHARTON and LUIS BARRAGAN provided a briefing
of the known circumstances surrounding the incident and identified the involved subject as MARVIN RICARDO
MELGAREJO. Following the briefing, BERRY assigned SAPD Detective RENE BONILLA and I to supervise the
processing of the hospital scene and MELGAREJO'S person. BERRY advised that Orange County Fire Authority

(OCFA) paramedics and Care Ambulence personnel provided medical care at the scene and then transported
MELGAREJO to Orange County Global Medical Center (OCGMC), 1001 N Tustin Ave, Santa Ana.
At approximately 23:25 hours, SAPD Detective BONILLA and I arrived at OCGMC and made contact with SAPD
Officers DARREN BLAND and DAVID TAROY, who were stationed outside of Patient Room #420, preserving the
hospital scene and controlling access to MELGAREJO.
The hospital scene was in OCGMC Patient Room #420. The Room was identified by a black placard displaying
"ROOM 420" affixed to the west wall of the door opening. The opening to the room had a solid door that was open.
There was also a blue patterned privacy curtain that was partially open.
On April 8, 2023, at approximately 00:50 hours, OCCL Forensic Specialist STEPHANIE ESPINOZA entered the
room and began processing the scene.
The following personnel and I were also within the scene during processing:
•RENE BONILLA, Detective, Santa Ana Police Department
•JORGE LOPEZ, Sergeant, Santa Ana Police Department
• Registered Nurse, Orange County Global Medical Center
Upon entering the room, I saw MELGAREJO lying supine on a bed, which was positioned perpendicular to the south
wall of the room. MELGAREJO'S head was toward the east and he was covered with a white blanket. He was
wearing a green patterned hospital gown and had a brown sock on his left foot. MELGAREJO was conscious, but
had been given pain medication approximately thirty (30) minutes prior to processing.
I observed MELGAREJO to have the following injuries and medical equipment attached to his person:
•Bandaging on left arm and left hand
•Bandaging on right upper thigh
•Bandaging on right lower leg
•Wound closed with metal staples on left upper thigh
•Pulse oximeter on right index finger
•White hospital bracelet on right wrist
•Intravenous (IV) line with tubing on right forearm
OCCL Forensic Specialist STEPHANIE ESPINOZA collected the following items of evidence under OCCL FR #23-
043030:
•Bullet in plastic container (Located and recovered from MELGAREJO'S rectum area by OCGMC Trauma
Surgeon )
•MELGAREJO'S Clothing items (One white shoe, one white sock, one red bandana)
•DNA reference swabs/Buccals from MELGAREJO
Forensic Specialist ESPINOZA documented the scene by taking thirty-eight (38) digital color photographs under
OCCL
FR #23-043030.
ESPINOZA concluded hospital scene processing at approximately 01:15 hours.
