Lighting was provided by streetlamps and vehicle lighting. During the course of the investigation, additional lighting
was introduced to keep the area illuminated.
SCENE
The scene was located on South Rosewood Avenue, north of West Bishop Street.
Rosewood Avenue is a north/south, residential, asphalt paved roadway with one lane of travel in each direction.
There is a raised concrete curb and concrete sidewalk on each side of the roadway, with single family residences on
each side of the roadway between Bishop St to the south and Myrtle St to the north.
Rosewood Avenue ends at a ³T´intersection at Myrtle St, but continues south beyond Bishop St.
A black 2003 GMC Yukon (CA license plate ) was stopped directly in front of the driveway of 523 South
Rosewood Ave. The vehicle had the right front passenger door completely open and the rear hatch in the raised
position. The vehicle headlights were turned on and the vehicle engine was running.
There was an open can of Modelo beer in the driver side of the center console cup holder. There was also a black
windbreaker style jacket on top of the center console. There was some type of tool case and items of construction
equipment visible in the rear cargo area of the Yukon.
A marked, black & white, Santa Ana Police Ford Crown Victoria unit #816 (CA license 1408784 / equipment #59898)
ZDV SDUNHG VOLJKWO\ EHKLQG DQG RIIVHW WR WKH OHIW RI WKH *0& <XNRQThe driver and passenger doors to the Ford
Crown Victoria were completely open and and the Unitrol activated to the third position, causing all emergency lights
to be illuminated. The vehicle had an overhead emergency light bar, with all emergency lighting (including a solid,
forward facing red lamp) functioning properly.
A marked, black & white, Santa Ana Police Ford Explorer unit #890 with a K-9 marking (CA license 1478141 /
equipment #59998) was parked to the left of Unit #816, facing northbound in the southbound lane of traffic.
An additional marked black & white, Santa Ana Police Ford Explorer unit #851 (CA license 1607880 / equipment
#60314) was parked directly behind unit #816.
The following civilian vehicles were parked along the east curbline of Rosewood Ave, from south to north:
1.A silver 2006 Toyota Tacoma (CA license ) was parked just north of 531 S Rosewood Ave
2.A grey 2007 Chevrolet Tahoe (CA license ) was parked just south of 527 S Rosewood Ave

No items of evidentiary value were located north of this 2002 Chevrolet Tahoe. The vehicles north of this vehicle
were not documented.
The following civilian vehicles were parked along the west curbline of Rosewood Ave, from north to south:
1.A red GMC Envoy (CA license ) was parked just north of the driveway of 514 S. Rosewood Ave.
This was the only relevant vehicle parked along the west curbline of Rosewood Ave.

SUMMARY
On Friday, 04/07/23, at approximately 1841 hours, Santa Ana Police Officers C. Coffer and R. Santaella advised over
the primary dispatch channel they had been involved in an officer involved shooting on Rosewood Ave north of
Bishop St. They further advised the suspect fled from a vehicle, shots were fired in a northerly direction, and the
suspect fled northbound on Rosewood Ave.
Additional officers responded to the scene, and another occupant in the suspect vehicle was ordered from the vehicle
and detained.
A few minutes later, Corporal Solorio advised there was an officer involved shooting, all officers were ok, and a
firearm was located at the scene.
MET Detectives McKee and T. Bell advised they had located the suspect at 437 S Shelton St. The suspect, later
identified as Marvin Mercado Melgarejo, had apparent gunshot wounds and was transported to Orange County Global
Medical Center for medical treatment.
A crime scene perimeter was established.
A public safety statement was obtained from Officers C. Coffer and R. Santaella. Officer Coffer stated he fired
approximately 8 rounds in a northerly direction. Officer R. Santaella stated he fired approximately 4 rounds in a
northerly direction. Both officers advised the suspect was last seen running northbound along the east sidewalk and it
was unknown if the suspect was struck by gunfire.
The firearm that was discarded by Marvin Melgarejo was a black, compact, 9mm firearm comprised of a black
polymer frame and a black pistol upper. There were no visible serial numbers on the slide or the lower receiver. This
is commonly referred to as a Privately Made Firearm (PMF) or a ³Ghost Gun´which lacks a commercially-applied
serial number, rendering the weapon untraceable.
NARRATIVE:
Friday, April 7, 2023
2100 hours:
Additional members of the Homicide Unit arrived for a preliminary briefing conducted by Sgt Sarabia.
Sergeant Sarabia informed us that he was notified earlier this evening by Acting Watch Commander O.T. Sanchez
#2703 of an officer-involved shooting that had occurred at approximately 1841 hours at S. Rosewood Avenue and W.
Bishop Street.6DQWD $QD 3ROLFH 'HSDUWPHQW &LYLF &HQWHU 3DWURO Officers C. Cofer #3626 and R. Santaella #3717
conducted a traffic stop of a vehicle and the driver emerged from the vehicle armed with a handgun. An officer-
involved shooting ensued and the suspect fled to the area of 400 S. Shelton Street where responding officers located
him suffering from apparent gunshot wounds.
Sergeant Sarabia informed us there were no witnessing officers to the shooting and there was one civilian witness
who was transported to the police department for interview by investigators. Santa Ana Police Department Patrol
Sergeant M. Wharton #2888 was the designated scene supervisor.
I was assigned to document the crime scene.
2115 hours:
I arrived at the crime scene and parked on Bishop St, west of Rosewood Ave. The scene was cordoned off with crime
scene tape, utilizing uniformed police officers in marked patrol units to provide scene security, preventing access into
the scene by vehicular and pedestrian traffic.
2131 hours:
A briefing was conducted at the scene by supervisors from the Santa Ana Police Department. Present at the briefing
were personnel from the Santa Ana Police Department, the Orange County District Attorney¶s Office, and the Orange
County Sheriff-Coroner Department Crime Laboratory.
Sergeant Wharton informed us that the location of the incident was 527 S. Rosewood Avenue. The initial police radio
broadcast of the incident occurred this evening at 1841 hrs. Santa Ana Police Department Officers C. Cofer #3626

and R. Santaella #3717 were working in a marked patrol unit under radio identifier ³Alpha.´They broadcast that
an officer-involved shooting had occurred and eight gunshots were fired in a northbound direction. It was unknown if
the suspect was struck, and the suspect was last seen fleeing northbound on Rosewood Avenue.
The vehicle associated with the incident was a black 2003 GMC Yukon (CA license plate ). The vehicle was
registered to at .
Officers Cofer and Santaella reported hearing additional gunshots originating north of their location. These additional
shots were fired after their initial shots fired. Responding officers found Officer Cofer positioned at the driver¶s side of
his patrol unit and Officer Santaella positioned at the passenger¶s side.
Santa Ana Police Department Patrol Corporal B. Speakman #3360 obtained a public safety statement from Officer
Cofer who informed him that he fired eight shots in a northbound direction from the area of 1100 W. Bishop
Street. There was one outstanding armed suspect who fled from the scene.
Sergeant Wharton subsequently arrived on scene and supervised the securing of the south perimeter. Sergeant
Wharton located a witness identified as (DOB ). was seated in a 2006 Toyota Tacoma
(CA license plate ) at 531 S. Rosewood Avenue when the incident occurred.
Santa Ana Police Department Patrol Sergeant P. Duran #3067 supervised the arrest of the passenger of the vehicle
who was subsequently identified as Roberto Gonzalez ±Diaz (DOB 07/26/1990). Gonzalez-Diaz is a "Bishop Street"
gang member on Post-Release Community Supervision for an illegal firearms possession offense. Gonzalez-Diaz
was subsequently transported to the police department for interview by investigators.
At the time of the briefing, eleven (11) expended cartridge cases were located at the scene, and there were possibly
additional cartridge cases under patrol vehicles which had responded to the scene. Additionally, a handgun and a
magazine were found at the scene. Santa Ana Police Department CSI Forensic Specialist M. McKeever #3787 took
photographs of the scene.
Responding officers conducted a canvass of the neighborhood between 400-500 S. Rosewood Avenue and 1100 W.
Myrtle Street. Officers located several residences equipped with exterior home security surveillance
cameras. Additionally, several residents were contacted who reported hearing gunshots.
Sergeant Wharton concluded his portion of the briefing. Santa Ana Police Department Patrol Sergeant L. Barragan
#2937 subsequently continued the briefing.
Sergeant Barragan informed us that he responded to 437 S. Shelton Street at approximately 1845 hours. Santa Ana
Police Department Major Enforcement Team (MET) Detectives T. Bell #3656 and J. McKee #3467 discovered the
suspect on the east sidewalk of this location suffering from approximately four apparent gunshot wounds to his legs
and left shoulder. The detectives rendered medical aid by applying tourniquets to the suspect¶s extremities.
Personnel from Orange County Fire Authority (OCFA) Engine 75 arrived on scene and assumed medical aid of the
suspect. The suspect was transported to Orange County Global Medical Center. At approximately 1922 hours,
attending physician Dr. reported the suspect was in stable condition.
A bullet core was located within the suspect¶s clothing. Santa Ana Police Department CSI Forensic Specialist S.
Vazquez #3817 took photographs of the suspect at the hospital.
The suspect was subsequently identified as Marvin Ricardo Melgarejo (DOB 01/11/2003). Melgarejo was a
documented ³Bishop Street´gang member with the moniker of ³Saint.´Melgarejo had prior arrests for illegal firearms
possession.
A female subsequently identified as (DOB 0 ) arrived on scene and identified Melgarejo as
her son.
Officer Santaella provided a public safety statement that he fired six times in a northbound direction from Rosewood
Avenue and Bishop Street. There was one outstanding suspect who was the driver of the vehicle and was armed
with a handgun.
The items at the scene where Melgarejo was located consisted of a cell phone and clothing cut from Melgarejo¶s
person by paramedic personnel.
A male identified as (DOB ) who resided at reporting hearing five
gunshots and then observing the suspect discard an item into the backyard of a neighboring residence. Santa Ana

Police Department Patrol Officer M. Marignoli #3858 recovered a black baseball hat with a white ³B´logo in the
backyard of 1048 W. Myrtle Street.
Sergeant Barragan then concluded the briefing.
I was assigned to document the crime scene to conduct a parallel investigation with Orange County District Attorney
Investigator C. McCarthy.
2214 hours:
I entered the inner perimeter to walk the crime scene along with DA Inv McCarthy and Forensic Specialist C. Covert
and Forensic Scientist F. Burke from the Orange County Crime Laboratory.
I checked in with the scene scriber, Officer G. Cardona #3860.
During the next several hours, we conducted a canvass of the area for additional items of evidence. As this was
being done, we were advised that the subsequent series of shots fired were actually from other subjects that shot or
shot at Melgarejo as he ran from Myrtle St to S. Shelton St. This assault with a deadly weapon was documented
under Santa Ana Police Department report 23-07973.
0412 hours:
Santa Ana Police Forensic Specialist M. McKeever responded to the scene and placed evidence seals over all doors
of the black 2003 GMC Yukon (CA license ) prior to the vehicle being impounded as evidence.
Officer N. Cavendish completed a vehicle impound report under this same case number.
0440 hours:
B&D Tow removed the vehicle from the scene. Officer N. Cavendish followed the tow truck until it arrived at the tow
yard with the black 2003 GMC Yukon.
0520 hours:
After all items of evidence were photographed, collected, and measurements were documented, Sgt P. Duran was
advised the scene investigation was complete and the area could be opened to normal vehicle and pedestrian traffic.
