I, Det G. Raya #3345 authored a Ramey arrest Warrant listing Longoria as a suspect. May 11th, 2023 at approximately 1023 hours The Honorable Judge S. McGreevy, Judge of the Superior Court signed the arrest warant. May 16th, 2023 at approximately 1715 hours Santa Ana Police Department's Gang Sergeant M. Lemmon #3174 notified me via telephone that the Gang Suppression Unit had detained Longoria during a traffic stop, as he was leaving his residence. Sergenat Lemmon arranged for Longoria to be transported to the Santa Ana Police Department. The Gang Suppression Unit also conducted a probation check at the Longoria residence. During a search of the residence, detectives recovered multiple rounds of various ammunition in the living room, along with a single round of ammunition in Longoria's bedroom. Detective T. Liggett #3488 documented the arrest and probation search at the Longoria residence under case number 2023-11148. Please refer to Det. Liggett crime report for further information. At approximately 1843 hours Det R. Sandoval and I, Det. Raya conducted a video recorded interview of Victor Longoria, using our department issued body worn cameras. Below is a summary of the facts and circumstances that shall not be taken as all- encompassing of the event. For exact dialogue and sequence of events see the BWC footage, which was later XSORDGHG LQWR (YLGHQFHFRP I read Longoria his Miranda Rights from the Santa Ana Police Department Miranda Form, verbatim. Longoria stated, "yeah" to understanding all his rights. Longoria identified himself as Victor Longoria Jr. I asked Longoria when was the last time he was transported to the Santa Ana Police Department. Longoria stated in November, 2021 or 2022 he was visiting his cousin-Daniel Quirino in the cul-de-sac of Pine Street and Bristol Street. When asked if the criminal street gangs, Calle Flores and Delhi were allies, Longoria stated there were some of WKRVH IRRV WKHUH GXULQJ WKLV LQFLGHQW It should be noted, on 11/16/2021, Longoria was contacted with Dante Castro and Daniel Quirino in the area of 1200 W. Pine Street, Santa Ana, CA. During that contact, Castro attempted to flee the area but was ultimately detained and IRXQG WR EH LQ SRVVHVVLRQ RI D ILUHDUP /RQJRULD DQG 4XLULQR ZHUH DOVR DUUHVWHG IRU SUREDWLRQ YLRODWLRQV Longoria stated he is documented as a Calle Flores gang member but when asked if he was a member, he only stated he resides in the area. However, Longoria admitted to getting a Florida Marlins emblem tattoo on the right side of his face. I know Calle Flores gang members to use Florida Marlins sports memorabilia as gang indicia to represent the "F" in "Flores." Longoria stated he has lived at his father's residence, known to be VLQFH KH ZDV \HDUV ROG Longoria stated he has currently been working as a construction worker in the City of Westminster, CA for approximately six months. He stated he works Monday-Friday 6:30am-3pm. I asked Longoria if he remembered where he was on the day of this incident. Longoria stated he did not remember, however when I reminded Longoria the day of the incident involved an officer involved shooting he appeared to remember the day. Longoria remembered he received a text asking if he was okay. When he confirmed he was okay, the unknown subject advised him the police had a perimeter in the area. Longoria remembered he was at the Gardens Casino in the City of Hawaiian Gardens, CA. When describing his schedule on the day of this incident, Longoria stated he arrived at his residence from work at approximately 330pm-4pm. He showered and then left at approximately 430pm-5pm. He stated they arrived at the casino at approximately 4pm-5pm and claimed to have been there for a "long time". I then showed Longoria a photograph of Dante Castro's Chevrolet Suburban ( ) and asked if he recognized the vehicle. Longoria admitted to seeing the vehicle once or twice but claims he did not know who the vehicle belonged to or where he remembered seeing the vehicle. I asked Longoria if he has ever been in the vehicle and he stated he did QRW WKLQN KH V HYHU EHHQ LQ WKH YHKLFOH EXW DJDLQ DGPLWWHG WR VHHLQJ WKH YHKLFOH LQ WKH SDVW I advised Longoria that during the November, 2021 incident there was an armed suspect named Dante "Dlow" Castro who was arrested during that incident. I also advised Longoria that Castro owns the Chevrolet Suburban in the photograph, which I had shown him earlier. I again asked Longoria if he had ever been in the vehicle. Longoria replied, "Nah". I asked Longoria for the phone number of the cellphone that was located on him at the time he was detained and he stated his cellphone number was 714-822-9372. Longoria confirmed the phone located in his possession was the phone he uses and it was operable. It should be noted, I later called the phone number provided by Longoria and confirmed the number was operable and assigned to his cellphone. Longoria claimed to use the social media apps SnapChat and Instagram. I advised Longoria we were investigating this attempted homicide investigation and asked if he had any text messages proving he was at the Gardens Casino during this incident. Longoria told us, "probably don't". We asked if there were any witnesses we could call to verify if he was at the Garden Casino the day of this incident but Longoria FKDQJHG KLV RULJLQDO VWDWHPHQW DQG QRZ VDLG KH ZDV E\ KLPVHOI I then showed Longoria a surveillance still image showing the two armed suspect exiting the suspect vehicle. I pointed at the armed suspect exiting the rear passenger seat and asked Longoria who the subject was. Longoria stated he did know. Longoria was advised a probation check was conducted at his residence, where there was ammunition located. /RQJRULD GHQLHG NQRZLQJ WKHUH ZDV DQ\ DPPXQLWLRQ DW KLV UHVLGHQFH We asked Longoria if there was a chance his DNA would be located on the cartridge cases located at the scene and he stated he did not know. Towards the end of the interview, Longoria began to "plead the fifth." We then concluded WKH LQWHUYLHZ VKRUWO\ DIWHU May 18th, 2023 at approximately 0716 Hours I was contacted via email by Senior Correction Officer C. Smith #3043, who advised me, Longoria had made one jail call while he was housed at the Santa Ana Jail. She emailed me an audio file containing the jail call, which I monitored. Longoria called , which a record check confirmed was the number of Longoria's father, After listening to the jail call, I did not observe anything of evidentiary value.
