On Friday, April 7, 2023, at approximately 19:30 hours, I was contacted by Orange County District Attorney (OCDA)
Supervising Investigator STAN BERRY regarding the officer-involved shooting of MARVIN MELGAREJO, involving
the Santa Ana Police Department (SAPD). BERRY requested I respond to the intersection of Bishop Street and
Rosewood Avenue, Santa Ana, to assist in the investigation.
At approximately 20:40 hours, I arrived on the scene and met with personnel from the OCDA, SAPD, and the
Orange County Crime Lab (OCCL) who were present to assist in the investigation.
At approximately 21:31 hours, SAPD Sergeants MATT WHARTON and LUIS BARRAGAN provided a briefing of the
known circumstances surrounding the shooting. Following the briefing, BERRY made the following assignments:
